HARBOR AREA SPORTS S°TADIUM 240 ' Corresponden�e from the City of Rolling Hi11s Estates dated January 15, 1975 and from Steve .Tenkins, Chairman of the Harbor City- Lomita Pines Association. dated January 21, 1975 stating opposition to the proposed sports complex planned for surplus N�vy land w�s presented to the Council. As plan.ned, the complex wou�.d inelude two professianal sports stadia, with a 20,000 and 10,000 seating capacity, and wou�.d require 6,000 parking spaces for the stadia alonea Mro Jenkins addx°essed the Council and stated �that although the location is not on the Peninsula, the impact of such development would be felt by Peninsula residents because of the p�essure on roads, partim cularly Palos Verdes Drive NorthA and would result �n inc�eased taxes for operation and main.ten.an.ce of the facility to cities within the County Service Areao He stated that the associ�tion he represents is not opposed to use of the property for rec�°eation, but fee�.s that the facility as planned would be an overburdening condition, and asked that the Rolling Hi11s City Council go on reco�d as opposing the present plan for �he site, and that their opposition be con.veyed to key participants in the proposed joint powers agencyo Councilman Cro�ker moved that the City Coun�il oppose the proposed project and so advise the �members of the joint powers agen.cy whose names were furnished by Mro Jenkins . DRAFT EI�TIRONMENTAL IMPACT REPORT, TRACT 30420 304 'The Manager reported that the Draft Environmental Imp�ct Report for �'raet 30420 in the City of Rolling H�lls Estates is a�vailable for review by members of the Council and res�dents who are in.terested. • The proposed development wil�. consist of 190 single family resi- dences on min.imum 8 ,000 square foot lots, and wou�d include an open- space five acre park with equestrian facilitya Mrsv Clifton was d�rected to notify residents in the Newsletter that the �eport is at the Administratio� Officeo � E1�iVIRO1vMELV�AL IMPAC°T REPOR'� - METHANE �AS RECOVERY PLAIVT 335 Mrso Clifton advised the Coun.cil that the Environmental Impact Report for th.e NRG Methane Gas Recove�y Processing Plant, planned for construction on Hawthor,ne Boulevax°d h.ad been submitted to the City for revi�w. The Manager was di�ected to notify x°esidents in the Newsletter that the report is at the Administ�ation Office, and further, that the Planning Comm,ission be requested to comment on the project with regard to pollution9 noise and other possible impact . ORDINANCE NOo 126 358 Councilman Crocker moved that the fin,din.gs of the Planning Commission. re: Amen.dment of the Zoning and Subdivision Ordinanees be adopted, and that Ordinanee No. 126 entitled An Ordinance of the City of Rplling Hills, Califo�mia Amending Ordinance No. 33 Entitled "An Ordi}�ance of the City of Ro11�ng Hills , California Providing for Zoning in S�id City" be adopted, and that reading in full be waived. Council- woma� Le Conte said the wording of the ordin.anee was chan.ged slightly from the wording in the first reading of the proposed ordinance, an.d expressed her conc.ern. about adop�ing an ordinance that d:iffered in any way from the original presentation. Couneilman Rose said the wording agrees with the wordin.g in the minutes , and the City Attorney asked that the record show that as he recollects it, the wording is exactly as read at the l.�st meeting . Councilwoman Le Conte seconded the motion � to adopt the ordinance. Councilman Crockex° requested that the minutes show that the reference to perimeter easement to a miximum of ten feet x°efers to width, not 1.�nea1 distance . Councilwoman Le Conte said that she wished to comment for the record that people who feel their situation has heen made inequitable by adoption of the ordin.ances can request a varian.ce. , � � RESOLU°TION RE : SUBDIVISION FEES 435 � Mr. Kinley advised the Council that he had prepa�ed a Resolu tion p of the City of Rolling Hills Increasing the Filing Fees for Fina1 and Tentative Maps as Requ�x°ed by Ordinance Noo 67 for consideratian by the Council when lifting the moratorium on subdivisions in Rolling Hills . � Chairman Rose ordered the matter held on the agenda for further review at the time the moratorium is lifted i,�hen the ordin.ance becomes effective thirty days after