Alice Savage, Chairman of �he Rol.ling Hills Bicentennial Committee . M�s . Savage announced that Rolling Hills has bee�. designated an official Bicentennial Community, and she said Cub Scouts of Den. 7 woul.d participate in the official opening of the celebration with a flag ceremon.y, followed by present- ation of the official Bicentenn,ial F1ag and Certificate . Members of Den 7 presented colors and 1ed the Salute to the Flag. Supervisor � 0 , . October 27, 1975 J"ames A . Hayes, Los Angeles Coun.ty Board of Supervisors, presented the flag and certificate designating Rolling Hills as a Bicentennial Community to Mayox� H.ei�sheimer, . Supervisor Hayes thanked members of Den 7 and their leaders for their participation in the ceremony, and presen.ted certificates from the County of Los Angeles and signed by Supervisor Hayes to each �neznbe� of the Den and their leaders . The motion was seconded by Councilman Crockex� and carried by the following roll cal� �vote: AYES : Counci�members C.rocker, Le Con.te, Pernell, Rose Mayor Hein.sheimer PUBZIC HEARING � ALLOCATTON OF CAPITAL 'FUNDS FOR RECREATIONAL PURPOSES Mayor Heinsheimer opened a Public Hearing on Allocatio n of Capital Funds which were included in the Budget for Recr.eational Pur- poses . Coun.cilman Rose explained that xesidents had been advised in _ the Newsletter of the hea�°ing, an.d were encouraged to come before the Council to make their wishes known. 'TE�'NTS 12 5 Mr. Alan Krauss, 8 Cabal�.eros Road, said he wished to speak for the °Tennis Club of Rdlling Hills, and he advised the Council that tennis is an increasingl.y popular recr.eational and social activity for residents of Ro11i•ng Hi11s in. all age groups, with growing inter- est in intra-commun.�ty tournaments for .youth groups . A Treasurer ' s Report for the 'Tennis Club dated October 20, 1975 was presente.d, and NI�. Krauss requested th.at $4,000 be allocated from capital funds for future ten.nis needs . Further, he said that subject to approval of the Tennis C1ub, a sum of $1,000 per year would be allocated by the Ten,nis Club fox the same purpose of capital improvements . EQUES�`RIAN FACILITIES 1�+9 MX. ,Toe 011aa president of Caba�leros, advised the Council that approximate�.y one half of the residents of Rolling Hills are members of Caballeros, which provides social and equestrian functions , education and shows . Mr. 011a said that Caballeros maintains trails a�d fire breaks, as we11 as the ring on City-owned property, and be- cause of spi�alling costs , they need help for capital improvements . A covered spactato�s ' stand has been built by Caballeros at a cost of $497669 and it is their wish to construct a judges ' stand and �°efreshment stand which will cost approxima�tely $3 ,600, and to bring eleetricity to the rzng, at a cost of $3,000 . Pictitres of the stand we�e c�.rculated. _2_ October 27, 1975 Mr. 011a said that income from dues totals $6,000 per year, and the dues of $25 per family have �emained constant and there is no intention� to increase them, since the major portion of the dues goes for txails which are o en to �the entire community. Mr. 011a requested an allocation of �7,000 from the Recreation �`und for capital expenses for expansion of equestrian facilities, plus $2 ,000 -=per year for maintenance of equestrian facilities . Mayor Heinsheimer said the present Council could not make commitments which would be Pinding on future Councils, and the City Attorney said public funds � �ould not be given to a' private organization su�h as Caballeros . Further, �he City Attorney said a private group is not permitted to make improvements on City-ow�.ed property without approval, and any impro�ements which cost more than $3, 500 shou�d be put to bid as �equired by the Governmen.t Code . Mr. Rogers asked that annual state- ments of expenditures be provided the Council by the Tennis Club and Caballeros . The Mayor thereafter closed the Publie Hearing . Following diseussion Councilman Rose moved that the Council establish two accounts for capital improvements with the following allocation of funds for long �ange improvements : Tennis , $4,000 ; � Equestrian, $9,000 . The motion was seconded by Councilman Crocker and carried by the following roll call vote: AYES : Councilmembers Crocker, Le Conte , Pernell, Rose Mayor Heinsheimer • Councilwoman Le Conte asked that the record show that in making the allocations it was the intent of the Council to protect the funds from other usage ; however, disbursal of the funds should be subject to Council approval . The City Attorney recommended