Monday, September 22, 1975 by Mayor pro tempore Rose at the Administration Building, 2 Portuguese Bend Road, Rolling Hills, California. Resident Resident A motion to approve and accept the minutes of the meeting of September 8, 1975 as amended was made by Councilwoman Le Conte, seconded by Councilman Crocker and carried by.the following roll call vote: AYES: Councilmembers Crocker, Le Conte Mayor pro tem Rose ABSENT: Councilman Pernell, Mayor Heinsheimer A motion to approve and accept the minutes of the meeting of September 11, 1975 as amended was made by Councilman Crocker, seconded by Councilwoman Le Conte and carried by.the following roll call vote: AYES: Councilmembers Crocker, Le Conte Mayor pro tem Rose ABSENT: Councilman Pernell,, Mayor Heinsheimer PERSONAL APPEARANCE - CAPTAIN RICHARD L. FOREMAN, LOMITA SHERIFF'S STATION Mayor pro tempore Rose welcomed Captain Richard L. Foreman, Commander of the new Lomita Sheriff's Station. Captain Foreman said the new facility will open on October 5, and services will be added by pahses as the building is completed, with full operation of all services expected by November 1. The new Sheriff's station will pro- vide full services including detectives, narcotics bureau and holding facilities, and will be staffed by personnel recruited throughout the Sheriff's Department. The Captain said the response time will be cut considerably as the new station is'less.than a mile -from Rolling Hills. Mrs. Carole Hoffman, Council Delinquency Prevention liaison with the Sheriff -'s Department and Juvenile Justice consultant, suggested that the Council conduct an information session for residents devoted to burglary prevention methods. Captain Foreman said the burglary rate in Rolling Hills is low, and most are day time burglaries by juveniles. He said he would be willing to provide the proper instruction and ad- vice. Mayor pro tem Rose asked that the school district be contacted and a Wednesday in October be reserved for the session, and residents be advised in the Newsletter. i 1 s _ . Q ' FINANCIAL STATEMENTS 190 City Treasurer Douglas. -Rogers .reviewed the Financial.Sta.tement:s for July and August 1975 and said they were in order. A motion to approve and accept the Financial Statements as.presented was made by Councilman Crocker, seconded by Councilwoman Le Conte'and carried by the following roll call vote: AYES: Councilmembers Crocker, Le Conte, Pernell Mayor' pro tem Rose ABSENT: Mayor Heinsheimer "GOYS" - DESTRUCTION OF HALF-BREED DOG/COYOTES 25.5 Mr. Jay Kuhne, 6 Johns Canyon. Road, advised the Council that the coyotes in the Johns Canyon area,now number.nine, and at least three are females. They -now travel in packs rather than singly and they howl every morning at approximately 4 adm., disturbing -residents in the area. Mr. Kuhne said the -conditions are affecting the health of,his family, and he asked that something be done to eliminate the. problem, since the coyotes no longer run away when approached. The probld�`has been compounded by birth of "coys", the half.breed dog/ coyotes' anal can be expected to increase, Mr. Kuhne said. Mayor pro tem Rose directed that the staff proceed with plans to have,the coyotes eliminated by members of the Varmint Club. .,Mr. Kinley recommended•that the club be asked for a certificate of,in surance if possible to protect the City from liability in the event of injury; and he'said the man who is hired could be considered an inde'i6ndent contractor to work under -contract with the City. Mr. Kuhne offered to work with. -.the Varmint Club to'eliminate the problem. A letter from Mrs. Barbara Rus -sell-, 14 -Crest Road West, to the Council asking for"permission for her pet coyote to run free with her doberman was presented. Mrs. Russell said she had applied for a li= cense for both animals. The..staff was dir.ec..te.d...to contact Mrs. Russell to determine whether the Department of Animal Control had issued li- denses for both the coyote and doberman. Further, in response to a complaint from a resident on Crest Road.West about an attack by the animals on her pet, the Clerk was directed to contact the resident who made the verbal complaint, and- :ask., that, a letter be written: describing -2- September 22, 1975 the attack, and that it then be forwarded to the Citizens' Committee on Dog Problems for investigation. PROPOSAL FOR GRANT: RECOVERY OF RAW MATERIALS 361 A proposal for a grant for Recovery of Valuable Raw Materials Generated in Urban Environments submitted to the Economic Development Agency, Department of Commercy by Metropolitan Neighborhood Gardens and Farms was presented to the Council. In a letter dated September 5, 1975 Dr. James Garvey advised Mrs. Clifton that copies had also been sent to Mr. Robert Van Heuit, Los Angeles County Sanitation District, and to Mrs. Margaret De Cristofaro. Mr. Mark Cassady advised the Council that subsequent to a presentation before the Council on development of a recycling program for Rolling Hills, the