11/25/1957MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA The regular meeting of the City Council of the City of Rolling Hills was held at 7:30 p,m. Monday, 25 November 1957 in the City Hall. . The meeting was called to order at 7:30 p.m. by Mayor Goodman. ROLL CALL Present: Councilmen Bullard, Elliott, Tourtelot, Weitzel and Mayor Goodman Also Present: City Clerk Gilbert Myers, Deputy City Clerk Phyllis Stockdale, City Attorney William Kinley, Messrs. Bob Tourtelot and Clifton Hix MINUTES - MEETING OF 12 NOVEMBER 1957 Upon motion made by Councilman Bullard, seconded by Councilman Elliott and unanimously carried, the minutes of the meeting of 12 November 1957 were approved as written. LETTER - DIVISION OF HIGHWAYS, STATE OF CALIFORNIA The City Clerk presented a letter dated November 12, 1957 from M. L. Bauders, District City and County Projects Engineer of the State Division of Highways enclosing a memorandum of agreement covering accumulation of gas tax funds. The memorandum of agreement was read by the Mayor, And also the form of resolution enclosed. RESOLUTION NO. 42 .Thereupon, after discussion in which all Councilmen participated, and, after approval by the City Attorney, Resolution No. 42 entitled "A Resolution of the City.Council of the City of Rolling Hills Approving Memorandum of Agreement for Accumulation of the Gas Tax Allocation to Cities" was, on motion made by Councilman Weitzel, seconded by Councilman Tourtelot, and on roll call vote by the City Clerks unanimously adopted. Resolution No. 42 is set forth in full in the Book of Resolutions. OTHER CORRESPONDENCE The City Clerk presented: 1. a letter dated November 15, 1957 from the Metropolitan Water District of Southern California regarding the payment of water district taxes out of municipal funds. 2. a letter dated November 21, 1957 from the State Board of Equalization acknowledging receipt of our letter of November 19 with agreement enclosed. 3. a letter dated November 18, 1957 from the County Registrar of Voters regarding a special index of registered voters being sent to the city. 4. a letter from the County Boundary Commission dated November 15, 1957 notifying us of the proposed annexation of territory known as Annexation No. 1 (Chandler Properties) to"Rolling Hills Estates. ADOPTION OF ORDINANCE NO. U-10 The City Clerk read in full proposed ordinance No. U-10 entitled "An Ordinance of the City of Rolling Hills Creating a Planning Commission and Imposing Certain Duties Thereon." A lengthy discussion followed during which distinction was shown between a master plan setting up a residential"area and a precise plan of zoning, such as RA -11 RA -1-42 etc. The City Attorney observed that planning is the means by which the use of land is controlled. Upon motion of Councilman.Tourtelot, seconded by Councilman Elliott, Ordinance No. U-10 was, on roll call vote by the City Clerk, unanimously adopted. Ordinance No. U-10 is set forth in full in"the Book of Ordinances. APPOINTMENT OF PLANNING COMMISSION Mayor Goodman appointed the following persons to the Planning Commission, subject to the approval of the Council: James Friend, Chairman Manley Natland Sam Good Mrs. Vernon Fay Ted Roach and the Deputy City Clerk 'as an ex -officio member It was moved by Councilman Tourtelot that the appointment of these members to the Commission be approved. The motion was seconded by Councilman Weitzel and, on roll call vote by the City Clerk, unanimously " carried. ADOPTION OF ORDINANCE N0, U-11 The City Clerk read in full proposed Ordinance No. U-11 entitled "An Ordinance of the City of Rolling Hills, California, Providing for Temporary Interim Zoning," After a=lengthy discussion, upon motion of Councilman Elliott, seconded by Councilman Tourtelot, Ordinance No. U-11 was, on roll call vote by the City Clerk, unanimously adopted. Ordinance No. U-11 is set forth in full in the Book of Ordinances. LETTER - LOS ANGELES METROPOLITAN TRAFFIC ASSOCIATION A letter dated October 24, 1957 from the Secretary Manager of the Los Angeles Metropolitan Traffic Association urging the adoption of a resolution re highway funds was presented by the City Clerk. RESOLUTION N0. 43 Thereupon, after discussion in which all Councilmen participated, and, after apFroval by the City Attorney, Resolution No. 43 entitled 'A Resolution of the City Council of the City of Rolling Hills, California d r - Petitioning Congress to more Equitably Apportion Funds for Federal Highway Construction,' was, on motion made by Mayor Goodman, seconded by Councilman'Weitzel, and, on roll call vote by the City Clerk, unanimously adopted. Resolution No. 43. is set forth in full in the Book of Resolutions. CITY BILLS The City Clerk read the register of bills to be allowed. It was moved by Councilman Weitzel, seconded by Councilman Tourtelot, and, on roll call vote by the City Clerk, unanimously carried that"Demands 69 through 80, as audited and approved by the City Manager, be paid as follows: Demand No. 69 Gilbert B. Wheeler and Co. 7.02 Demand No. 80 'Wellborn, Barrett & Rodi 8g 18 $1,37 o CONSOLIDATED SERVICE CITIES Mayor Goodman told of a meeting he had attended with mayors of Norwalk, Lakewood, Santa Fe Springs, Bellflower and other contract cities, and that the group had established an organization to be known as "Cities for Consolidated Service." One of the purposes of the organization is to discuss deficiencies in County services with County officials. The Mayor said that he considers the group to be worthwhile and believes that tax savings will result from consolidation of services. The Council agreed that the City should participate in this organization. ADJOURNMENT There being no further business to come before the meeting, it was moved by Councilman Bullard, seconded by Councilman Elliott, and unanimously carried that the meeting be adjourned at 10:15 p.m. City Clerk APPROVED: ..Mayor...'.