that the conditions be put into resoluti�on form, and said he would prepare � an appropriate resolution for consideration at the next meeting . Councilman Rose moved that $6, 600 of the allocation to Equestrian Facilities be further earmarked for additional improvements outlined `� by Mr. 011a, and that CaballerAs act as advisor to the City in obtain- ing bids, building permits and other approvals required. COST OF AM�ULANCE SERVICES 885 � Correspondence from the Californza Contract Cities Association and the City of Bellflower regarding efforts to get the County to assume financial responsibility for ambulance service to residents who can not or will not pay their own costs was presented to the Council, Mrs . Clifton advised the Council that the cost to Rolling Hills during the past year was $180, but may increase due to the Paramedic Program. �he correspondence was received and filed. ROLLING HI'LLS DRIVEWAY PAVI�G POLICY 892 A policy adopted by the Planning Commission at their meeting on September 16, 1975 regarding requirements for paving on driveways serving more than one residenee was presented to the Council. Mayor Heinsheimer requested the Manager to refer the recommendation to the - County Engineer for commen.t, and asked that Mr. Forrest Riegel, Plan- ning Commission Chairman, appear before the Council when the comments have been received, so the recommendations of the Engineer can be ,�-iznplemented. CABAZLEROS A letter from Joseph 011a, President of Caballeros, regarding dedication of Hesse ' s Gap was received and filed. ' PALOS VERDES .DRI�E 1VOR2'H RECOIVSTRUC°TION S�'[TD� 927 � A memorandum from Harry Peacock, City Administrator of Rolling Hills Estates and correspondence from consultants hired by that city on. the Palos Verdes Drive North reconstruction study were presented to the Council. Coun.cilman Rose said that at the meeting of the Rolling Hills Estates Council on September 8 , wh3ch the Rolling Hills Council �attended, pertin.ent questions were asked, and those questions have not yet been answex�edo He asked that a letter to Mr . Peacocl�� be prepared for his signature reiterating the questions . The matter, was held on the agen,da . ABSENCE FROM COUNCIL MEETINGS 996 Councilman Rose advised that he will be out of town on business and will not attend the City Council meeting on November 10 ; it is a�lso possible that he will not be present at the November 24 meetin.g . SOUTH BAY ENGINEERING CORPORATION RE : TRACT 31906, DR. TOMPKIIVS 999 Mrs . Clifton. reported that she had discussed the request for a th.ree month extension. of time for the subdivision with the County En.gineer, an.d was advised that under provisions of the Subdivision Map Act, if the ten.tative map is not approved within a specified time period, the map would be approved automatically. Mr. Stephen Maloney, South Bay Engineering Corporation, advised the Council that the addi- tional time has been requested to enable the subdivider to have geo� logical work .o�a. the property completed. On recommendation. of the City Attorney, Councilman Rose moved that the extension be granted. The . motion was seconded by Councilman Croeker and carried by the following �oll ca1.1 vote: AYES : Councilmen Crocker, Rose, Pernell, Mayor Heinsheimer NOES : Councilwoman Le Conte EMERGENCY AC°�ION COMMI'T'TEE � DISASTER PREPAREDNESS 1030 Mrs . Clifton reported that residents had been notified in the Newsletter that vacancies exist on the Eme�gency Action Committee, and that Mr. Robert Gray, 2958 Pa1os Verdes Drive North, had volunteered to serve . Mayor Heinsheimer appointed Mr. Gray to fill th e vacancy created by Dr . Martin Gould when he moved from the City, and said ap- pointments to the areas formerly served by Mr. Gordon Curtis, who moved and Mr. Tom Gaian, who resigned, would be made at the next meeting after volunteers are considered. " THOMAS ROBA, 7 PACKSADDLE WEST, GRADING WITHOUT PERMIT 1102 Mrs . Clifton advised the Council that theCounty Engineer had reviewed "as built" plans prepared by South Bay Engineering Corpor- ation for Mr. Thomas Roba, 7 Packsaddle Road West, who had graded his property without a permit in preparation for construetion. of an ad- dition to his home, and the Engineer had stated that a hazardous condition does not exist as a result of the grading . The Mayor asked that the Engineer be requested to submit his opinion to the Council in writing . The matter was held on the agenda . CREST ROAD EASEMENT - CRENSHAW ANNEXATION 1156 � Mr . Kinley advised the Coun.cil .that he has received the title � report and a