A regular meeting of the City Council was called to order by Mayor
Heinsheimer at 7:30 P.M. Monday, February 9, 1976 at the Administration
Building, 2 Portuguese Bend Road, Rolling Hills, California. .

APPROVAL OF MINUTES 882
A motion to approve and accept the minutes of the meeting of
January 26, 1975 as corrected was made by Councilman Crocker, seconded
by Councilman Rose and carried unanimously.
PERSONAL APPEARANCE, DR. KEN MILLER, 27 EASTFIELD DRIVE 894
Dr. Ken Miller, 27 Eastfield Drive, advised the Council that he
was present to express the concern of residents on Eastfield Drive,
especially those living between the Eastfield Gate and Chuckwagon Road,
about speeding on Eastfield, and about disregard for posted stop signs.
Dr. Miller said that following recent accidents caused by speed, the
matter was presented to the Community Association, and the residents
were advised that traffic safety is within the jurisdiction of the City
Council. Dr. Miller said he had discussed the matter with individual
members of the Council.
Councilman Pernell said that after discussing the matter with Dr.
Miller he had requested that the Manager look into the feasibility of
an over-all traffic study, with priorities to be established by the
Council. As a back-up, he had travelled Eastfield, and had determined
that there are 105 openings onto Eastfield Drive, both driveways and
roads, between the Eastfield Gate and Crest Road, and in his opinion
the potential for broadside accidents is staggering.
Mrs. Clifton said she had reviewed previous surveys of Eastfield
and other main roads, and recommendation s of the Traffic and Lighting
Division of the County Road Department were implemented; warning signs,.
advisory signs and stop signs were installed. Traffic surveys required
prior to use of radar were made in August 1973, and another survey could
be requested if the Council wishes. Mrs. Clifton said she had gone to
the Sheriff's Lomita station with Mrs. Miller, Mrs. Marcis Schoettle,
24 Eastfield Drive, and Mrs. Phyllis Walker, 29 Eastfield, to discuss
the matter with representatives of the Sheriff's Department, and they
agreed to use radar control at a specified time, i.e. 10:30 a.m, to
noon on a Saturday morning, and during that period eight tickets were
issued for speeding; three to non-residents and five to residents. The
highest speed for which a citation was issued was 32 mph, the others
were 30-31 mph, Mrs. Clifton said. Under normal conditions this would

not be considered excessive speed, but at the section of Eastfield ob-
served, a 20 mph advisory sign is posted, Mrs. Clifton said, Following
the limited period of observation, the Sheriff agreed that concentrated
radar surveillance in the area would produce results, since there is a
connection between visible enforcement and speeding.
Dr. Miller said he:considers .Eastfield Drive a safe road at 20 mph.;
nd Mr' Warren Kane, 21 Eastfield Drive, said he had observed that,the
ituation improves under intensive attention from the Sheriff's Department,_
Ind enforcement of speed limits. Mr. Roger Meurer, 9 Blackwater Canyon
Road, said budgetary reasons are usually given as the reason for limited
Sheriff's Department services, but it was his observation that traffic
control could pay for itself, as additional surveillance generates addi-
tional revenue, and the limited survey showed that most of the offenders
were residents.
Councilman Pernell said traffic safety is one of the main items of
Vinterest at neighborhood meetings, and he suggested that residents be
sked in the Newsletter to advise the Manager what areas are of most
.Concern, what type of hazards exist, and what remedies should be con-
►=sideredo Councilman Crocker suggested that a poll be taken prior to
audget time, as the level of enforcement has been materially improved
in effectiveness but not increased in hours of service in the past two
years, and it is his opinion that one of the budget items that could be
increased is the amount spent on law enforcement and traffic control.
Mrs. Clifton said a study of all the principle roads in Rolling
Hills was made in 1968. Mayor Heinsheimer said all the studies previ-
ously made should be reviewed before requesting additional studies.
Further, the Mayor said that an attempt should be made to eliminate
raffic cutting through the city, and it was his opinion that in doing
o, traffic in the city could be reduced by 20-30%. Dr, Miller said
e doesn't think increased surveillance is the total answer, and he
rged the Council to consider other methods, including speed bumps,
which he said are an emotional issue, but should be considered with
other methods as a solution. Councilman Crocker said that although
many residents are against speed bumps, the decision not to install
them was based to a great extent on recommendations from both the
Sheriff and the Fire Department that speed bumps not be installed,
as they would cut down on response time of emergency vehicles. Mrs.
Kip Goldreyer said that at one time she had lived in an area where
all vehicles, including emergency vehicles, were limited to 25 mph,
and there were no adverse effects in responding to emergencies.
The Mayor asked Councilman Crocker to review correspondence and
previous traffic studies, and report at the next Council meeting.
Councilman Crocker asked that residents be encouraged to attend the
next meeting, and those residents who are in favor of bumps be urged
to make their wishes known, as most of the testimony presented to the
Council was by residents opposed to speed bumps. The matter was held
on the agenda for consideration at the next meeting.
SOUTHERN CALIFORNIA EDISON COMPANY 1100
Copies of correspondence from Southern California Edison Company
o the City Manager and to Roger Meurer concerning undergrounding
tilities on the Shaw and McCall tracts were presented to the Council.
Mrs. Clifton advised the Council that Southern California Edison
will not underground their utilities in a canyon area because of main-
tenance problems, but to meet requirements specified in the subdivision
ordinance, other poles in the general area of.the subdivision, prefer-
ably poles along the road or.visible from the road, can be removed. The
Manager displayed :•-a map and reviewed with the Council poles that had

