The meeting was called to order at 7:30 p.m. by

MINUTES - MEETING OF 17 D�CEMB�R 1957
, ;�.t was moved by Councilman Bullard, seconded by
� Councilman 'fl�eitzel, and unanimously carried that the minutes
of the meeting of 17 December 1957 be approved. as written.
LETTER - OBRION, RUSSELL A,N� COMPANY
The City Clerk presented a letter dated January 3, 1958 y
from Mr. Carl Allen of OBrion, Russell and Company enclosing
suggested Notice to Bidders, Insurance Bid Form and Specifications
for Comprehensive Public Liability Insurance covering the
City and the Community Association. After discussion it
was the consensus of those present that the material be filed
. f or f.uture use when insurance bids would be needed. The City
Clerk was directed to write a letter to Mr. Al�en conveying
the Council� s thanks for his good work. �
CORRESPONDENCE RE R�SOLUTION N0. 1�3
The City Clerk reported receiving seventeen replies
from Congressmen and Senators in response to his letter
enclosing a copy of Resolution No. 43 re apportionment of
' gas tax f unds.
LETTER - OFFICE OF THE COUNTY COUNSEL
The City Clerk presented a letter dated December 26,
�1957 from County Counsel Harold 'W. Kennedy enclosing a
report entitled "Can the zNater Deadlock be Broken?'�
L�TTER - M�NHATTAN BEACH CHANIBER OF COMMERCE
The City Clerk presented a letter dated January 8,
1958 from Mr. Cliff'ord �fTebster, executive manager of the
Manhattan Beach Chamber of Commerce enclosing a resolution
adopted by the Board of Directors of that organization
concerning the matter of ingress or egress to the proposed
Marina del Rey Small Craft Harbor . The Mayor observed that
this proposed harbor is quite a distance from Rolling Hills
and theref'ore he did not recommend that the Council adopt a
similar resolution. The Council concurred.

CITY BILLS
The City Clerk read the register of bills to be
allowed. It was moved by Couneilman Weitzel, seconded
by Councilman Tourtelot, and, on roll call vot'e by the ,
City �Clerk,, unanimously carried that Demands 96 thr.ough
104 as audited and approved by the City Manager be ,paid .

PROPOSED TRAFFIC ORDINANCE
The City Clerk presented a letter dated January 10,
1958 from Mr. J.. Allen Davis, general counsel for the
- . Automobile Club of 5outhern California, with a memorandum
� prepared by his associate attorney, Fred E, Laymon, com-
menting on the proposed traffic ordinance. After a
discussion of' these comments, the matter was held over
until the next meeting when the Traffic Commission will
submit its report.
COMMUNITY RECREATION AREA � �
Mayor Goodman read the ballot for the two propositions
regarding the Community Area to be voted upon at the
l�nnual Meeting� of the members of the Community Association
�ifednesday• night. Considerable discussion followed regarding
Frank Badents road, and it was agreed that t�he County Road
Inspector� s -approval of the road would be acceptable to
the City. - The County inspection will be performed at
Mr . Badents ex pense.
RANCHO MUTUAL �9V�TER COMPANY REPORT ,

Mr . Kinley reported upon the Rancho Mutual ��Water
situation, stating that a firm of attorneys had been �
employed to handle the matter for the Palog Verdes
Properties, as Mr. Streight had been too busy in the
. past to work on that job. Accordingly, progress should
be expected soon. .
LEAGUE OF CALIFORNIA CITIES
Mayor Goodman reported that at the last meeting of
the Los Angeles County T9ivision of the League the City �
of Torrance suggested that the League study the matter
of employing counsel on behalf of the smaller cities
to atudy applications to the Public Utilities Commission
for rate increases by the major utility companies ser.ving
the Los Angeles area and to represent those cities, if
such representation appeared to be warranted. The Mayor
suggested that cooperative action in this field might be
more practical on a more limited basis and requested
authority to open conversations on the subject with the
South Bay Mayors. Such authority waa granted.

STUDY OF METROPOLITAN AREA GOV�RNMENT FOR LOS ANGELES �

Mayor Goodman presented a report written by Arthur J.
1Nill, chief administratine officer of the County of Los
Angeles, recommending the study of government of the
. Los Angeles metropolitan area. The purpose of the study.
is to reduce the overlapping of services and to increase
governmental efficiency.
R0�1D SIGNS �ND STRE�T LIGHTS
A discussion followed regardin� the dangerous inter-
section at Crenshaw and Rolling Hills Road where an
aceident occurred last week. The need for better lightin�
at the intersection was brought out, also the need for a
signal light at the intersection of Palos Verdes Drive
North and Portuguese Bend Road. The Mayor was requested
to raise these problems at the next meeting of the South
Bay Mayors.

Thereupon, after discussion in which all Councilmen
participa�ed, and, after approval by the City Attorney,
Resolution No. �6 entitled "A Resolution of the City
Council of the City of Rolling Hills Authorizin� the
City Treasurer to Withdraw Surplus ,Funds From the
Treasury and to Invest Said Sur plus Funds in United
States Treasury Notes�� was, on motion made by Mayor Goodman,
seconded by Councilman Bullard, and, on roll call vote
by the City Clerk, unanimously adopted. Resolution No. 46
is set forth in full in the Book of Resolutions.
ADJOURNMENT
There being no f urther business to come before the
meeting, it was moved by Councilman Bullard, seconded by
Councilman Tourtelot and unanimously carried that the
meeting be adjourned at 9 p.m.