new legal description for the property in the vicinity '� of the Crenshaw Gate . Mr. Kinley was directed to px°oceed with the '� necessary steps for annexation, and the Manager was instructed to �+ provide the correct legal descript.iori to the Gity of Rancho Palos Verdes so they can adopt a resolution de-annexing the property. AMENDMENTS TO RALPH M o BROWN ACT 1149 Mr. Kinley reported that he had requested copies of the Brown Act with amendments, and asked that the matter be held on the agenda . The Mayor so ordered. DEPARTMEN°T OF ANIMAL CONTROL 118 9 REF'UND ON DOG LICENSE In a letter dated October 9, 1975 Mr. Henry Zaragoza, Animal License Division, advised that license number 23239 was issued in error on a coyote, an d a refund was being processed. The letter was received and filed. QUARTERLY REPORT, ANIMAL CONTROL ACTIVITIES The Animal Control Activities Report covering the period of July 1, 1975 to September 30, 1975 was received and filed. ANIMALS LICENSED IN ROLLING HILLS Mrs . Clifton presented statistics from the Department of Animal Control in.dicating that 572 dog licenses had been issued in Rolling Hills, which has a total of 603 families . Further, the statistics indicate that 304 families have not licensed any dogs , - and � total of 20 families exceed the limit of three dogs . PLANNING COMMISSION 1222 Councilman Pernell advised the Council that Mrm Forrest Riegel, Chairman of the Planning Commission, had volunteered to fill the Plan- � ning Commission vacancy on the Environmental Quality Board, subje�t to ' appointment by the Mayorv Mayor Heinsheime� appointed Mr. Riegel to -" the Bo�rd. GRADING ORDINANCE - DEFINI°TION OF CANYONS Councilman Pernell �epoxted that the Council ' s concern about laek of an ordinance governing g�°ading less than three feet, and the Council ' s request for definition of a canyon had been referred to the -5- �,� October 27 , 1975 0 Planning Commission. - < Mayc�r Heinsheimer dir�ected that both items be scheduled for consideration by the Council at the first meeting in December, JUVE�VILE DI�ERSION PROGRAM . . � � • Councilwoman ;Le.=Conte repo:rted� that the Juvenile Diversion Program, to which she� is Council delegate, has hired a project .director and it is anticipa�ed� that the program will start between December 1 and Janua�y 1. Mrs:. Betty Hesse is representative to the Advisory Council, assis�ed�by Mrs . Carole Hoffman. •, SOUTH BAY CORRIDOR TRANSPORTATION ,STUDY Councilwoman Le Conte reported that the Advisory Committee will meet on Wednesday, Oetober 29, and Mrs . Betty Stern and Mrso Carol Hanscom will participate as representatives of Rolling Hills . � PUBLIC HEARINGS, SOLAR ENERGY 1294 Mrs . Clifton reported that she had been advised that the County En.gineer will hold publie hearings to be chaired by Supervisor James Hayes , Chai�°man of the Board .of Supervisors , on immediate and future use of solar heating and cooling in existing and new construction. '�he hearings will be held November 3 and 10, 1975 at 9: 30 AoMm in the , , Boar.d of Supervisors Hearing Room in Los Angeleso Councilwoman Le Gonte said the r ecommendations regarding solar heating were referred to the Planning Commission fo� comment, and she suggested that members of the Planning Commission should be asked to attend the hearing . The Mayor so ordered. LEAGUE OF WOMEN VbTERS ' OBSER�ER 1310 Mayor Heinsheimer reported that he had been a�lvised by the P�esident of th�e League of Women Voters that Mrs , $et�y Stern, 29 Crest Road East, would attend Couneil meetings a,s League represent- ative, and he welcomed Mrs . Stern to the meeting . PROPOSED. ANIMAL CONTROL ORDINANCE 1318 � Mayor Heinsheimer asked Councilman Rose to chair the contin- uing discussion of the proposed A�imal Control Ordinance . The City Attox°ney distributed copies of Section 421, Reciptrocity, and Exhi- bit "A" , the Schedule of Payments for Licenses , Permits and Miscel- laneous Fees . Chairman Rose said that statistics produced by th,e Departm�nt of Animal Control about the number of licensed dogs in Rolling Hills would affect his thinking, since the problem of residents with more than three dogs is less severe than he had anticipated. Councilman Pernell asked whether special consideration would be given unlicensed dogs , and Councilman Crocker said that unlicensed dogs are in viola- tion of existing ordinances , and would not be considered. Mre Kinley read the section on Reciprocity,, and recommended that a dog license issued elsewhere in the County should be recognized as valid by the City until •the license expires .