Following the presentation, Councilman Rose moved that the Council
accept the alternative proposal submitted for the Shaw property, Tract
29543, 3 Hillside Lane. The motion was seconded by Councilman Crocker.
Mr. Kinley asked whether the schematic proposal had been submitted to and
approved by the subdivider, and Mr. Meurer said it had. The motion was
carried by the following roll call vote:

With regard to the McCall property, Mrs. Clifton said Dr. McCall
had originally asked the Council to waive requirements for undergrounding
along his property line because of maintenance of the trees performed by
Southern California Edison Company, and had agreed to removal of three
poles on Saddleback Road as an alternative. A motion to approve the al-
ternative proposal submitted for the McCall property, Tract 32468, 77
Saddleback Road was made by Councilman Crocker, seconded by Councilman
Rose and carried by the following.roll call vote:

ENVICOM CORPORATION, PUBLIC SAFETY AND SEISMIC SAFETY ELEMENTS 1396
The Manager reported that the Second Draft of the Policy Report on
the Public Safety and Seismic Safety Elements of the General Plan had
been prepared based on amendments to the report recommended by the Plan-
ning Commission.
Mr. Kinley advised the Council that he was present at the Planning
Commission meeting at which the report was amended, and he recommended
that the second draft of the Policy Report be adopted and forwarded to
Sacramento. A motion to adopt the report was made by Councilman Crocker,
seconded by Councilman Rose and carried by the following roll call vote:

The Manager was asked to consult the Engineering Geologist, Los
Angeles County Engineer, -.to determine whether construction in Rolling
Hills presently conforms to recommendations in the policy with regard
to groundshaking parameters, and to advise residents in the Newsletter
that recommendations are'in the report for earthquake safety procedures;
photocopies of the recommendations to be available to residents at the
City office.
CALIFORNIA WATER SERVICE COMPANY 1567
Mrs. Clifton reported that she wrote to the Public Utilities
Commission, with copies of the letter to California Water Service Com-
pany corporate office in San Jose, and the local office in Rolling
Hills Estates, offering the facilities in the Rolling Hills Adminis-
tration Building for rate hearings. Further, Mrs. Clifton said the
application and supporting information were given to Mr. Douglas Rogers,
City Treasurer, for review and comment. The matter was held on the
agenda.

The City Attorney presented a copy of the agreement for sale of the
maintenance building to the City by the Rolling Hills Community Association,
executed by the President and Assistant Secretary of the Board of Directors
at their meeting on February 5, 1976. Mr. Kinley said the figures in the
agreement conform with the figures established at budget hearings.

Mr. Kinley said the ordinance would become effective thirty days

Councilman Rose said he wished to state for the record that his
"no" vote was based on inclusion of Section 1202, under which sale of
litter of puppies would constitute commercial activity.

PROPOSED ORDINANCE - ELECTRICAL CODE 1810
Mr. Kinley advised the Council that a new County Electrical Code
has been adopted by the County of Los Angeles, and he recommended that
the City of Rolling Hills adopt the code by reference. After intro-
duction of the ordinance, Mr. Kinley said it would be necessary for the
Council to schedule a public hearing on the proposed ordinance.
Councilman Rose moved that the proposed ordinance entitled AN
ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA,
AMENDING ORDINANCE NO. 5 ENTITLED "ELECTRICAL CODE" AND ADOPTING BY
REFERENCE THE NATIONAL ELECTRICAL CODE OF 1975 AND MAKING CERTAIN AMEND-
MENTS AND ADDITIONS THERETO be introduced, and that reading in full be
waived, and that a public hearing on the proposed ordinance be scheduled
for the next meeting on February 23, 1976. The motion was seconded by

DEPARTMENT OF COUNTY ENGINEER RE: BUILDING PERMIT FOR STABLE, 8 REATA LANE
Mrs. Clifton presented a letter. dated January 23, 1975 from Mr.
Armando Cid, Department of C-nunty Engineer, responding to her request on
January 15, 1976 regarding a building permit for a stable at 8 Reata Lane.
Mrs. Clifton explained that Mr. Oo Jo Brown, 27 Georgeff Road, had come to
lhe office to express his concern that construction at 8 Reata Lane would
e hazardous to his property because of drainage problems on Georgeffo Mr.
inley advised the Council that he had inspected the site, and recommended
o the Board of Directors that the cul de sac be extended and the drain
enlarged to carry water away, and the Board had requested that the Manager
consult with engineering firms and obtain cost information for the neces-
sary work. The matter was held on the agenda, and the Mayor asked that
the Council be kept informed of the progress,

