3/10/1958MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA The regular meeting of the City Council of the City of Rolling Hills was held at 7:30 P.M. Monday, 10 March 1958, in the City Hall. The meeting was called to order at 7:45 p.m. by Mayor Goodman. ROLL CALL Present: Councilmen Bullard, Elliott, Weitzel and Mayor Goodman. Absent: Councilman Tourtelot. Others Present: City Clerk Gilbert Myers, Deputy City Clerk Phyllis Stockdale, City Attorney William Kinley, Messrs, A. J. Cole and Fraser MacMinn, MINUTES MEETING OF & FEBRUARY 1958 ._ .. .. . It was moved by Councilman Weitzel, seconded by Councilman Bullard and unanimously carried that the minutes of the meeting held 24 February 1958 be approved as corrected. CORRESPONDENCE The City Clerk presented a. County Auditorts Report of Tax Collections for Secured Solvent Credits in the amount of $25.13. A check.for this amount has been deposited in the General Fund. b. Communication from the League of California Cities dated February 21, 1958 concerning Preservation of Local Government in the Event of Disaster. Copies of this paper will be distributed to all Council- men at a later date. c. Letter dated February 27, 1958 from the Health Week Committee regarding a luncheon in the Biltmore Bowl on March 18. d, Letter dated February 28, 1958 from the President of the South Bay Council of Girl Scouts, In response to her request, Mayor Goodman issued a proclamation designating the week of March 9 to March 15 as Girl Scout Week. e, Announcement of the League of California Cities, Los Angeles County Division, of the March meeting to be held at the Plush Horse Restaurant in Redondo Beach at 7:00 p.m. March 20. f. Letter dated 6 March 1958 from the Rolling Hills Community Association requesting a change of service at South Gate. It was moved by Mayor Goodman that an additional guard be hired to man the South Gate five days a week, eight hours a day, subject to the provision that the limit cost of $7,500.00 for 0A three.months is not exceeded. The motion was seconded by Councilman Bullard and unanimously carried. CITY BILLS The City Clerk read the register of bills to be allowed. It was moved by Mayor Goodman, seconded by Councilman Bullard, and, on roll call vote by the City Clerk, unanimously carried that Demands 131 through 135 be approved and paid from the General Fund and that Demands 136 and 137 be approved and paid from the Special In Lieu Fund Account as follows: Demand No. 131 General Telephone Company $45.13 Demand -No. 132 Southwest Addressing Service 16.76 Demand No. 133 Atlas Cesspool Service 26.95 Demand No. 134 Pacific Telephone & Telegraph 9.21 Demand No. 135 Anchor Press 16.48 Demand No. 136 Los Angeles County Sheriff 48.95 Demand No. 137 Los Angeles County Health 1.00 $164.48 ORrtDINANCE NO. 16 Councilman Bullard read in full the title of pro- posed Ordinance No. 16, "An Ordinance of the City.of Rolling Hills, California, Regulating Traffic Within Said City and Repealing Ordinance No. 1 and All Other Ordinances in Conflict Therewith" and moved that reading of the pro- posed ordinance in full be waived. The motion was seconded by Councilman Elliott and unanimously carried. Thereupon, on motion made by Councilman Bullard and seconded by Councilman Elliott, said Ordinance No. 16 was, on roll call vote by the City Clerk, unanimously adopted. Ordinance No. 16 is set forth in full in the Book of Ordinances. LETTER OF APPRECIATION TO TRAFFIC COMMISSION It was moved by Mayor Goodman, at the suggestion of the City Council, that the City Manager write to each member of the Traffic Commission thanking him on behalf of the City Council for the time, energy and effort spent on the traffic ordinance. The motion was seconded by Councilman Weitzel and -unanimously carried. MENTION OF TRAFFIC ORIDINANCE IN NEWSLETTER After a discussion it was decided that the next Newsletter should contain some information about the new Traffic Ordinance, giving speed limits, stating that vehicles and operators must be licensed, etc. TRAFFIC CONTROL DEVICES Discussion followed regarding road signs and road striping. It"was moved by Mayor Goodman that the City Clerk be authorized to purchase traffic control signs as recommended by the Traffic Commission, to negotiate for the purchase, at a price not to exceed $500, of a secondhand striping device and to spend an additional sum of not to exceed $500 for labor and paint for road striping, in accordance with Ordinance No. 16. The motion was seconded by Councilman Elliott and.carried by the following vote: Ayes: Councilmen Elliott, Weitzel and Mayor Goodman Noes: Councilman Bullard Absent: Councilman Tourtelot SCHOOL BOND COMMITTEE Mayor Goodman told of receiving a letter from the Palos Verdes School Board requesting that the Council appoint one of its members to work on a committee to support the proposed schoiol bond issue. After a discussion the Council agreed that it would not be proper to take a stand on bond elections of other public agencies. Mayor Goodman said that he would advise the School Board of this .decision. APPOINTMENT OF SPECIAL COUNSEL Mayor Goodman appointed a committee consisting of Councilman Bullard and himself to select a special counsel to represent the City Treasurer.in forthcoming litigation with the Community Association. ADJOURNMENT There being no further business to come before the meeting, it was moved by Councilman Elliott, seconded by Councilman Bullard, and unanimously carried that the meeting be adjourned at 8:55 p.m. APPROVED• Mayor 1 YA City erk
