Mrso Saffo said the main problem the Board of Directors faces is
enforcing building regulations an,d architectura� con.trols ; the rules are
specific, but th� Board lacks the means to enfo�ce themo Mr. Epstein,
a member �f the Architectural Committee, explained that if the Commit-
tee approves plans and the strueture is not bui�.t according to the ap�
proved plan., thex°e is n.othix�g the Gommittee can do. The matter is
t.. referred to the Board �f Dix�ectors9 and if, af_ter investigation, an �`
�p arehitectu�°al lien is placed on the property, it usuall.y is ignored by
� the owner until he wishes to s�ll his property,

� Mayox° Heinsheimer said aa�other problem is building without a
� pe�mito Mro Epstein suggested �hat. a control be developed for checking
all bu�Iding materials at the g�te� and admitting only materials for
whieh a permit has been issuede Mro Battaglia said that most of the
co�nplaints regarding b�x�lding viol�t�.ons are reported to the Gommunity
Association; howevery in many cases the matter is a violation of a City
ordinanee, pax�ticularl,y zoning or health and safetya He suggested that
the Association formally certify such matters to the City for enforce�
ment of ordinances .
Councilman Crocker said there is criticism in the Gommunity of
some of the Architectu�°al regulations . He suggested that the Board
hold a pu`blic hearing with the Architectural Committee in attendance,
so residents could discuss what anatters are important to them, and
the rules and regul�tions couTd be redefined. �ollowing clarification,
ordinances could be adopted for enf.orcement of the architectural regu�
lation.s , Mrs . Saffo said a�°ehitecture is la�gely personal taste9 and
is difficult to leg�slatee Construction must be done in complia��e
with City building regulations , and can be enforced under City ordi- •
n�nces , but in hez opinion controlling architecture by ordinance would
destroy the atmosphere in the communitya Mr. St�ingfellow said archi-
tectural violations can be h�ndled by litigation, but the process is
expensive an.d time con.suming a
Mayor Heinshe.ime.r suggested a procedu�e be developed by which
the Board would refer to the City the serious building violations which
are in viol�.tion of City �rdinan�es , for en.forcement of the ordinance .
Mrso Saffo suggested that after election of new members of the Board of
Directors at the annual meeting o�. January 15, and reorganizati.on of
the City Council, another meeting be held on the matter, since new
committee assignanen.ts wil� be made within each �f the governing bodies .

Councilcnaxa Croelce� said there is a difference of opinion ex�-
pressed a� the City Cou�cil about how the limited funds allocated for
recreat�onal exp�nditures should be spent; whether they should be used
first for the property at the Gap reeently purchased by the City, for
development of the land gi�en to the City by Waltex° Storm, or for an-
other recreational pux°poseo He suggested that the members of the Com-
mun�ty be asked to an�ke their wishes known through their eleeted or
appointed represen.tatives , so priorities can be establishedo Mr.
Corette suggested that the �5,000 in the City budget could be used for
en,gineering studies of bo�h �ing s�tes to determine which should be
developed first �

Mro Corette said he wished to remain active on any committee
appointed to develop eques�rian facilitiesq and asked whether it would
be necessary for the committee to approach both the City Council and
�oard of Directo�s for approval of plans for developmente The Budget
Philosophy developed in 1974 states that recreational facilities are
built and owned by the City, and mainta�ned and operated by the Associ-
ation; Mro Kinley said it would be ne�essary for the committee to have
plans for de�elopment approved by bothv Mr. �attaglia said responsi-
bi�ity fo� mainten�n�e and operation of recreational facilities was
assigned to the Association for lega� reasons . Mayor Heinsheimer said
most construction is beyond the no�mal fund raising capacity of either
the City or Association, and a method of funding may have to be devel-
oped9 possibly as a joi�t venture of both bodieso
Mrs . Saffo again suggested that when new �ommittee assignments
have been made , the �ommittee members meet to discuss items of mutual
interest .
VANDALISM 338
Mrs . Saffo said yandalism is an extremely serious and costly
�roblem of dua� interest, sin�e most vandalism is �imed dire�tly at
Rolling Hi11s �ommu�ity Assoc�ation signs , and law enforcement by the
Sheriffls department is under the jurisdietion of the Cityo
Mr . Stri�gfellow said vandalism of fences, signs and other
personal property, as well as mailboxes9 which is a federal offense, .
is a problem in all comm�nities, a�d he suggested that the City Manager
make a statement at the annual meeting about the intention to prosecute
the vandals if they are caughte
TR,AFFIC SAFETY - CREST ROAD 358
Mr, Battaglia said another area of dual interest and responsi-
bility is Crest Road. Since the roads in Rolling Hills are controlled
by the Rolling Hills Community Association9 but traffic safety is a
City Matter, it was his suggestion. that a standing committee repre-
� senting both the City and Asso�iation be appointed to handle such
matters .
Mro Corette said both the Board and Council agree that traffic
controls� sueh as bumps or dips in the road, would help control speed,
and either should be installed without further delay or a joint motion
of the Board and Counc�l. Go�ncilman Crocker concurred, and said he
would be willing to move approval .
Mrsa Clifton said she has conferred with the �raffic and Light-
ing Division of the Los Angeles County Road Department, and has asked
thei� advice on the size, shape and recommended location for install�
ation, and would report on the teehnical aspects at a Council meeting
as soon as the inform�tion is received. Following presentation of the
�nformation, � recommendation wiZ1 be made to the Board of Directors ,

