Watts " PROPOSED ANIMAL CONTROL ORDINANCE Mayor pro tem Rose asked Councilman Crocker to chair the contin- uing discussion of the proposed Grandfather Clause and Application for Special Consideration procedures under consideration by the Council as art of the proposed Animal Control Ordinance . � Mrs . Gordana Swanson asked that all dog owners in Rolling Hills e treated the same , and that the Council eliminate the category of ��clog fanciers" from their discussions . The City Attorney advised that fees established by the Council . in connection with the ordinance should be for regulatory purposes only, and should not be levied as a penalty; if collected on a revenue basis, the fees must go into the General Fund. In the discussion that followed the following categories of dog. ownership were considered: a) Owners of not more than three adult dogs-,. who would be in compliance with the ordinance ; b) Owners of more than three adult dogs who would consent to having the dogs in excess of three spayed or neutered as a condition of receiving permission to keep their dogs ; c) Owners of more than three adult dogs who would not agree ..to have excess dogs spayed or neutered, and who would be required to comply with the numerical limit established by the Council in a given period of time . , Commercial activity was discussed, and Councilwoman Le Conte said it should be defined as it pertains to dogs in the Animal Control Ordi- nance . Councilmen Crocker, Pernell and Rose said it should be defined �in the Zoning Ordinance . Councilman Crocker suggested that the Council impose restrictions on dogs running loose at night, and suggested a curfew from 10:00 P.M, to 6:00 A.M. In paragraph 10, "surprise" was eliminated. Paragraphs 11 and 13 ere approved, and Paragraph 12 was approved based on amendments made in Paragraph 7 . The Mayor pro tem asked that the City Attorney incorporate the items discussed by �tt�e Council .into the proposed:�ordinance and Grandfather Clause procedure, and adjourned the session at 10: 50 P.M. to the next regular meeting of the Council on.
