12/9/1957MINUTES OF REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA The regular meeting of the City Council of the City of Rolling Hills was held at 7:30 p.m. Monday, 9 December 1957, in the City Hall. The meeting was called to order at 7:30 p.m. by Mayor Goodman. ROLL CALL Present: Councilmen Bullard, Elliott, Tourtelot and Mayor Goodman. Absent: Cou-oilman Weitzel. Others Present: City Clerk Gilbert Myers, Deputy City Clerk Phyllis Stockdale, City Attorney William Kinley, and Mr. Fraser MacMinn of the Daily Breeze. MINUTES - MEETING OF 25 NOVEMBER 1957 Upon motion made by Councilman Bullard, seconded by Councilman Tourtelot, and unanimously carried, the minutes of the meeting of 25 November 1957 were approved as written. LETTER .FROM COMMUNITY ASSOCIATION RE GATE OPERATION OTHER CORRESPONDENCE The City Clerk presented: 1. a letter dated December 3, 1957 from Mr. T. B. Roach, Jr. accepting his appointment to the Planning Commission. The City Clerk read a letter dated December 7, 1957 from the Rolling Hills Community Association which stated the cost of operating the gates during the third quarter of 1957• The Mayor inquired about the hours of gate operation, whether there had been any changes in salary scale during the third quarter, and also if the figures for .repairs and maintenance, utilities, telephone, uniforms and guard service were representative. The City Manager informed him that the Main Gate is operated 24 hours a day, 7 days a week; the Eastfield Gate, 16 hours a day, 7 days a week; and Crenshaw Gate, 8 hours a day, 7 days a week. The Manager also stated that there had been no salary changes and that the figures for repairs and mainte- nance, etc. were, if anything, rather low. After a pro- longed discussion, it was moved by Councilman Bullard that the City Attorney be requested to prepare a letter agreement to contract with the Community Association to operate the gates at their rate and level of ,..present service at a cost basis, not to exceed the sum of $7,500.00 per quarter, for the period starting January 1, 1958 to and including Juxie 30, 1958, payments to be made on the last day of each month for the preceding month upon presentation of invoice; also that anything out of the ordinary be taken up with the Council before it be done, and that the service include additional manning of the Main Gate to provide double guards on those week- ends and holidays deemed necessary by the Manager. The motion was seconded by Councilman Tourtelot and unani- mously carried. OTHER CORRESPONDENCE The City Clerk presented: 1. a letter dated December 3, 1957 from Mr. T. B. Roach, Jr. accepting his appointment to the Planning Commission. M 141 . 2. a letter dated November 19, 1957 from the Los Angeles County Engineerts Department regarding the excess of fees collected over the County's expenses for rendering building inspection services. in the amount of $681-97 for the period July 1, 1957 to September 30, 1957. A check for this amount will be forthcoming. 3. a letter dated November 29, 1957 from the State Division of Highways regarding the installation of directional signs on Pacific Coast Highway. .1 4. a letter dated December 3, 1957 from the Secretary of the State Board of Equalization enclosing the executed agreement for administration of Ordinance No. 11. 5. a map of the proposed subdivision adjacent to the City of Rolling Hills called Seacrest Estates sent by the Regional Planning Commission. After discussion it was decided to refer the matter to the Rolling Hills Planning Commission with the comment that the Council feels a letter should be written by the Commission stating that since the initial map of this proposed subdivision was submitted we have zoned adjacent land at RA -1-4 and feel this subdivision is inconsistent with the City of Rolling Hills zoning. 6. a letter dated November 13, 1957 from Battalion Chief Byron Robinson of the County Fire Department regarding water mains. - CITY BILLS The City Clerk read the register of bills to be allowed. It, was moved by Councilman Elliott, seconded by Councilman Tourtelot, and, on roll call vote b the City Clerk, unanimously carried that Demands 91 through 84 as audited and approved by the City Manager, be paid as follows: Demand No. 81 Southwest Addressing and Printing $21.93 Demand No. 82 Pacific Telephone and Telegraph Company 9.55 Demand No. 83 Anchor Press 23-97 Demand No. 84 John A. Lambie, County Engineer 4.16 �59.61 COMMUNITY RECREATION AREA Mr. Kinley reported consul ' ting Mr. Otis of the Title Insurance and Trust Company about a condemnation policy for the Community Recreatidn Area and learned that if the City takes the property subject to the rights that the members of the Rolling Hills Community Association had in the area for parks and playground purposes all members of the Association would not have to be named as defendants in the condemnation suit. This matter will be taken up at the Annual Meeting of the members of the Community Association in January. RECESS There being no further business to come before the meeting, it was moved by Councilman Elliott, seconded by Councilman Bullard, and unanimously carried that the meeting be recessed at 8:55 p.m. to reconvene at 7:30 p.m. Tuesday, 17 December 1957• City Clerk APPROVED: 77, .- Mayor. 1
