The regular meeting of� the City Council of the
City of Rolling Hills was held at 7:45 p.m. Monday,
28 October 1957 in the City Hall.
� �The meeting was called to order at 7:45 p.m. by
Mayor Goodman.
ROLL CALL
Present: Councilmen Bullard, Elliott, Tourtelot
� �nd Weitzel and Mayor Goodman

Q who spoke to the Cauncil conceruing the juvenile prob-
� lem in Rolling Hills and oPfered..suggestions for curb-
ing it. A discussion followed on the sub3ects pf
,parking' parties, gate breakage, petty thefts, and the
aspects of manning the two Crest gates at night.�".�

%� ��� � 1Vl�ayor Go:odman introduced Mr. Fisher, whose business
is real property appraisal, to tbe Council and explained
the nature and location of the four gate house sites
which the City may wish to purchase. He also explained
that the City needs to learn what the propertie:s are
reasonably worth in order to justify a price for them.
Mr. Fisher s�id that he is very familiar with the area
and would have a report for the Council, within ten days.
The Council agreed to name Mr. Fisher as Property
. Valuation Consultant for the City of Rolling H3.11s, and
he was so appointed by the Mayor.

Councilman Tourtelot that the minutes of the meeting of
14 October 1957 be approved as written. The motion was

LETTER - CITY OF TORRANCE. CALIF'ORNIA

� The City Clerk read a letter dated� ll October 195?
from Robert ,$. Gramer, Chairman Pro Tem of the Parks and
Recreation Coimnission of Torrance, urging the C3.ty Council
of Rolling Hills to adopt a resolution similar to the one
enclosed with the letter, requesting that the Board of
Supervisors of Los Angeles County establish a aports
center in Torrance. The Cotancil agreed to do this and
a similar resolution� will be presented at the next meet-
ing. a
LETTER - COUNTY FLOOD CONTROL DISTRICT
The Gity Clerk read a letter dated :October 14,
1957 from H.E. Iiedger, Chief Engineer of the Los Angeles
� �,
� County Flood Qontrol �istrict, asking that the City report
on current needs for storm drain construction. The City
Cl�rk also ex plained that he h�d had a telephone .conversa-
tion with Nir. .John Lambie� s office and that he had authorized +
�lr; �ambie' to report f�rther, as long as no cost to the City
was involvede �

The City Clerk read a letter dated Oc�tober 28, 1957
from the Community Associat3on which stated that furids for
the continued maintenance and operation of the gates and
�ate house's had been allotted only until January 1, 1958
and that �he Board of D3rec'�ors would be w�lling to negot3.ate
a con�ract with the City to ma3.nta3.n and operate the �ates
for the City, if the City wished to do soo
PROPOSED SUBDIVISION - 'SEACREST ESTATES, TRACT N0, 1993b

The C3.ty Clerk shocved the map of the proposed new
subdivision to be called Seacrest Estates (Tract No. 19936)
which would be ad�acent to the City of Rolling Hills. He _
reported that a letter had besn aent to Mr. John �Ialone of ; �
the RegiAnal Plannin� Commission on October 2l�, 1957 stating
that the Cit9 fs �op�p�deed to this proposed subd3vision on ,
the grot�nd that the subdivision violates established zoning.

'The City Clerk read the register of bills to be allowed.
It was moved by Councilman� Bullard, seconded by Counc3.lman
Elliott, and, on roll call vote by the. City Clerk, unan3mously

from the agenda. The mot3on was seconded by Conncilman

GATEHOUSE PROP�
Couneil�nan Elliott raised the question of �hat to do
about lot 83A which is outside the gates but within the City
of Rolling Hi11s. Mayor Goodman sugges�ed that a zoning
ordinance be adopted and said that he would prepare one.
COMMUNITY RECREATION AREA ' .
Mayor Goodman reported that Mr. LavPrence Ot�s, ch�.ef
counsel and vice president of T3.tle Insurance and Trust
Comapny had sug�ested two methods of tran�ferring title
to the Co�ununity Recreation Area from the Coimnun3.ty Associ�-
tion t.o the C3t�. One Me;d�hod woul.d be through condemnation

the regulQr annual meeting, spec3.a1 notice being given
of the nature of the business to be brought before the

RANCHO MUTUAL WATER COMPANY REPORT
Mayor Goodman and Mr. Kinley reported that apparently
the merger of the Rancho Mutual Water Compan9 w3th the
Paloa Verdes Water Company is at lest underway, accord-
ing to Messrs. Hanson and Streigkit with whom they had
talked�.
� PROPOSED GATE OR�9INANCE
A proposed'ordinance entitled "An Ordinance of the
City of Rollin� Hilla Providing for_the Nlaintenance and
Operation of a System of Gates and Gate F3ouaes" was
""� introduced by Counc3.lman Tourtelot. It was moved by
�' Councilman Weitzel, seconded by Councilman Ballard,

� and unanimousl� carried that the reading in full of the
� ordinance be wa3.ved.

� � TRAFFIC ORDINANCE REPORT
Counc3.lman Elliott reported that the Traffic
, Commission will me,et again and that the ord3.nance will
be forthcoming by the next meeting.