Federal Government called for proposal for funding of such programs under the Economic Development Act of 1975, a program to stimulate employment projects throughout the country. Working on short notice, Dr. Garvey and Mr. Cassady submitted a pro- posal for a project which would utilize manure and easy -to -separate organic wastes from Rolling Hills for development of composting and recycling projects at the County Sanitary Landfill where the existing recycling project is conducted. Following presentation of the proposal Councilwoman Le Conte said it contains many inaccuracies, and she considered the proposal for a grant premature. Councilman Crocker said the proposal should not be completely rejected by the Council, but Mrs. De Cristofaro should be given an opportunity to appear before the Council and comment on the proposal. Councilman Pernell said the Council does not have sufficient facts for consideration, and since the proposal was prepared in haste and does contain statements which should be corrected, he moved that the proposal be received by the Council and referred to Mrs. De Cristofaro for her comment before being considered further. The motion was seconded by Councilwoman Le Conte. Mr. Robert Van Heuit, Division Engineer in charge of solid waste management for the Los Angeles County Sanitation Districts, appeared before the Council and presented a copy of a letter dated September 22, 1975 to Dr. James Garvey. In his letter Mr. Van Heuit advised Dr. Garvey that a complete review of the proposal was made by the District staff, and a number of inaccuracies and mis- statements were discovered. Mr. Van Heuit said he has discussed with Mrs. De Cristofaro proposed changes in the recycling project which is currently a profit making project with proceeds going to the school district for ecological projects. The AAUW wishes to make recycling a non-profit project to eliminate competition from diverse collections by other groups and organizations. Councilman Crocker said he wished to offer an amendment to Councilman Pernell's motion and refer the proposal and the letter from the Sanitation District to Mrs. De Cristofaro, Mayor Heins- heimer and Councilman Rose, Council representatives to the Sanita- tion District, and such other resource persons they consider necessary, for review and a recommendation to the Council on whether the proposal should be considered further. Councilman Pernell said he would accept the amendment, and Council Rose seconded the amendment for purposes of discussion. The amendment was approved by the following roll call vote: AYES: Councilmembers Crocker, Le Conte, Pernell Mayor pro tem Rose ABSENT: Mayor Heinsheimer In the discussion that followed, Councilwoman Le Conte asked that inaccurate statements be eliminated from the proposal, and that -3- t- 30 C� September 22, 1975 Exhibit -B, which was not included, be presented. Following the dis- cussion the motion as amended was approved by the following roll call vote: AYES: Councilmembers Crocker, Le Conte, Pernell Mayor pro tem Rose ABSENT: PALOS VERDES PENINSULA Mayor Heinsheimer YOUTH.COMMISSION 710 In a letter dated September 15, 1975 -Joan Hogan,:President.bf the Palos ,Verdes Penfnsula,..Youth Commission asked: that. the -'..Council donate $100.00 to support the Thumb Taxi. A motion to approve the donation was made by Councilman Crocker seconded by Councilman Pernell and carried by the following roll call vote: AYES: Councilmembers Crocker, Le Conte, Pernell Mayor pro tem Rose ABSENT:.. Mayor Heinsheimer PALOS VERDES PENINSULA COORDINATING COUNCIL 729 In a letter dated September 15, 1975 Mrs. Jeane Burke, Chairman of the Palos Verdes Peninsula Bikeways Commission asked that two members be appointed to the Committee to represent Rolling Hills at meetings to be held on the first Tuesday of the month, with the first meeting scheduled to be held on November 4. Councilman Crocker was asked to make recommendations to the Council at the next meeting. RESOLUTION OF THE CITY COUNCIL OF ROLLING HILLS ESTATES RE: BUS TRANSIT A Resolution of the City Council of the City of Rolling Hills Estates, California, Supporting the Improvement of Bus Transit Services to the Palos Verdes Peninsula was received and filed. EMERGENCY ACTION COMMITTEE - DISASTER PREPAREDNESS 755 The matter was held on the agenda. CITIZENS' COMMITTEE ON DOG CONTROL PROBLEMS 762 Councilman Crocker said that following the work session of the Council on September 17 at which the Grandfather Clause he prepared was discussed, he had reconsidered the matter and decided all exceptions to the ordinance should be similar, rather than adopting one set of rules for pets and another set for show dogs. Councilman Pernell said he thought one set of rules could not apply to all cases, and two cate- gories would be necessary to apply to the exceptions that would come before the Council. Mayor pro tem Rose agreed, and ordered the matter held for.discussion at a special meeting of the Council on