to the Board in specifie cases, and she suggested that the list be sent
to the City Couneil for action by the Traffie Safety Committee .
AREA REQUIREMENT FOR NEW SUBDIVISIONS 448
Mrs . Saffo reported that pursuan.t to recommendations made by
the Planning Commission, last year the Board of Directors passed a
resolution incorpo�°ating such recommendations as were consistent with
the Deed Restrictions . She asked Mro Ki�.ley to report on action by the
Planning Commission at th.eir meeting on Tuesday, January 7 . Mr� . Saffo
said she had written a letter to the Planning Commission as president
of the Board of Directors .
Mr. Kinley said the recoanmen.dations of the Planning Commission
for adoption ot amendments to the Zoning and Subdivision ordinances ,
�•. and excerpts from the minutes of the Planning Commission meeting were
00 available to members of the Board and Council and would be presented
� formally to the City Council at the next regular meeting on Monday,
� January 13a •
Q Mrsv Saffo asked that the Counci� consider the need for consis-
ten.cy of requirements when xeviewing the recommendations of the Plan-
ning Commission, and Mayor Heinsheimer suggested that a member of the
Board attend the meeting of the City Coun.cil for that purpose.
FINANCES AND BUDGET 493
Mrs . Saffo said the Budget Committees of both the City and
Association, working with Mra Doug Rogers, City Treasurer, had devel-
oped a very satisfactory budget plan for both the City and Association,
and she suggested that committee appointments be made early and work
on the next fiscal budget be one of the first projects undertaken by
both bodies .
Mro Corette said he had worked on the last budget, and he
thought a standing budget committee would be valuable in working on
long range budgetary planse Further, he suggested that permanent
folders be kept in the Administration office, and information pertain-
ing to budget be filed for reference by members of the budget committee .
Mr. Davidson said that agreement at a sub-committee level often runs
into obstacles when presented at a larger meeting, and he asked for
better feed-back of information to the Board and Council, in an effort
to avoid major last minute changes .
Mrs . Saffo said she feels there is an information overload,
with excess circulation of copies of information to both the Council
� and the Boarde Mr . Battaglia suggested that master reports and in-
formation could be kept in a file in the Administration Office which
could be available to Board and Council members for reference . Mayor
Heinsheimer suggested that representatives to the budget committees
review the matter and work out a procedure to eliminate extra copies
of material being circulated.
YOUNG AMERICAL MEDAL - BETH MENZE 546
Mrs . Saffo reported that Beth Menze, 63 Portuguese Bend Road,
was one of five young peQple in the State of California to be honored
in Sacramento on January 2 , when she received a Young American Medal
from Governor Ronald Reagano Beth was nominate.d for the service award
for her work in Rolling Hills after the June 22 , 1973 fire which blaek-
ened 900 acres and destroyed eleven homes . The medal was presented in
recognition of her efforts to save animals and aid residents during
the fire and to help victims afterwa�°ds by recruiting young people to
assist in the clean up and trash removal problems , and in the re-seeding
projects .

In addition, Beth received a fx�amed resolution from State
Senator Robert Stevens . Her host in Sacramento was Assemblyman Robert
Beverly, Mrs . Saffo displayed the awards at the meetinga

Mrs . Saffo said she felt a liaison had been established at the
joint meeting, and she suggested that more joint meetin.gs be scheduled.
Further, she suggested that a Couneil r.epresentative attend Board of
Directors meetings , and a representative of the Board attend City Council
meetings . ,

Mrs . Saffo suggested that Mro Douglas Rogers be recognized at
the Annual Meeting of the Rolling Hills Community Association by pre-
sentation of a Resolution of Appreciation,
A motion to approve the suggestion on behalf of the City Council
was made by Councilman Rose, seconded by Councilman Crocker and cax°ried
unanimously.
A motion to approve the suggestion on beha�,f of the Board of
Directors was made by Mr, Stringfellow, seconded by Mr. Corette and
carried unanimouslyo
ADJOURNMENT OF BOARD OF DIRECTORS MEETING 614
There being no further business to come before the Board of
Directors , the president adjourned the meeting at 9 : 30 P�Mo The City
Council meeting continued after a brief recess .
PROCEDURES FOR FILLING COUNCIL VACANCY 599
The Manager advised the Council that she had consulted the
Election Code and had discussed with the Eleetion Advisor the alternate
procedures for filling a Council vacancy, and had determined that the
City Council could fill a vacancy by appointmentv If the Council fails
to make an appointment within thirty days , an: election must be held to
fill the vacancy. A person appointed or elected to fill a vacancy holds
office for the unexpired term of the forzner ineumbent.
Mrs . Clifton said that Mayor Battaglia 's resignation on Janu-
ary 6, 1975 must be filled by appointment by Febxuary 5 or by an elec-
tion on May 27 , the first date such election can be helde
Mayor Heinsheimer said that in assuming the duties of the Mayor,
w,. he did so with the clear un.derstanding that it was for the remainder of
��` Mr. Battaglia ' s term as Mayor, or until March 1975o An extension to
l�Iarch 1976, if desired for continuity, would have to be a Council action,
he said. Mayor Heinsheimer then moved that Coun.cilman Rose be appointed
Mayor pro tempore to fi11 his unexpired term. Councilman Crocker secon- �
ded the motion for purposes of discussion.
Councilman Rose asked that the record show that he would be
willing to serve as Mayor pro tem, but the position is not one he has
� sought or is competing for.

In the diseussion that followed Councilman Crocker said he would
prefer to have the appointment made at a meeting with all Council members ;
present, since it was his understanding that no business would be con-
ducted at this meeting without prior notice, and he considered election
of officers within the Council sufficiently important to be deferred.
Mayor Heinsheimer explained that he will be out of the country at the
time of the next regular meeting of the Council, and it would be neces-
sary to make an appointment so the business of the meeting could be
. conducted. Following discussion, the Mayor appointed Councilman Rose
