REGULAR MEETING OF THE CITY COUNCIL OF
THE CITY OF ROLLING HILLS, CALIFORNIA
The regular meeting of the City Council of the City
of Rolling Hills was held at 7:30 -p.m: Tuesday, 12 November
19517a in the City Hall.
The meeting was called to order at 7:30 p.m by
Mayor Goodman. -
ROLL CALL
Present: Councilmen Bullard, Elliott, Tourtelot and
Weitzel and Mayor Goodman
Also Present: City Clerk Gilbert Myers, City Attorney
William Kinley, Capt. Weddle and Lieut.
Harrison of the Sheriffs office and
Mr. Frank Baden'.
Upon motion made by Councilman Elliott, seconded by
Councilman Weitzel and unanimously.carried, the minutes of
the meeting of 28 October 1957 were approved as corrected.
PERSONAL APPEARANCES - CAPT. WEDDLE AND LIM. HARRISON
Capt;' Weddle from the Sheriff's Lennox office presented
Lieut. Harrison who answered questions put by the Council
regarding juvenile problems in the Rolling Hills area.
Capt. Weddle expressed the opinion that the deputizing of
our Rolling Hills guards without training was unwise. He
said he would investigate the matter of having them included
in a training program at the Police Academy. He felt that
a supplemental contract might be drawn between the City and
the Sheriff's office to employ sheriffs on weekends or at
night as and when needed to assist our guards on gate duty.
He felt that it was best that thef--entire responsibility for
law enforcement be single and be assigned to the Sheriff's
department. He said he would also report on the possibility
of finding semi-retired°sheriffs to assist in manning our
gates. Capt. Weddle additionally suggested that the Council
consider Ordinance 37159 new series,. dated b November 1940,
on trespassing.
CORRESPONDENCE
The City Clerk presented:
1. a letter -from the County Boundary Commission
regarding the annexation of East Rolling Hills Estates
to the City of Rolling Hills Estates.
2. an invitation from the Los Angeles Metropolitan
Traffic Association to petition Congress for more
equitable distribution of Federal Highway funds to the
states.
3. a report of the gas tax funds for the past
quarter.
4. a statement of fines and forfeitures made
to the City.
PARK AND RECREATION CENTER
After consideration it was decided not to act upon
the request for a resolution to the County for a park
and recreation center in the city of Torrance.
CITY PLANNING -COMMISSION
Mayor Goodman presented a proposed urgency ordinance
entitled "An Ordinance of the City of Rolling Hills
Creating a Planning Commission, Imposing Certain Duties
Thereon and Appropriating Funds Therefor." After full
discussion it was decided to refer it to Councilman
Bullard for study and report at the next meeting.
TEMPORARY ZONING PLAN
A proposed urgency ordinance was presented entitled
"An Ordinance of the City of Rolling Hills, California,
Providing for Temporary Interim Zoning." After considerable
discussion it was tabled until the next.meeting.
RESOLUTION NO. !L0
Thereupon, after discussion in which all Councilmen
participated, and, after approval by the City Attorney,
Resolution No. 40 entitled A Resolution of the City
Council of the City of Rolling Hills Finding and
Determining that the Public Interest, Convenience and
Necessity Require the Construction of Certain -Public
Improvements for Public Use as Set Forth Herein, and that
the Fee Simple Title, in and to all the Real Property
Herein Described, is Necessary Therefor; Authorizing,
Empowering and Requesting the City Attorney to Institute
Eminent Domain Proceedings Necessary to Acquire Said
Property, " was, on motion made by Councilman Elliott,
seconded by Councilman Tourtelot, and on roll call vote
by the City Clerk, unanimously adopted. Resolution No. 40
is set forth.in full in the Book of Resolutions.
RESOLUTION NO. kl
Thereupon, after discussion in which all Councilmen
participated, and, after approval by _the City Attorney,
Resolution No. 41 entitled to Resolution of the City
Council of the City of Rolling Hills Authorizing
Execution of an Agreement for State Administration of
Local Sales and Use Taxes," was, on motion made by
Councilman Weitzel, seconded by Councilman Elliott, and
on roll call vote by the City Clerk, unanimously adopted.
Resolution No. 41 is set forth in full in the Book of
Resolutions.
ORDINANCE NO.'15
It was moved by Councilman Tourtelot that the
reading of the proposed ordinance entitled "An Ordinance
of the City of Rolling Hills Providing for the Maintenance
and Operation of a System of Gates and Gate Houses" be
waived. The motion was seconded by Councilman Weitzel
and unanimously carried. Upon motion made by Councilman
Elliott and seconded -by Councilman Tourtelot, said
Ordinance No. 15 was, on roll call vote by the City Clerk,
unanimously adopted. Ordinance No. 15 is set forth in
full in the Book of Ordinances.
GATE HOUSE PROPERTY
The City Clerk was instructed to get in touch with
the military authorities interested in the condemnation
of the hilltop site for *radar purpose=s, adjacent to the
South Gate on Crest Road to insure that government access
to that site be arranged if applicable without traversing
our city property.
There was no further report on the status of the
gate house property.
TRAFFIC ORDINANCE
The City Attorney presented a draft of the proposed
traffic ordinance. Action thereupon was deferred until
the next meeting in order to give an opportunity for
study.
TELEPHONE COMPANY RATES
The City Clerk was directed to
Utilities Commission that the City
not intend to pursue an active part

the meeting be adjourned at 10:00.p.m.
