Walter Stormo The land is the northeasterly por- tion of the Storan property, which consists of 76 acres total on the westerly boundary of the City, and wi11 probably be used as a satel- lite ring and park areao Councilman Rose reported that the. deed to� the �land had been recordedo The Mayor said a letter of thanks on behalf of the Council would be sent to Mr. Stormo PUBLIC HEARING - PROPOSED AN�I�TDMENT TO ZONIN�� ORDINANCE 33 101 Mayor Battaglia opened a public hearing, held on the agenda from August 26th, for the purpose of considering an amendment to Ordinance 1Vo. 33, Article III, Seetion 3s02to ehange the required net area in the RAS-1. zone and RAS-2 zone� and to add to the said section a definition of net areaa bro Godfrey Perne119 Cha�.rman of the Planning �ommission, � explained that the Commission had studied the poss�bl� need for a change in 1973 at Council. rec�uest,� and had recommended �mending the zoning ordinance . RICHARD FRIEI�ID, TRAC°T 26652 914 A letter dated October 8 , 1974 from Ro Ae Meurer, engineer for Mro Richard Frien.d, Tentative 'Tract 26652, was presented to the Council. October 14, 1974 JOINT COIVTRACT - SEISMIC SAFETY AND SAFETY ELEMENT 987 A letter dated Oetober 9, 1974 from the City Attorney was pre- se�.ted to the Coun.cile Mr. Kinley advised that the revised agreement between Envicom Corporation and the cities of Rancho Palos Verdes , Rolling Hills and Rolling Hills Estates incorporates amendments reques- ted by the Rolling" Hili,s Council, and said he believed the agreement was in satisfactory form for execution. The Manager reported that it had been signed by Rancho Palos Verdes and Rolling Hills Estates . Mr . Belleville had appeared before the Board of Directors, an.d the matte�° was held for an appearance before the Council. Mr. Bel.leville had advised that he would be out of town and unable to attend the Council me�ting, Mrs . Clifton said, and she had not yet had a reply from Mr, Foulk. Mayor �attaglia ordered the_matter held until the meeting of October 28th, when the Committee studying commercial activity in Rolling Hills will report to the Council. TRAFFIC SAFETY COMMITTEE 1029 Couneilman Crocker reported that he had reviewed the recom- mendations for c�urve protection made by Charles Sutton, Traffic En- . gineer in his memorandum dated September 20, 1974, and had driven through the cities to observe the problem areasv Councilman Crocker moved that because of budgetary limitations the Council approve the placing; of� stakes with reflectors on Cinehring Road instead of a guardrail, and that consideration of curve protection in other areas be deferred temporarily, The motion was seconded by Councilwoman Le Conte and carried by the following roll call vote: AYES : Couneilmen Crocker, Heinsheimer, Le Conte, Rose � Mayor Battaglia DEVELOPMENT OF EMERGENCY 'TELEPHONE NUMBER 911 PZAIVS 1050 Couneilman Rose distributed pamphlets explaining the concept of a 911 Emergency 'Telephone Number, and said he has been receiving corresponden,ce on development of the systezn. He explained that since Rolling Hills is a contract city, it will go along as part of Los Angeles County. Further information will be provided to the Council as it is available, Councilman Rose said. SOUTHERN CALIFORNIA EDISON COMPANY_ __ Cinchring Road 1065 Coun.cilwoman Le Con.te presented a letter dated September 24th from K. S . Clifton submitted five bids received for trenching for the underground utility project on Portuguese Bend Road South. PUBLIC UTILITIES GOMMISSION 1168 Councilwoman Le Conte reported that the Public Utilities Com- mission had cle�ied fhe California Water Service Company request for an �.nterim rate incxease and the anatter would go to a hearing . Ap- plications are before the Public Utilities Commission for rate in- creases also for Southern California Edi�e� Company, Southern Cali- ` fornia Gas Company, and Pacific Telephone Company. Counci.lwoman Le Conte said she is in the proeess of getting additional information and staff reports fxom the utilities . The matter was held on the agenda . Department. Improvements� in Rolling Hills community fire defenses have been recognized, resultirig in a more favor a ble dwelling classif.ication.
