The motion was seconded by councilman Pearson and carried by the following roll call vote:. Counc ilmen ` Batta,glIA , Helnsheimer, Pearson', Mayor Bear NOES: None ABSENT: Councilman Hesse RESOLUTION NO. 309 645 Councilman Heinsheimer moved that Resolution No. 309 entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFOR- NIA, RECITING.THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF ROLLING HILLS ON THE STH DAY OF MARCH, 1974, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW be introduced and that reading in full be waived. The motion was seconded by Councilman Pearson and carried by the following roll call vote: AYES: Councilman Battaglia, Heinsheimer, Pearson, Mayor Bear NOES: None ABSENT: Councilman Hesse Councilman Battaglia asked whether all incoming Councilmen had filed financial statements as required by law, The Manager said that incremental statements had been filed, and the final statement was due no later than .the 38th day following election, April 12, 1974; all requirements had been fulfilled to date and the candidates could be sworn in ADMINISTRATION OF OATH FOR NEWLY ELECTED CITY COUNCILMEN 663 Mayor Bear stated that in serving the City as a Councilman, there is a great deal of satisfaction, as well as great responsibility to con,stituentso He congratulated the newly elected Council and asked the City Clerk to administer the Oath of Office. The City Clerk administered the Oath of Office to Councilmen Le Conte, Rose and Crocker as prescribed by the Constitution of the State of California and delivered to them their certificates of election. Councilman Pearson said he wished to confirm the statements of Mayor Bear, said that he regretted leaving the Council, and he wished to thank members of the Council and the staff; he congratulated the new members of the Council.; who were then seated at the Council table. CITY COUNCIL REGORGANIZATION 704 Election of Ma ..o --..__...........v or Mayor pro Tempore Battaglia, presiding officer, opened nominations for Mayor. Councilman Heinsheimer nominated Councilman Battaglia for the office of Mayor. The nomination was seconded by Councilman-LeConte, -2- Match 12, 1974 Councilman Crocker moved that nominations be closed, Counci.lman.LeCo.nte seconded the motion. Councilman Heinsheimer moved that a unanimous vote be cast naming Councilman Battaglia Mayor of the City of Rolling Hills. The.mbton was seconded by Councilman Rose and carried by the following roll call vote: AYES: Councilman Crocker, Heinsheimer, LeConte,-Ro-se., Mayor Battaglia NOES: None ABSENT: None Election of Mayor pro tempore Councilman LeConte nominated Councilman Heinsheimer for the office Of Mayor pro tempore. The nomination was seconded by Councilman Crocker, Councilman :Rose moved that a unanimous vote be cast naming Councilman Heinsheimer Mayor pro tempore. The motion was seconded by Councilman Crocker and carried by the following roll call vote: AYES': Councilmen Crocker, LeConte, Rose, Mayor Battaglia NOES: None ABSTAINED: Councilman Heinsheimer ABSENT: None COUNCIL APPOINTMENTS 734 Mayor Battaglia announced the following City Council Committee Assignments: Mayor Battaglia: Flood Control District, Sanitation District, Rolling Hills Community Association Liaison, California Contract Cities Association; Mayorpro tem Heinsheimer: Personnel Officer, Law Enforcement and Traffic, Youth Activities (including narcotics), Environmental Quality (League Committee) ; Councilman Crocker: Finance Officer, Fire Protection, Recreation (Tennis and Swimming), Planning Commission Liaison; Disaster Re- lief; ° Councilman .LeConte: Utilities and Related matters, SCAG, Peninsula Planning Committee, South Bay Councilmen's Association, Newsletter; Councilman Rose: Equestrian Activities (including Caballeros), League of. California Cities (911 Emergency Number Committee.) , Legislative Analysis (Reports), Rubbish, Re -cycling. 