NEW BLISINESS EMERGENCY OPERA�'ION CFNTER PLAN 770 � �� � „ The Manager explained that Mr, Vernon Fay, Cl�airma� .��d Dr. Martin Gould, Vice-�chairman of the Ep�exger�cy Operetio�t �omm�.$s�,oc�., � � Oc�qber 1, 1973 had presented the preliminary Emergency Operation Center P7Lan to members of the Board of Directors at the meeting of September 20th. At that time the Board approved the plan in concept, approved scheduling of regional meetings , and approved payment of $2 , 500 of a proposed $5,000 budget, to be shared by the City Council and Rolling Hi11s Community Association,� and referred the matter to the City Council for reyiew. Mayor Bear asked Mr. Fay to report to the Council. Mr. Fay Sa�d the Commission had met with representatives of the Fire Department ,anc� the Sheriff',s- Department, in an attempt to develop a commu�ications system to be used in an emergency. He asked Dr. Gould to address the Council on the plan that had been developed. Dr. Gould said that in the weeks immediately follqwing the f�.re on June 22 , 1973, many residents had stated that they were not given sufficient information to guide them in the emergency, and some of the people who lost their homes said there was a need for guidanc� . When the Emergency Operation Committee was organized the immediate prob�.em was arranging for communications , working on the premise that noxmal communications would be �lost in a disaster. Using the Admi.nistrafiiott Building as an operations center, six additional telephone jacks were installed to be activated in an emergency. In addition, it would be necessary to advise residents of the existence of an emergency, so plans have been made to install a special signal that could bE sound�d to alert residents of an emergency. .:operation of the Emergency Opera- tion Center would be under the direction of the City M�nager, or whom- ever she designates , and the Sheriff and Fire Department would maintain contact with the command post, In addition, Station KKOP, an FM station and KIIS , a 24 hour AM station would convey information from the cQmmand post, The basic instruction to residents will be upon hearing the warn- ing signal, radios should be turned on for instructions . A grid map h�s , been developed, dividing the city into six regions , and Gopies of the map will be provided to guide helicopte� pilots responding to an emer- gency, who will communicate with residents by bullhorn, It is the plan of the Commission to hold regional meetings to instruct residents of each area ; in addition they plan to hold unannounced drills to test �he response of the residents . Councilman Pearson said he did not agree with unannounced drills , since the resid�nts would tend to ��nore the emergency signal after a few testse Councilman Heinsheimer agreed.,. and said the emergency signal should be tested at a regular time, suc�i as Saturday noon,' but�. should not be sounde.d at an`y other time except in the case. of a real emergency or disaster. Mr�e Fay then asked Mr. Bob Mohr, a representative of Motoro�a, the demonstrate the radio-call system he had with him. Af;ter the demonstration Mayor Bear thanked Mr. Mohr for his appearance before the Council and for his assistance to .the Commission. Following discussion of the presentation, Councilman Pearson moVed that the City Couneil authorize approva� of $2, 500 in addition to the Rolling Hills Community Association approval of $2,500 for the Emergency Operation Committee, with the stipulation that the Commission give serious consideration to the wisdom of trying to surprise residen�s with unannounced drillso The motion was seconded by Mayqr Bear and failed to carry. Councilman Pearso n then amended his motion� to .express approval of the expenditure, and to include the requirement that the Emergency Operation Committee Plan, currently being prepared, be 'ap- � : proved by the Mayor, the City Attorney and the Manager be€ore being distributed to residents . Cliff Bundy, president of the Rolling Hills Tennis Club, advised the Council that he was present to report on the success of the kick-off luncheon held on Saturday, September 29th. Mr. ,Bundy reported that 70 persons had attended the luncheon and tournament, and there are approximately 7O�families in the City who have joined the club . A draft of rules and a constitution ` are being prepared, and a set of rules for court etiquette will "�. also be drafted, Mr. Bundy said, and a recommeridation for visors or light shields is being investigated. �Mr. Bundy said that ten tennis facilities had been surveyed; nine in the local area, the � � � • other (La Jolla Beach and Tennis Club) iri a residential area . All courts surveyed had a lights-out requirement of 10 or 10 : 30 P.M. , with the exception of Harbor College, which has no limit . Mr. Bundy said he would contact residents. in the area of the City's tennis courts to make a survey of their feelings about the lights on the courts , and would report to the Council. Further, Mr. Bundy reported that the first clinic for 9 to 14 year olds had been held, and a series of eight clinic`s is planned, with a charge of $1.00 per child. Following his report, Mr. Bundy presented a check in the amount of $451. 50 to the Council, and said the balance of $500 .00, representing the $951 . 50 obligation of the tennis club for one half of the tenn.is court screening, would be �� paid soon. Mayor Bear thanked Mr. Bondy for the report and check. PROGRESS REPORT - FIRE DISASTER 1485 Mrs . Clifton reported that she would be attending a meeting in Supervisor Hayes ' office in the Hall of Administration on Friday, October 5th. The meeting would be�attended also by Art Bruington, Chief Engineer of the Flood Control District; Arthur Keene, Chief Engineering Geologist for Los Ang.eles County and Deputy Fred Parsons, for discussion of construction of check dains in the canyon in the �; burned area . The Manager said she would report to the Council at the next meeting. ,.;. RE-SEEDING, 60 ACRES BURNED AREA IN ROLLING HILLS 1500 Mrs . Clifton distributed schedules�-for the re-seeding project scheduled for Saturday, October 13th. Mrs . Clifton and Councilman Heinsheimer, said theyawould participate. in the project . , � RESOLUTION OF THE PLANNING COMMISSION TO THE CITY COUNCIL 1520 Copies of a resolution entitled A RESOLUTION OF THE• PLANNING COMMISSION TO THE CITY COUNCIL EXPRESSING CONCERN OVER PROPOSED LARGE COMMERCIAL DEVELOPMENT AND RESULTANT ROADWAY RELOCATION AND ABANDON- MENT IN PENINSULA CENTER, AND THE RESULTING NEGATIVE IMPACT ON DIS- TANCES, CIRCULATION, ACCESS TO MAIN LIBRARY, EFFECT ON ALREADY STRAINED ROAD SYSTEM��AND THE ENVIRONM�NT IN GENERAL TO THE RESIDENTS OF THE ENTIRE PENINSULA were presented to� the Council. . Councilman Pearson suggested that a member ..�if: �he Planning .Gom- mission attend Couneil meetings when such a Planning Commission mat- ter is to be presented. Councilman Pearson then moved that Mayor Bear and Councilman Heinsheimer be appointed to a special committee consisting of _ representatives of the four cities on the Peninsula, and that a letter be written to the Mayors of the other three cities requesting that they delegate representatives to meet with the representatives of Rolling Hills to discuss matters affecting the� Peninsula . COUNTY ROAD DEPARTMENT RECOMMENDATIONS 1602 ; Councilman Heinsheimer said he had .reviewed the reports of the Los Angeles County Road Department and asked whether the recommendations that road markings be changed from yellow to white to conform with the California Code had been acted on. The Manager said she would discuss the recommendation with the Road Department .. Mayor Bear ordered the matter removed from the agenda . FINANCIAL REPORT - AUGUST 1973 Councilman Heinsheimer moved that the Statement of Receipts and Expenditures, dated August 31, 1973 and the Report of the City Treasurer for the month of August 1973 be�approved and accepted as presented.
