Monday, February 25, 1974 at the Administration Building, 2 Portuguese Bend Road, Rolling Hills, California. The matter was ordered held on the agenda. ITEMS HELD OVER Motorola Alert Monitor Receiver 903 A memorandum dated January 23, 1974 from Councilman Heinsheimer was presented to the Council. Councilman Heinsheimer recommended that prior to authorizing the purchase of the Motorola Fire Fighter Monitor the Emergency Disaster Committee be requested to submit: confirmation that each area captain is willing to install and maintain the equipment in working condition; a periodic test plan that assures February 25, 1974 the units are ready upon need, and a recommendation concerning the use of the "Emergency Power Supply and Charger Kit" and the advisability of purchase of this accessory. Further, Councilman Heinsheimer stated that it was his understanding that the units presently in the City Hall are waiting confirmation of purchase and -that no commitment had been made,'pending demonstrations and discussion of the purchase by the City Council and the Board of Directors; however, he said that Mr. Fay told him that it was his understanding that the Emergency Disaster Committee had been authorized to make the purchase. Mayor Bear said he would discuss the matter with Mr. Fay and with Mr. Bob Mohr of Advanced E1®ctronicso DISASTER PLANNING COMMITTEE.CHECK LIST 978 Copies of a check list to aid in emergency situations, compiled by Mr. F. W. Woodbridge, 15 Wideloop Road, and amended by Dr. Martin Gould of the Disaster= Planning Committee;, was presented to the Council. After discussion of the list the Manager was instructed to have sufficient copies made for all residents, and to have them given to area captains for distribution to each home. WEST BASIN WATER ASSOCIATION 1029- Notice 029 Notice of the regular meeting of the Board of Directors.of-West Basin Water Association on Thursday evening, February 28, 1974 was presented to the Council: Mayor Bear sa1d'he would not be able to attend because of Candidate's Night, but asked that anyone -who could attend advise•.the,Manager so a reservation could be made. CORRESPONDENCE - Letter from -T. J.Dykzeul 1035 The Manager distributed copies of a ­letter from Mr. Theodore Jo Dykzeul, 17 Caballeros Road, reporting attack by a dog on Flying Mane Road. Mrs. Clifton said she had contacted Mrs. Dykzeul and asked her to have Mr. Dykzeul come to the office and sign an affidavit as pro- vided in Ordinance No. 107, but he had not done so. Following discussion of the matter Mrs. Clifton was directed to write to Mr. Dykzeul and enclose 'a -copy of the ordinance. Hesse, Pearson, Mayor Bear Mayor Bear asked the City Attorney to present the ordinance as amended at the next meeting of the Council. -3- I 0 February 25, 1974 PROPOSED ORDINANCE - ZONING 504 Mayor Bear asked Dr. Godfrey Pernell, Chairman of the Planning Commission `to speak to the Council on matters recently studied 'by the Commission in connection with proposed changes in the zoning and sub® division ordinances. Chairman Pernell stated that in considering the changes, certain recommendations have been made to the Council, and in continuing the studies other factors are being considered in order to present a complete picture of what the Planning Commission is attempting to achieve. The Commission has been concerned with the appropriateness of certain subdivisions that have come before it, and as the number of subdivisions increase, the effects have become apparent. In retrospect some of the decisions have been less than good, Chairman Pernell said, and the Commission has attempted to develop guidelines to achieve consistency, while allowing the , community and the potential subdivider or property owner to know prior JO ,.j to spending resources, including time, money and energies, where I -D the thinking is. To this point a recommendation has been made to the Council. concerned primarily with the amount of acreage permissible or required in subdivision. Essentially, 40,000 square feet net would be required in the one acre zone, and 80,000 square feet net: in the two acre zone, the net being determined by the removal of any road easement from the gross acreage. The remaining easements, i.e. bridle trail, set -backs, driveways serving a single residence, etc. would not be deducted. However, Chairman Pernell said a common access drive serving more than one residence would be deducted from the gross acreage, since it would be considered an access easement for purposes of ingress and egress. The other areas are being studied, Dr. Pernell said; the amount: of pad .in cut and fill required to create a buildable lot or pad and the amount of area disturbed. The recent change from 1241 to 2a1 grade, requirement on cut and fill by the Community Association and 30 foot maximum cut stipulation pretty well show what can be done with a piece of property. Disturbance of area is defined by the Planning Commission, as cut, fill and pad, and includes any structure, pool, patio, stable, barn, driveway; it does not include corrals or fences that are. essentially ungraded. A figure for the percentage of disturb- ance permitted has not been arrived at, Dr. Pernell said, and the Commission will continue to study the matter, Councilman Hesse said the Association adopted a requirement that all slopes should be held to a maximum of 30 .feet, not the vertical cut, and Chairman Pernell said the Commission does not get into the actual grading of a sub- division except that there must be proof of a buildable pad, and the map must demonstrate that a pad can be established within the limits of slope permitted. A chart has been developed showing the acres needed to develop a 12,000 squam foot pad