August 14, 1975
A special meeting of the City Council was called to order
by Mayor Heinsheimer at 7:30 P. M. Thursday, August 14, 1975 at the
Administration Building, 2 Portuguese'Bend Road, Rolling Hills, Cali-
fornia.

CITIZENS' COMMITTEE ON DOG CONTROL PROBLEMS 1
The Mayor reviewed proposed changes in the draft of a codified
Ordinance Providing for Control and Keeping of Animals, Fowl and Licens-
ing of Dogs as discussed by the Council on July 28, 1975. The Ordinance
was marked MASTER COPY and was submitted to the Council by the majority
members of the Citizens' Committee on Dog Problems.
Mr. William Kinley, City Attorney, reported that in accordance
with the Council's direction, he had met with Mrs. Gordana Swanson and
Mrs. Louise Zimmerman on two occasions and reviewed the proposed ordin-
ance and existing ordinances relat.ing to dogs and other animals. He
then submitted a document dated August 12, 1975 addressed to Mayor
Heinsheimer from Mrs. Swanson and Mrs. Zimmerman relating suggestions,
revisions and changes to be incorporated in the ordinance proposed by
Committee Chairperson Matthews. The Mayor directed that the document.
be marked REPORT for purposes of discussion.
The Council agreed that the City Attorney should draft the
appropriate language to include an anti -commercial section in the Ordin-
ance. Councilmembers Crocker, Le Conte and Pernell expressed approval
of a section limiting the number of dogs similar to Section 215, in the
Report defining a dog kennel. as "any building, lot, structure or enclos-
ure or premises where 4 or more dogs 4 months_of age or over are kept. ."
Mayor Heinsheimer stated that he was opposed to a limitation on the
number of dogs.

The Council discussed the Master Copy'and the Report section by
section through Section 804, Stallions, on page 15 and ordered the matter
held on the agenda to continue the discussion at the next council meeting.

The Mayor requested the City Attorney to work with Mrs. Le Conte
when he returns from vacation to redraft and retype the Ordinance Master
Copy with all changes incorporated as discussed in the revised document;
the revised copy to be completed by September 15th with a special meeting
set at that time to further consider the Ordinance.