®p Mrs. Clifton advised the Council that she had obtained from ICMA
,a package of educational material for small cities for a course that
C'"eould be given in-house over a period of six to eight months,, and would

Councilman Rose reported that he had received a letter from Cabal-
leros intended for distribution to the Council, requesting that signs
be posted at both gates of Caballeros ring stating: "NO TRESPASSING.
RESIDENTS WITH BADGES ONLY. TRESPASSERS WILL BE PROSECUTED UNDER ORDI-
NANCE NO. 26 OF THE CITY OF ROLLING HILLS".
Councilman Rose moved that the request be approved, and two signs

UNDERGROUND UTILITIES 126
Councilman Crocker asked that the Planning Commission be asked
to recommend areas for consideration for use of funds reserved in the
budget for undergrounding utilities, and further, that residents be
advised in the Newsletter that such funds have been reserved for the
purpose of matching funds for undergrounding projects in the City,

Mrs. Clifton reported that a new Director of Animal Control has
been appointed, and city managers and representatives of the forty
cities who are meeting to consider proposed revisions in animal control
contracts will meet with the new director on February 24.
THIRD LANE AT CRENSHAW GATE 155
Councilman Pernell asked that the concerns and feelings of the
Rouncil with regard to the proposed expansion of the Crenshaw Gate be
onveyed to the Board of Directors of the Rolling Hills Community
ssociation, and he suggested that one or more of the Council members
e appointed to work with the Community Association on the project.
Councilman Crocker said that although the Council is concerned, they
were advised of the proposal and proceeded with the annexation of a
parcel from Rancho Palos Verdes when it was determined that the Cren-
shaw Gatehouse was located in that city. Councilman Rose said there
seems to be considerable difference of opinion among residents as- to
whether a third lane should be constructed, as shown in the discussion

at the annual meeting of the Communtiy Association, and he suggested
that questionnaires be sent to all residents, so that the decision
could be based on results of a survey. Mayor Heinsheimer said that in
approving the annexation, it was his opinion that it was done because
of the location of the gatehouse, and not as implied approval of a
third lane for traffic, and he considered it an obligation of the Board
of Directors, under terms of the Gate Operation Agreement, to advise the
Council in writing of their intent, so that a hearing on the matter could
be scheduled.
Following discussion, a public hearing on the desireability of add-
ing a another lane for incoming traffic at the Crenshaw Gate was scheduled
for the Council meeting on March 8, 1976.
ABSENCE FROM NEXT MEETING

Councilman Rose said he would be out of town on February 23, and
would not be present at the next Council meeting.
STOLEN GUNS 292
Mayor Heinsheimer reported that the Sheriff's Department advised
that three more guns have been stolen from a motorhome in the City, and
the number of guns which have been stolen and not recovered in the City
is alarming. He asked that anyone who offered a solution to the problem
be encouraged to present their ideas to the Council.
SCAG GENERAL ASSEMBLY

Mrs. Clifton said the SCAG General Assembly is scheduled for
February 25 - 27, and additional information and the agenda would be
sent to the Council.
MIRALESTE BICENTENNIAL FESTIVAL 313
A letter from the Miraleste Student Body announced that a Bicen-
tennial Festival has been scheduled for May 5 - 9, and the Council has
been invited to participate.
The Manager was directed to respond to the letter, and to put the
information in the Newsletter.
NEIGHBORHOOD MEETING 315
Mrs. Clifton announced that the next Neighborhood Meeting will be
held at the Claude Brinegar residence, 2 Packsaddle Road East on Thurs-
day, February 12, and Mrs. Saffo asked that it be announced at the
Council meeting.
PALOS VERDES SWITCHBOARD

The Manager advised the Council that Palos Verdes Switchboard has
asked the Council for funds for operation, and had sent supporting in-
formation. Mayor Heinsheimer asked Councilman Crocker to review the
material and make a recommendation at the next meeting.
RESOLUTION NO. 331, FIRE RETARDANT ROOFING 327
Mrs. Clifton said Mr. said Mr. Forrest Riegel, Chairman of the
Planning Commission, had asked for clarification and expansion of the
resolution. The Mayor suggested that the matter be discussed by the
Planning Commission, and recommendations made to the Council.

SUBDIVISION PROCEDURE 335
A chart illustrating the procedure for subdividing property in
the City of Rolling Hills, prepared by South Bay Engineering Corporation,
was distributed to the Council,
Mrs.- Clifton said a resident who owns in excess of four acres of
operty.and,wishes to subdivide to create an additional parcel, has
tsder
ked for an opportunity to discuss the matter with the Council, since
the new ordinance which establishes net acreage, their property
would, not conform with requirements. However, their subdivision was
started several years ago, before the ordinance was adopted, and consid-
erable funds have been spent. The map was prepared and filing was delayed
on the advise of their engineer, who advised the resident that the City
Council was considering changes in net acreage requirements.
Following discussion, Mayor Heinsheimer asked that the Planning
Commission be asked to establish a variance procedure for residents who
ado hot have sufficient acreage under the new ordinance, and who wish to
appeal the matter.