with 50% disturbed area based on effective slope; the Commission is attempting to come up with a number that can be applied. Using sites chosen at random by the members of the Planning Commission, it has been determined that as much as 94% of some properties have been disturbed by construction. Findings and results of the studies done by the Planning Commission will be sent to the Rolling Hills Community Association and to the City Council, Chairman Pernell said, -4- X34 February 25, 1974 Mayor --Bear thanked Dr. Pernell for his presentation before the Council and opened ,,the,.matte.r,,for.dis,.c,ussion -d,. The Mayor. - asked -.him to clarify the Planning_Commission'-s thinking,on parcels bisected ,by, a road, and.the,resulting parcels if the=road,easemen_t,,.is deducted, and Dr. Pernell said that it would be conceivable that a large parcel which originally had qualified using the -gross acreage.-fig4F.e-would-no,lon_ger be subdividable, since deduction of the road easement from the acreage might result in two sub -standard parcels one on each side of the road, and in order to develop a building site 100% of the area would have to be disturbed. Mr. Donald Crocker asked whether an owner could request a variance if he felt it was inequitable, and Mr. Kinley said application for,variance could be considered. Dr. Heinsheimer said it -would require a degree of"expertise to visualize the building site and Dr. Pernell agreed.--.Councilman-Hesse suggested that in revising, any of the existing guidelines, the -Planning Commission and.the.City, Council attempt.to,agree.a,s much.as possible with restrictions imposed by the Community Association. Mr. Kinley said the regulations estab- lished by the Community Association are governed by deed restrictions. Councilman Heinsheimer said he felt it -was imperative to meet with the Board of Directors to reach an agreement before changing any of the Ci.ty'-s regulations but,in view of subdivisions currently in -the Association and . soon. to,be presented to. the. City,,,it-was his wish that. the Council not- .delay, ip. a.dopting,,� hproposed ordinance, The City Attorney said the motion could be introduced, and'a,meeting scheduled with the,Board of Directors before final adoption. CITY DEPARTMENTS Sheriff's Department 1106 Copies of correspondence dated January 24, 1974 to the Board of -5- 113-54 February 25, 1974 Supervisors re: "Offer to Consider Equivalents", Lomita Sheriff's Station were presented to -the Council. Councilman Heinsheimer said he had discussed the matter with a person knowledgable in the matter, and' it was his understanding that the,plans and specifications for the project had been approved. The Manager suggested that another name be chosen for the station, which will serve Peninsula cities as well as Lomita. MATTERS FROM THE AUDIENCE 1130 Mrs. Joan Saffo said she wished to thank Councilmen Fred Hesse and Ed Pearson for their devoted service to the Council and the Community, and said they would be greatly missed. Councilman Heinsheimer said he wished to add his comments, and said their•expertise in many N matters had been appreciated, and their opinion had been valued. Mayor JO r..� Bear thanked the retiring Councilmen personally and on behalf of the Council, and said their presence would be sorely missed from the meetings. He urged them to attend meetings of the Council whenever Q possible. Councilman Hesse said he appreciated the support of the City and the Council, and was pleased to have had the opportunity to serve on the Council. Councilman Pearson said he, too, had appreciated the leadership and support, and had enjoyed serving on the Council. MATTERS FROM THE COUNCIL HITCHHIKING 1186 Councilman Hesse requested -that the subject of hitchhiking be placed on the agenda for consideration by the new Council. The Mayor so ordered, AREA -WIDE POLICE FORCE 1206 Councilman Hesse stated that a sub -committee has been formed to study the feasibility of an area -wide police force, and there is overwhelming evidence that the cost would decrease and protection would increase if such a police force was formed, Councilman Hesse asked that the City Council of Rolling Hills join with other Councils and dis- cuss the matter. He suggested that the police department of Palos Verdes Estates could be used as a model. Mayor Bear ordered the matter held on the agenda for consideration by the new Council. COM01ERCIAL USES OF PROPERTY IN ROLLING HILLS 1223 Councilman Hesse said that it is his opinion that some commercial use of property in Rolling Hills is not inconsistent with the best interests of the Community, and he asked that the matter be considered to bring the situation into sharper focus, specifically with regard tc organized use of private property to teach swimming and riding skills, and use of available stables for training, boarding or riding horses, Further, Councilman Hesse enclosed a proposed modification to the zoning ordinance, and said he would be happy to work with the Council. Mayor Bear directed that correspondence from Councilman Hesse dated February 25, 1974, including an anonymous letter to the City _M lab February 25, 1974 Manager dated January 17, 1974,. a letter from the Manager to Councilman Hesse dated February 1, 1974, and the proposed modifications to the zoning ordinance be held for consideration by the new Council. MATTERS FROM CITY OFFICERS TENTATIVE TRACT 32071, R. Ho DUAN 1152 The Manager advised the Council that the Planning Commission had considered Tentative Tract 32071 and had approved the tentative. map, subject to written approval of the geology. Councilman .Pearson moved that "the matter be held for the new Council. Mayor Pear seconded the motion, which carried unanimously.