'The Mayor stated that he had named the primary r-e•p•re;s:e-xaz�at.ive on the Committees, and asked members of the Council to review the list and let him know which committees"they wished to serve on as an alternate. He explained that in considering matters before the -Council., he will look first to the Councilman assigned a particular committee for direction, and asked that all material received between meetings be forwarded to the appropriate committee representative for review before the meeting, Appointments of alternates on all committees will be announced 'in April, Mayor Battaglia said. March 12, 1974 MATTERS FROM THE COUNCIL MASON ROSE RE: AGENDA 824 Councilman Rose moved that the agenda for the next City Council meeting on March 25th be included in the next issue of the Newsletter- The motion was seconded by Councilman Crocker, Councilwoman LeConte volunteered to meet with the Manager to coordinate the agenda with the Newsletter. Mayor Battaglia said it may be administratively impossible, since the Newsletter is a publication of the Community Association and there is considerable confusion among the residents about the difference between the City and Association. He suggested that Mrs. LeConte look into the desirability of a newsletter from both, or alternate newsletters from each, to eliminate further confusion. Councilman Rose suggested that the agenda for the meetings be formulated'as early as possible, and items that could not be included by anticipation be posted in the window of the Administration Building, so residents could be advised of matters to be considered at each meeting. Councilman Heinsheimer moved that the motion before the Council be tabled, and the matter of the agenda be referred to the Committee. Councilman Crocker seconded the motion to table, which was carried by the following roll call vote: AYES: Councilmen Crocker, Heinsheimer, LeConte., Rose, Mayor Battaglia. NOES: None ABSENT: None MOTORCYCLE'ORDINANCE 872 Councilman Crocker requested that the proposed Motorcycle Ordi- nance be held on the agenda to give new Councilmen as opportunity to study the ordinance. The Mayor so ordered. Further, Councilman Crocker suggested that all proposed ordinances be available to residents who request a copy. APPOINTMENT OF ASSISTANT CITY TREASURER 892 Mayor Battaglia said it is his intention to appoint an assistant City Treasurer to assist City Treasurer Marion Welch. Councilman Crocker..suggested that the Assistant City Treasurer be a resident with a CPA background, and said volunteers could be asked for in the News- letter. Further, he asked that a job description be prepared, defining the duties and responsibilities of the Finance Officer, the Treasurer and Assistant Treasurer. RESOLUTIONS OF APPRECIATION TO OUTGOING COUNCILMEN 1014 Councilman Crocker said he wished to introduce resolutions of appreciation to outgoing Councilmen. Mayor Bear asked the City Attorney to prepare appropriate resolutions for introduction and adoption. -4- March 12, 1974 MATTERS FROM CITY. OFFICERS Conflict of Interest 949 The Manager reported that she had received new forms from the Secre,t:ary of State on the Conflict of Interest on a Disclosures of Assets requirement that Councilmen are required -to file during April. The City Attorney volunteered to prepare guidelines based on the new information. The Mayor so directed. CATAL_INA LOS CABALLEROS 969 6 !Correspondence from the Catalina Los Caballeros dated March 6, 1974 was presented to the Council, requesting permission to ride x through Rolling Hills on the annual St. Patrick's Day Ride on March "D 16th. Male members of the City Council and Association Board have been invited to join for all or part of the day. Mayor Battaglia said that the Board of Directors had already given permission to use the Association trails, and asked any members. of -the Council who wished to take part make reservations with Mr. Ed•.Wo:rth,.- GASOLINE ALLOCATION FOR CITY Mrs- Clifton reported that she had received a communication from the City of Lawnda.le advising her of a meeting to be held on Friday, March 15th to discuss federal gasoline allocation for use in City vehicles. The thirteen cities which use the Los Angeles County_ Consolidated Fire Protection District for their source of supply are being invited as well as members of the Board of Supervisors and Fire District. The Manager said she would attend the meeting and report back to the Council. Councilwoman LeConte said she would also attend. ADJOMNMENT There being no further business to come before the Council, Mayor Battaglia adjourned the meeting at 8030 P.M.,and invited all present to stay for refreshments. -5- city "cl c.1/
