The Manager reported that the riding ring grading plan would
appear on the Architectural Committee agenda . Councilman Pearson re-
ported that he had viewed the original plan �ompleted by Clark Leonard
of Lan.co Engineering and discussed the final grading plan with South
Bay Eng�neering Corporation, and it appeared to him that the following
comments were in order:
1. Vehicular access could be improved by placing th� existix��
' trail further � down the slope to flatten it;
2 . Storm drain design factors be considered<

Mr . Joseph T. Abclo, 25 Crest Road West, appeared before �h�
Council and requested a two month time extension to February 9, 1974
to complete subdivision of his prope�ty and recording of the final map.
Following discussion, the City Attorney de�termined that according �r�
the Subdivisi.onMap Act, the extension could not be granted, an� �l�e
tract must be recorded by December 9, 1973, or the owner would have �c�
refile the subdivisiono The Mayor requested the City Manag�r to a���.s�

� The Manager reported to the Council that she had been advised
Q that the Robert McCarthy home, 1 Acacia Lane, adjacent to City property�
has been sold, with escrow due to close October 19th. The Counci� dis�
cussed the matter of a sma11 building built by Mr . McCarthy on City
property. Following the discussion, Councilman Battaglia moved that
the Council instruct the City Attorney to write the escrow company
immediately and advise both seller and buyer that the structure is to
be removed within 30 days ; that the new owner of the property be put
on notice that if he wishes to use the building, the Council would be �
agreeali�le to entering into a license agreement with him, to the effect
that he recognizes that the structure is an encroachment on City propertyo

Councilman Battaglia reported that a serious traffic problem
exists on Crest Road because of speeding as well as drivers not stopping
at stop signs , thereby endangering children walking to school, �s well
as horseso Mr, James Barnard9 63 Crest Road East, reported that a
speeding vehicle had again crashed through his fence, destroying land-
scaping and corral feneese Following discussion the Manager and Coun--
cilman Heinsheimer were requested to contact the Sheriff °s Departmen�
concerning a proposal to hire additional services from the Sheriff 's
Department, and to request that the Sheriff 's Department concentrate
. on patrolling in the area of Crest Road and Eastfield Drivea

Mayor Bear stated that he had received a le�ter from the Rolling
Hills Community Association legal counsel about dirt and brush that had
beeri deposited on vacant property west of Portuguese Bend Road at Wagon
Lane owned by Mr. Bear . The Mayor stated that at the time Wagon Lane
was improved the City and Association did not want surplus soil exported

City Counci� approve insta�lation of rock check dam� as described on
the map presented by Los Angeles Count Geology Section, mar�Ced Exhi�i.t
"A", with authorizat�on not to exceed $�5,000.00 subject to counsel
prepar�.ng an a�ppropriate form of license for the ingress arid egress o�
trucks xiecessary for dump�ng, and an appropriate form of indemnif�c���,��
and waiver �o be executed by the property owners in connection w�gth the
rock check dams ; those indemnifications to be executed .by the William
Fields, �he Warren McDermids , the Orcutts9 the Melbyes and Tien Zeeo
The mot�on was seconded by Councilman Heinsheimer, who reques�e� t�i��

APPEAL` FROM REQUIREMENTS FOR UNDERGR0�7NDYNG UTIZITIES - KEN WATTS 166
Mr. Kenneth Wat�ts, 1� Wrangler Road, appeared before the Council
and st�ted that in rebuilding his home which had been destroyed in the
,June 22nd fire, unde.rgrounding of utili�i:es is required by City ordin-
ance. Mr. Watts explained that he is not rebuilding his home by
choice but from necessity, and asked for relief from the requir�ment
for undergrounding, as the costs would present a financial hardship
at this time ,

Coun�ilman Pearson sugge�sted that Mro Watts be re quired to
extend the electrical line to the e.dge of his garage and f�om the
meter box stub it into the ground with heavy conduit ; and coming' from
th.e meter box to norma�. overhead service; br�ng the conduit up_ to the
roof t:o tie into service going �o the po1e, with the stipulation that
if and when ut�.1���es on Wrangler Roadoare undergrounded, the conduit
would 'already be �n �he house and ever�thing ready for undergrounding,
Mr� Watts said that Councilman Pearson s suggestion would be acceptable,
and he wou�d be wil��ng to participate in an undergrounc� �ro�ram with
his neighborso
Following a discussion Counc�ilman Pearson moved that Mr . Watts
be granted rel�ef from the underground requirement, provided that Mr.
Watts execute an agreement to the effect that if other parties on
Wrangler Road provide for underground utilities , he would tie into the