adoption. SWIMNiI1VG POOL. FENCING 449 The Manager dist�ibuted copies of the Los Angeles County Ordinance on Swimming Pool Fences and Protection.. Councilwoman Le Conte asked that the matter be held on the agenda to give Council members and �°esi- dents an opportunity to review the County requireanents . Chairman Rose asked residents present at the meeting to comment . on the subject� ax�d the following residents spoke in. opposition to a requirement for fen�ing around pools : �ax°t Cleveland, 2 Open Brand Road; Dr. Ken Miller, 27 Eastfield Drive; Mrs . Pat Tischler, 17 �uggy Whip Dr. ; Mrs . Joanne Gibbons, 48 Saddleback Road. Followin,g comments by residents the Counc�.l agreed that the City' s in�urance ca�rier shoucld� be advised that there is n.o �equireznent for en.closures around pools in Ro�,ling. Hills , an d that a11 �esidents, especially new x°esidents moving into the City . should be advised that it is the responsibil.ity of parents to protect young children, since the City does not require that pools be enclosed. PROPOSED ORDINALVCE PRO�IDING FOR CONTROL OF ANIMALS AND LICEI�SING OF DOGS 543 The City Atto�ney distx�ibuted copies of a p�oposed or.°dinance -4- �. ���, ,Tanua�y 27 , 1975 amending Ordinance Noo 79 which provides for the control of animals and the licensing of dogs . Mr. Kinley explained that the changes pertain to a change of vaccine and licensing fees , in line with changes in the County ordinance, and also defines a dog kennel and makes it unlawful to operate a kennel in the City of Rolling Hills . Residents px�esent at the meeting for information on the matter _were Mrso Ve1ma Matthews , 11 Cinchring Road; Dr. and Mrs . Howard Jensen, 70 Portuguese Bend Road; Mrs . Cathy Kelly, 2 Pinto Road; Dr. Robert Schmit, 64 Portuguese �end Road; Dr . Martin Gould, 7 Williamsburg Lane; Mrs . Carol Hanscom, 12 Williamsburg Lane and Mrs . Betsy Raine, 71 Portuguese Bend Road. Mrs . Raine asked that a public hearing on the kennel section be held, since many residents of Rolling Hills moved to the City because they understood that there was no limit to the number of dogs permitted. Following discussion Councilman Crocker moved that the proposed ordinance entitled: An Ordinance of theCity of Rolling Hi11s, California Amending Ordinanee No. 79 Entitled "An Ordinance of the City of Rolling Hills , California, Providing for the Control of Animals and the Licensing of Dogs" be amended to eliminate the section pertaining to kennels, which could be adopted as a separate ordinance following a public hearing, and that the ordinanee as amended by adopted, and that reading in full be waived. The motion was seconded by Councilwoman Le Conte . On the recommendation of the City Attorney the motion and second were withdrawn, and the proposed ordinance was held for further discus- sion at a Public Hearing on February 10, 1975 . The Manager was directed to advise residents in the Newsletter of the date and purpose of the Public Hearing . RECESS The Chairman recessed the meeting �t 9 :45 P.M. The session was reconvened at 10:00 P ,Ma ORDINANCE RELATING TO TAXICABS, PALOS VERDES ESTATES 784 The Manager reported that she had obtained copies of the Palos V�rdes Estates Ordinance Relating to Taxicabs because of problems in that and other cities . There have been no problems in Rolling Hills, Mrs . Clifton said. The matter was removed from the agenda . L�S ANGELES COUNTY BICENTENNIAL COMMISSION, INC , 812 Councilwoman Le Conte said that as chairman she wished to have all information on the matter sent to her. CAL-SURANCE RE: DEPOSITOR'S FORGERY INSURANCE 826 Mr . Kinley advised the Council that the liability on a forgery would be on the bank, and the City would have secondary liability. It was his recommendation that the matter be removed from the agenda . The Chairman so ordered. CITY OF REDONDO BEACH: RESOLUTION ENDORSING THE SOUTH BAY REFERRAL PROJECT The Manager requested that the matter be removed from the agenda until additional information is available . The Chairman so ordered. PUBLIC U°�ILITIES COMMISSION 856� _ �_ Councilwoman Le Conte reported that she has written to Governor Brown and Commissioners of the Public Utilities Commission regarding the poor provisions for input of information. by citizens and the puzzling aspects of rate-making, and would have copies forwarded to membe�°s of the Council . SOUTHERN CALIFORNIA ASSOCIATION OF GO�IERNMEN'TS 899 Councilwoman Le Conte reported that the meeting of the SCAG Transportation Committee will be held on January 30 and she plans to attend and will report to the Council:a Chairman Rose .said it is h.is t" intention to attend a1so. 