CITY OF ROLLING HILLS, CALIFORNIA
November 4, 1975
A meeting of the City Council, adjourned from the regular
meeting, was called to order at 7:30 P.M. Tuesday, November 4, 1975
at the Administration Building, 2 Portuguese Bend Road, Rolling Hills,
California.
ROLL CALL
PROPOSED ANIMAL CONTROL ORDINANCE
Mr. Kinley asked that the record show that in the absence of
the Mayor and the Mayor pro tempore, Councilman Crocker presided'as
Chairman of the discussion. The City Attorney distributed copies of
the proposed ordinance through ARTICLE VI on page 13, and advised the
Council that changes and additions made by the Council during working
sessions and at regular meetings had been incorporated in those pages.
Councilman Crocker opened the discussion at ARTICLE VII;
and in the discussion that followed the.following changes were made:
Section 704: Line 26 changed to read "----shall, as soon as
practicable, but not more than 12 hours---- to the 5heritt,
add: "or City Manager". (Line 27)
Sections 714 & 716: Lines 17 and 27, change "for" to "by"
Section 719: Line 15, add: "as provided for in Exhibit A."
Section 731: Line 15, change "and" to "or"
Section 801: Line 1, page 20, add: "other than that occupied
by said person."
Section 902: Line 23, change to: "first secured an annual
permit to do so from the City of Rolling Hills, and ------
Line 27, add: "The City Manager has reasonable
discretion to revoke the permit if it is her opinion that
any life, limb or property is endangered."
Section 904: Line 4, add: "While on appeal the decision of
the City Manager shall stand." (From Section 604, page 12)
Section 1004: Line 20, add "or City Manager."

Mayor Heinsheimer asked Councilman Crocker to work with Mr.
Kinl.ey in incorporating all changes made by the Council at this and
other sessions into the proposed ordinance. Further, the Mayor asked
that the proposed ordinance as amended be re -typed and sent to the
Council. Following review by members of the Council, a Public Hearing
will be scheduled, with the date set at a future meeting of the Council.
OTHER BUSINESS TO COME BEFORE THE COUNCIL 1628
PRESENTATION TO LOMITA SHERIFF'S STATION
Councilwoman Le Conte asked that the City Manager be author-
ized to have a plaque of the City, appropriately inscribed, prepared
for presentation to the Sheriff at the dedication of the Lomita Sheriff's
Station. on Friday, November. 14, 1975. The Council unanimously approved
the suggestion, and it was so ordered by the Mayor.
