A regular meeting of the City Council was called to order by
Mayor Bear at 7:30 P.M. Monday, -November 26, 1973 at the Administration
Building, 2 Portuguese Bend Road, Rolling Hills, California.

A motion to approve the minutes of the meeting of November 12,
1973 as presented was made by Councilman Battaglia, seconded by Council-
man Pearson and carried by the following loll call vote:

RIDING RING AT CITY PARK. 360
The Manager reported that the riding ring at the City Park`has
been approved by.the Board of Directors of the Rolling Hills Community
Association, and maps are being prepared for presentation to the�Plan-
ning Commission and City Council. Mayor Bear ordered the matter helA

Mayor Bear reported that he had reviewed correspondence dated'
November 9, 1973 from the Public Employees' Retirement System, and
directed that the election by employees, required under Section 20457.
of the Government Code, be held prior to execution of the Resolution
of Intention. The matter was ordered.held on the agenda until after
the election by employees.
EROSION PROTECTION, PAINT BRUSH CANYON (FIRE AREA) 493
Correspondence dated November 21, 1973 from Los Angeles County
Department of County Engineer was presented to the Council. Mr. Carroll
Smith, Deputy City.Engineer, advised that on October 12th a solution to
control erosion in Paint Brush Canyon had been suggested as providing:
the best protection as well as being the most economical. However,
after inspection of the site with,.geologists and contractors, Mrs Cli'f-
ton had indicated that accessibility and difficulties associatied-with
large trucks capable of handling the rock rip - _rap make Alternate No.l
un.desireable, and the engineer suggested that construction of Alternate
No..2, which involves construction of..a series of check dams, be con
sidered.

Mrs..Clifton explained that it would be virtually impossible to
transport the rocks needed for the rip -rap over an existing sub -standard
unpaved roadway. She showed a drawing of the alternate checkdams, which
Councilman Pearson explained is a standard check dam. The.Manager $side
a contractor is ready to begin the work as soon as approval is given,
and has said that it will cost a�minimum of '$5,000.'
Following the discussion Councilman Battaglia moved that the "
Manager be directed to proceed with construction of Alternate No. 2 at
a cost not to exceed $10,,000. The motion was seconded by Councilman
Pearson and carried by the following roll call vote*,

LETTER OF RESIGNATION FROM PLANNING COMMISSION, SIDNEY MORSE 395
Mayor Bear stated.that.he regretted to announce the resignation
of Mr. Sidney L. Morse from the Planning Commission. Since.he lost hi's
home in the fire in June and is no longer a legal resident of the.City,
Mr, Morse submitted a letter of resignation on'November 14, 1973,
The. Mayor directed .that a plaque of the City with appropriate
engraving.be.prepared for presentation to Mr. Morse. Further, he rem
quested that letters:of application and resumes from persons who have
indicated an interest'in serving be provided Councilmen before the..next
meeting of the Council.

Councilman Pearson moved that the Report of the City Treasurer
for the month:of Dctober 1973 and the Statement of Revenue and Expendi-
tures dated October 31, 1973 be approved and accepted. The motion was
seconded by Councilman.Battaglia and carried.by the following.roll
call vote

PAYMENT. OF. BILLS
Councilman Pearson moved that Demands No. 3080 through 3090
and 3092 and 3093 be paid from the General Fuand, and that Demand No.
3091 be checked by the'City Manager before payment. The motion woo
seconded by Councilman Battaglia and carried by the following roll
call vote:

Councilman Battaglia requested that a special meeting be
scheduled for consideration of proposed ordinances, with an effort
to schedule such meeting at a time convenient to -all members of the
Council., since items have been held on the agenda because of the
absence of..some members of the Council.
The Mayor directed that the City Manager schedule a meeting
for Monday, DeceTnber 3rd at -7:30 P.M., and ordered proposed ordinances.,

SHERIFF'S DEPARTMENT
The 'Sheriff's Department Report for July 1973 was presented to
the Council. The report was receive:d.and.filed.
kOLLING- HILLS TENNIS CLUB ACTIVITIES_ .
Councilman Pearson requested a clarification of the Council's,
charge to the Tennis Club.regarding lights on the tennis couqnd �;yq
Mayor Bear explained that the Council had, at the meeting of November
12th, asked the Board of Directors of the Tennis Club to consider a
voluntary abandonment of lighted courts in view of the energy crisis.
Councilman Pearson suggested that residents be asked to conserve energy
on a voluntary basis, but said no attempt should be made to control or
legislate the situation; it was his opinion that more beneficial savings
of energy could be effected by general conservation of all uses, inclu
ding 'swimming pool lights. and -filters, televisions, stereos and light
bulbs', and that tennis .courts should not be,singled out,.since there
are physical benefits of playing tennis, and many men are unable to
play at anytime other than after work., Further, Councilman Pearson"-..
said he is in favor of a ten o'clock limit for lights, especially
since none of the surrounding residents who.were polled expressed oppo-
sition 'to the lights. It was his suggestion that the time.limit be set
officially at ten o'clock, and a. nine o'clock limit be imposed during
the energy crisis.
' Councilman Battaglia said the request for voluntary abandon*.-;.-.,,,
�ent of lighted courts for the months of December through March was
made to the Tennis Club in line with requests to all residents -for a,
voluntary cut-back of holiday lights and outside lighting, and was
requested on a voluntary basis rather than a mandatory basis. If the
Tennis Club determined that the therapeutic value of night tennis
outweighed the need for restriction, the Council would consider that,
Councilman Battaglia said.
Dr. Richard Hoffman, 73 Portuguese Bend Road, vice-president
'of the Tennis Club advised the Council that there is a misunderstanding
developing among members of the Tennis Club about the Council's request
;to turn off the tennis court lights. Dr. Hoffman said extensive re-
search went into the presentation made before the Council on November_
12th, and members of the Tennis Club feel that the report was not thor-
oughly°studied before -the decision was made by the Council. The rea-
pons for lighted courts, i.e. extension of, hours for the.' convenience
of students and working people, are as valid.today'as when the lights

ere approved-, Dr. Hoffman said, and they provide.a healthy outlet.

Following discussion Councilman Battaglia moved that the mat-
ter of lighted courts and a 9:00 o'clock limitation be again considered
by the Council. The motion was seconded by Mayor Bear and carried by
the following roll call,vote:
AYES: Councilmen Battaglia, Pearson, Mayor Bear

Councilman Pearson then moved that the official hours set down
'in the official rules of the Tennis Club be set at 10':00 P.M., and that:
for the duration of the energy crisis the lights be limited to 9:00 P.M,
'until more stringent requirements are imposed by the Government, or more
information is made available. Mayor Bear seconded..the motion.
Councilman ,Battaglia moved that the :motion .be . tabled for consid-
`era'tion by the full -Council at.the next regular or- special meeting. The
motion died for lack of a second.

ADJOURNMENT
Because of lack of a quorum, Mayor Bear adjourned the'meettng_