Tuesday, October 7 to consider the matter further. THOMAS ROBA, 7 PACKSADDLE'WEST 768 The Council was advised that Mr. Roba has hired South Bay Engineering Corporation to draw a plan for correcting the grading done without a permit on his property. TRAFFIC SAFETY COMMITTEE - FOOT PATH ON EASTFIELD DRIVE 779 Councilman Crocker reported that all of the footpath along Eastfield Drive with the exception of approximately 100 feet at the -4- ;IijKlIM Septomber`°2.2":'19 7-5 end was completed prior to the:`openirig-of-school. The staff was directed*to call the Road Departmentand_.:re.quest that.street markings, especially the pedestrian crosswalk.,:b.e completed as soon as possible:.. Councilman Crocker said the re'sidents;on,.Ea"stfield Drive were most cooperative, and he asked that a-.:­n`'be,; pu:t ."in the next Newsletter thanking everyone who had cooper ates..-and�,participated in the project, and asking residents of other hazard®us._-roads.to contact the Manager about similar projects. LEAGUE OF CALIFORNIA CITIES Councilwoman Le Conte reported that the League of California Cities has installed new officers. and has:.passed resolutions changing the meeting dates and increasing� -dues..:°:::-:Additional resolutions passed by the League were referred to t`��;,:SwUAU League, and if passed there, will be referred as recommendations to .::the Legislature. CREST ROAD EASEMENT (Crenshaw Annexation) " 853 The City Attorney advised the Council that the title report from Title Insurance and Trust indicating the ownership of the pro- perty has not been received, and he recommended that the matter be held. Further, Mr. Kinley said Rancho Palos Verdes had agreed to the transfer of a certain- prti.o.. in the road easement as requested by Rolling Hills. However, a 25 x.100' strip of land on the north side of Crest Road owned by Palos Verdes -Properties', --v, of the road easement and in the City of Rancho Pal.'os- Verdes` '.d" have been included in the de.-annexation/annexaton<: Mr: Kinle- y recommended that Rancho Palos Verdes be contacted --.:hand if they agree, should adopt a new resolution including the entre parcel shown on a map presented by Mr. Kinley. The Mayor pro tem ordered the-.,.ma=::tt.er held on the agenda until receipt of the title report and resolution: of'the parcel to be an- nexed, and Councilwoman Le Conte_sai�d;she would contact Rancho Palos Verdes on the matter. DEPARTMENT OF ANIMAL CONTROL 940 The Council was advised that a list containing the names and addresses of residents listed by streets was provided to the Depart- ment of Animal Control, and they were requested to advise the Council the number and breed of dogs licensed at each residence. MATTERS FROM THE COUNCIL APPOINTMENT OF COUNCILMAN ROSE 970 Councilman Pernell congratulated Councilman Rose on his recognition and appointment to the Los Angeles County Commission for the Handicapped. ORGANIZED COMMERCIALISM 997 Councilman Pernell said concern had been expressed at the meeting of the Environmental Quality Board of which he is Chairman MUN September 22, 1975 about the organized commercialism and impact on the topography in Rolling'Hills resulting from extensive planting of avocado trees from which crops will eventually be sold commercially. The Attorney advised that planting of tree, bush or field crops is permitted under the ex- isting Zoning Ordinance. Councilwoman Le Conte said she object to planting to the bottom of canyons, and Councilman Pernell :s -aid that since grading less than three feet can be done without permit, it is possible to legally ter- race a canyon and plant trees from the top to the bottom of a hillside without violating any ordinance. He suggested that the Council should consider amending the ordinances, and further, he suggested that the matter be referred to the Planning Commission for examination of the three foot exemption in the grading ordinance, and a recommendation to the Council. Councilwoman Le Conte said all grading should be controlled, and Councilman Crocker asked that canyon bottom be defined. The matter was held on the agenda. COMPLAINTS RE: TRASH TRUCKS 1125 Councilwoman Le Conte said she had been contacted by a resident of Ridgecrest Ranchos, an area adjacent to Rolling Hills, about the generation of dust caused by large trash trucks operating in Rolling Hills. She asked that Falcon Disposal be contacted and asked to mod- ify the mechanism on their large trucks, which presently is located in the middle of the truck, and that the exhaust be diverted to elim- inate clouds of dust which blow and settle on adjacent areas just outside of and .lower than Rolling Hills. RECREATION FUND 1256 Mayor pro tem Rose said a hearing would be held by the Council at the regular meeting on October '13 to consider_. allocation of capital funds for recreational purposes, and he asked that residents be advised. in the Newsletter and encouraged to come to the meeting and make their wishes known regarding expenditure of funds for recreation.