'JO `""� SOUTH BAY CORRIDOR S�.'UDY STEERING COMMIT'TEE 912 '� � Councilwoman Le Conte requested that residents be u�ged in� the Q ° Newsletter to attend the public hea�°ing on Phase I of Steering Commit- tee' s study on February 1.9 at Torrance City Hall. SOUTH COAST REGIONAL COMMISSION 917 Councilwoman Le Conte reported that a special meeting of SCAG _ representatives will be held on January 28th and the Coastal Commission � will hold another hearing on February 3 at 9 : 30 A,Mo Councilwoman Le Conte said she will attend the meetings and make a report to the Council. _ COYOTES O1V .TOHNS CANYON ROAD 922 . Chairmax� Rose reported that in a letter dated Januaxy 8 , 1975 Dr. John McDonald, 30 Caballeros Road, ha.d ad•vised that he had dis- cussed with the Los Angeles County Sheriff 's Department the possibi.lity of obtaining a tranquilizer gun to use in capturing the coyotes and half breed dogs, and aftex� discussion it appea�°ed that this method of capture would not be feasible , In a subsequent letter dated J'anuary 17 the Manager advised Dr. McDonald that personne� of the Department of Animal Control had given hex° the same information. Mrs . Clifton said the Animal Control Department has set t�aps which the animals have sprung without being caught . 'The matter was removed from the agenda. CITY DEPARTMENTS LOS ANGELES COUNTY FIRE DEPARTMENT 993 In a letter dated December 16, 1974 Chief Paul Schneider recom- mended that the Council canside� an ordinance which would require a house number at least four inches high plaeed on both sides of the mail box and/or on a post in front of the residence to enable the Fire, Sher�ff and Ambulance departments to better sex°ve the citizens . Chairman Rose said he considered the request appropriate9 and asked the City Attorney to draft an ordinance for Cou�cil review. MATTERS FROM THE COUNCIL 1175 TRAFFIC SAFETY - CREST ROAD Chairman Rose said he had received a copy of a letter from a -6- � �:� January 27, 1975 neighbor, Joe 011a, to Mrs . .Toan Saffo, president of the Ro�ling Hills Community Association regarding the obstruetion of view when approaching Crest Road from his driveway. Mr. 011a said he had contacted Mr. and Mrs . Zila and requested that planting on his property which obstructs the view be removed or trimmed, but nothing has been done. The Manager reported that the matter had been referred to the Land- scape Committee and a recommen.dation would be made to the Counc�il at the meeting on February 3 . Councilman Crocker suggested that both the Zi1as and 011as be notified that the matter will be on the agenda . MATTERS FROM EITY OF�'ICERS 1207 Mrs . Clifton advised the Council that four residents had responded to the notice in the Newsletter that the City Council was seeking a volunteer to serve on the South Bay Juvenile Diversion Project as a representative of Rolling Hi11s < After discussion of the applicants the Council appointed Mrs . Betty Hesse, 44 Portuguese �end Road to the position. FLOOD CONTROL PROJECT NOo 6650 Mr, Kinley advised the Council that following their action at the meeting of November 25, 1974 disapproving payment of an addition.al $11, 500 deposit to cover the cost of const�°ucting Flood Control Project No. 6650 and requesting that the initial deposit of $4, 300 be return.ed to the City, the joint venturer for the cities of Ro1lin.g Hi1.ls and Torrance contacted the City Manager and requested that the project continue . To ensu�e completion the joznt venturer has agreed to con- struct for the Rolling Hills Cocnmunity Association. needed road repairs which have been p�ovided for in the Association' s budget, using the Association' s contractor, and install a drain to the satisfaction of the Assoc'iation, and pay for those improvements to the exten.t of $11, 500 . In return for the wo�k, the Association would be �°equired to make pay- ment of $11, 500 to the Flood Control District on behalf of the City for completion of the Flood Control Projeeta Mr .
