A meeting of the City Council, adjourned from Monday, March 8,
1976, was called to order by Mayor Heinsheimer at 7:30 P.M. Tuesday,
March 9.

RESOLUTION NO. 356 10
Councilman Crocker moved that Resolution No. 356 entitled A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA
RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY
OF ROLLING HILLS ON THE 2ND DAY OF MARCH, 1976, DECLARING THE RESULT
THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW be adopted, and
that reading in full be waived. The motion was seconded by Councilman
Rose and carried by the following roll call vote:
AYES: Councilmen Crocker, Pernell, Rose

OATH OF OFFICE 20
The City Clerk administered the oath of office to Councilmen -
elect Heinsheimer and Pernell for a term of four years each, and to
Councilwoman -elect Gordana Swanson for a term of two years to fill a
vacancy caused by the resignation of Councilwoman Dorothy Le Conte.
Councilwoman Swanson was then seated at the Council table.

Mayor Heinsheimer turned the chair over to the City Clerk for
the purpose of electing a Mayor and Mayor pro Tempore, and the City
Clerk opened nominations for the offices.
Councilman Heinsheimer nominated Councilman Mason Rose for the
office of Mayer of Rolling Hills. The nomination was seconded by
Councilman Crocker and carried by the following vote of the Council:
AYES: Councilmembers Crocker, Heinsheimer, Pernell, Swanson
NOES: None
ABSTAINED: Councilman Rose
Mayor Rose was seated and opened nominations for Mayor pro Tempore
by nominating Councilman Crocker for the office. The nomination was

seconded by Councilman Heinsheimer and carried by the following roll
call vote:
AYES: Councilmembers Heinsheimer, Pernell, Swanson

RUMBLE STRIPS
In a memorandum dated March 9, 1976 to the Council, the City
Manager advised that she had contacted the City Manager of La Mirada
regarding a comment made by a Rolling Hills resident at the Council
meeting on March 8.
Mrs. Shirley Tyndall, 65 Eastfield Drive, advised the Council
that the City of La Mirada had installed rumble strips with unsatis-
factory results. Mrs. Clifton reported that she was advised that
rumble strips had been installed on Rosecrans Boulevard, a wide, well
lighted and well maintained road in La Mirada. There were three single
car accidents resulting in fatalities in a short period of time on the
road, and it was determined that two of the fatalities were caused by
fatigue, as the drivers fell asleep, and the third was due to excess-
ive alcohol. Further, the La Mirada City Manager stated that the
rumble strips did not control speed, and were installed as an atten-
tion getting device in that area of Rosecrans Boulevard. He indicated
that he had no feedback from drivers as to their like or dislike of
the strips, and there have been no further accidents in the area.
The Manager was directed to make the report available to Mrs.
Tyndall.
ADJOURNMENT 98
There being no further business to come before the Council, the
meeting was adjourned at 8:05 P.M. to re -convene Monday, March 15, 1976
at 7:30 P.M. for the purpose of conducting a public hearing on sections
of the Animal Control Ordinance which were reserved when the ordinance
was adopted on February 8.
