A motion to approve the minutes of the meeting of October 15, 1973
as presented was made by Councilman Hesse, seconded by Councilman Battag*

LETTER FROM COUNCILMAN T. F. HEINSHEIMER
Mayor Bear asked for comments from the Council regarding a letter
from Councilman Heinsheimer suggesting that the Council recommend to
the appropriate elected officials in Sacramento and in Washington that
Daylight Saving Time, and even double Daylight.Saving Time be considered
and that outside holiday lights.in Rolling Hills be discouraged or pro-
hibited because
ro*hibitedbecause of the energy crisis, in agreement with a memgrandum
from the City Manager.
Councilman Battaglia said he considered the suggestions- excellent

City Attorney, since it might be necessary to adopt an ordinance to
enforce the prohibition of outdoor..holiday.lights. Mayor Bear said
he agreed with the concept of the prohibition, but felt it should be

Mayor Nell Mirels..o£ Rolling Hills.Estates, asked representatives
of the cities to participate in requesting a Federally funded study of
transportation in the.Palos 'Verdes Peninsula area, .to be conducted at
no cost to the cities, with emphasis on whether rapid transit is needed
for the area. Additional information will be sent to the Cities in the
near futu-re, Mayor Mirels said. Another matter discussed -'Was -joint
par'ticipa'tion "..in a Bi-c-entennial, celebration in 1976. Further meetings
will�`b&, held.- prior.. to .South. Bay Cities. meetings,: Mayor Bear reported..
Councilman Battaglia said there are matters more pressing to the
Peninsula cities than*transportation�.off the Peninsula, and said there
are similar problems in. all cities that might be resolved by mutual
discussion or study groups; he suggested tennis court lights, traffic,
speed, as mutual problems which might benefit from study.groups. Fur-
ther, Councilman Battaglia suggested the cities consider hiring a pro-
fessiona_l,consultant to advise on common problems such as group planning
and law enforcement. 'Councilman,Hesse agreed that the benefits of such
meetingsinclude..: discussion and resolution, of. topics ,that are .of mutual
inter=ci:ty.concern-.and.interest, and the meetings provide.an opportunity
for communication and joint thinking, _He strongly supported.Councilman
Battag.Lia'-s statement that Rolling (Hills. should take.• the initiative in
strengthening meetings and discussions between the four.cities, since
Rolling Hills is not involved in matters of sales tax revenues, access":,.
to shopping centers, etc., and can initiate meetings:,to resolve,the
matters vital.to the. entire Peninsula, Councilman Hesse said. Mayor

BUILDING .ON CITY -OWNED PROPERTY, 1 -ACACIA LANE 82
Mr, Philip Ver Planck, new owner of property at 1 Acacia Lane,
advised the Council that he had received a copy of a letter to the
Hartford Escrow Company advising that -.'a shed.partially on his property.
was constructed and located in violation of the Zoning Ordinance of the
City-of.�Roll:ing"Hills, and further, that he had been advised by Mrs.
Cliftoty that landscaping:.planned by the.City would require removal of
-the shed. • Because the shed is -in good condition and is being used for
taek,4''Mr. Ver Planck.requested.permission to continue to use the facil-
ity `uiitil - such time as -- the :City does the -landscaping.
Mayor Bear suggested that inasmuch as the structure is partly
on City -owned property, and that portion on the Ver Planck property
is in`''yiolation'since it does not reserve the easement as required

by City ordinance, it might be more satisfactory to remove the building.

e the thirty -day limit, which expires this week, and Mrs. Clifton ad-
wised that bids for the landscaping will be opened at the meeting of -the
°'Board of Directors on November 15th, but arrangements could be made to'
finish that portion of the landscaping after the building is removed.
Following discussion Councilman Battaglia moved that a 60 day
extension be granted Mr. Ver Planck. The motion was seconded by Coun-
cilman Hesse and carried by the following roll call vote:

FINAL SUBDIVISION MAP, TRACT 30440, JOSEPH T. ABDO,
The City Manager presented the final map for Tract 30440 and
copies of the following correspondence:
In a letter dated November 9, 1973 from the Department of County
Engineer, the City Engineer recommended approval.of the map.
In a letter dated October 26, 1973 Mr. Robert H. Crawford, Chair-
man of the Subdivision Committee, Los Angeles County, recommended that.
the Council accept the final,map and title sheet from the City Engineer
for recordation, and'that the division of land should be found to be in
conformance with the General Plan.
Further, Mr. Crawford recommended that the City's legal counsel
be consulted regarding compliance with a recent Supreme Court decision
relative to Section 21151 of the Environmental Quality Act which re-
quired an environmental impact statement before giving approval to
private applications for "project" construction.
Mr. Kinley advised the'Council that the subdivision originated
in 1969 and the tentative map was approved on June 9, 1969; completion
of the project was delayed by the serious illness of the subdivider,
and because all expenditures in connection with the subdivision were
completed prior to enactment of the Environmental Quality Act,•it was
his opinion that the subdivision should be exempt from the requirement
of an environmental impact statement.
Mr. Clark Leonard, engineer for Mr. Abdo, appeared before the
Council to answer questions about the final map. Following discussion_,
Councilman Hesse moved that the final map be approved and that the.City.
Clerk be instructed to sign the linen for recordation. The "motion was
seconded --by Mayor Bear and carried by the following .roll call vote:

A motion to waive the requirement of an environmental impact
statement on the advice of Counsel was made by Councilman Battaglia,
seconded by Councilman Hesse and carried by the following roll call vote.:

ROLLING HILLS TENNIS CLUB ACTIVITIES 255
Copies of a letter dated November 7, 1973.from Clifford D. Bundy,
President of the Rq.lirig Hills Tennis Club, reporting on tennis club
activities,. copies of the Constitution and By laws and copies of the,
rules�of,the Rolling Hills Tennis Club were presented to the Council.
Mr. Bundy advised that all residents in the area of the tennis.
courts had been contacted -with reference to the Club's request that
the Council extend the present 9:00 PeM. curfew to 10:00 P.M „ .and no
objection was expressed. Mr. Bundy formally requested that the.Counci.'l
extend the lights -out time to 10:00 P.M.
In the discussion that followed members of the Council said that
�.. in view of the present energy crisis, and consideration by the Council
�0 of recommending elimination of outside holiday lighting, in line wi4h
r-4 Councilman Heinsheimerls letter and the City Manager's recommendation,
"D it would be more in keeping with the consensus of the Council to elim-
inate entirely the lights on the tennis courts, with the exception of a
Q courtesy light, which staff was directed to act on,. since it was -a
safety matter.
Following the discussion Councilman Hesse moved that the Council
re -affirm the present 9:00 P.M. curfew on the lighted courts. The
motion was seconded by Councilman Battaglia and carried by the following
roll call vote:

Councilman; Battaglia moved that the Board of Directors of the
Tennis Club be asked to consider.voluntary abandonmerit'of lighted
courts for at least the next four months in view of the energy crisis,
with a review of. the situation by the City Council in March 1974. The
motion was seconded by Councilman Hesse and carried by the following
roll call vote:

Mr. Bundy presented a check"in the amount of $451.50 to the.
Council for payment of the balance due on the tennis court screens,
and the Council thanked .hip for his presentation before the Council.

A motion to accept and approve the Report of the City Treasurer
for the month of September 1973 and the Statement of Revenue and Expen-
ditures dated September 30, 1973 was made by Councilman Battaglia,
seconded by Councilman Hesse..and carried by the following roll call. vote:

AGREEMENT RE: ADMINISTRATIVE SERVICES
The City Attorney presented an agreement for administrative
services by the City for and on behalf of the Association, executed
by the vice-president and secretary of the Rolling Hills Community
Association. The Mayor signed the document and requested that the
City:Manager execute it on behalf of the City.

MATTERS FROM THE -AUDIENCE 625
Mrs. Charles Bernstein, 9 Eastfield Drive; appeared before the
Council and said that her property had been citied by the Fire Depart-
ment for violations, and after taking care of the matter additional
notices had been sent; the subsequent notices had violations that were
not on the original notice.
Councilman Battaglia reported that the same type of incident had
been reported at a meeting of the Board of Directors of the Association,
and investigation showed that it was a result of inspections by differ-
ent Fire Department personnel. Councilman Battaglia suggested that the
Mayor request the Fire Department to contact all residents who had re-
ceived contradictory notices and explain the situation. Councilman
Hesse concurred with the suggestion, and Mayor Bear said he would con-
tact the Fire Department.
MATTERS FROM THE COUNCIL 680
Mayor Bear advised the Council that he had received a letter from
Mr. Warren Kane, 21 Eastfield Drive, about the increase in traffic on
Eastfield Drive since the South Gate was closed, and about the speeding
on Eastfield.
Councilman Battaglia said he and his children recently walked on
Crest Road in the vicinity of Southfield Drive and he was impressed by
,the high speed of vehicles turning the corner from Crest to Eastfield.
He requested that Councilman Heinsheimer, Traffic Commission chairman,
be asked to give priority to the problems on Crest Road East to East-
field Drive; Eastfield Drive to the East Gate, and make recommendations
to the Council at the next meeting he attends. Councilman Battaglia
suggested further that the Managercontact Captain Kenneth Hays of the
Lennox Sheriff's Station and inquire about the cost of additional traf-
fic control in the City.
The matter was held on the agenda.

The City Manager presented a letter dated.November 12, 1973 from.
Martin & Chapman Co., Election suppliers, witha proposal for the Muni
1cipal Election to be held on March 5, 19.74,.in..the amount of $302.88.,
plus candidate statements of qualificati ons at a price'to be determined
by the number of candidates' -filing.
