�he accidents involved only one vehicle, and most eollisions involved
veh�.cles striking fixed objects alongside �he road such as trees ,
fenees , and during the hours of darkness between 9 : 00 P<Ma and 2a00 AoMo
fire hydrantsa
Recommendations by the Automobile Cl�xb 3.nclude improvement of roads
by s�gning and marking, specifically additional s�gning and marking in
some areas , relocation of certain signs , addi�tional delineators and
reflective striping consisting of a 4" wide solid white stripe to
delineate the right hand edge of the paved surface for each direction of
travel on Crest Roacl, Portuguese Bend Road and Eastfield Driveo Further
it was recommendecl that fire hydrants whieh are within close proximity
to the road or at the outside of curves be marked with reflective paint
or z°eflector paddles to make them more visible at night, and that a
maintenance prog�am be establi�hed for sign washing and repainting of
striping and marking to malce them more visibleo
Mro William Corette, 35 East�ield Drive a�ked whether the 25 mile
per hour speed limit is the correct speed for Eastfield Driveo Mre
Foxen said that speed limit signs are meaningless on some parts of
Eastfield because the the numerous curveso He saici traffic enforcement
on such roads is most important, and persons could be cited for driving
to the left of the center line, rather than on speed alone, as a means
of enforcing traffic laws >
Councilman Pernell asked whether a correlation had been established
between the number of accidents and volume of traffic, Councilman
Croeker said there are many variables , including joggers , bicyclists ,
children, horses , etc< , and he said a study �,ras needed to establish a
speed limit and make the laws enforceablee Mro Foxen said the study
indicated that most people are driving 35 miles per hour safely in
Rolling Hills , and it is those people who drive in excess of that speed
who cause problemso Councilman Crocker said approaching horse cross�ngs
at 35 miles per hour could be hazardouso
Mrso Clifton presented copies of the Sheriff' s report dated October
25 commenting on the Automobile Club' s report, and a report prepared by
the Ci�y Manager and the Chief Security Officex�, also commenting on the
Auto Club` s reporte Mayor Rose directed that they be held for discussion
at a work session of the Counc�le
Dro Kenneth Miller, 27 Eastfie7.d Drive, said he was disappointed
with the conclusions of the study which does not get to the heart of
the problem, speede It was Dr, Miller' s opinion that improvement of
road ma�rkings would not deter speeders , and he sa�.d no recommendation
was made regarding increased law enforeementa IKro Warren Kane, 21 East-
field Dr�ve, said the sheriff acts in crisis situations , but does not
�onduct an on-going surveillance program, Mayor Rose said he plans to
meet with Captain Foreman to discuss the problem of speeding, and he
would also like to participate in the Sher�ff' s ride-along programe
The Mayor said that one suggestion he has received from many residents
would require that guests be admitted at the Main Gate only, and that
re�idents only be admitted at the Eastfield and Crenshaw Gates. A straw
vote of residents at the meeting indicated that the majority would be in
favor of requiring that guests enter at the Main Gate only,
Councilman Pernell said he was impressed by the presentation made
by Mre Foxen, who had caught the feeling of the Communitye There is a
lack of accident analysis , Couneilman Pernell said, and informa�tion
regarding the nature of the accident , specific loeation, direction of
travel, driver, whether resident or non-resident, would help pinpoint
some of the problems to be eliminated or� �educedo He suggested that
the City Manager be requested to aseertain where ever possible specific
facts relating to reported accidents . Councilwoman Swanson suggested
that residents in the Eastfield area be encouraged to recommend possible

solut�.ons, and. further,. she suggested that the Sheriff be authorized to
concentrate his services for one half hour �twice a �week in the Eastfield
area through November and Deeember; and that Eastfield residents� be in-
vited to,, hear the regort �at its presentatfon in Januarye Mayor .Rose
asked that sugge.stions be .:pr°esented at. a work session at the next meeting,
and said he; .would plan. to .meet with Captain Foreman �prior, to that time.
Councilman, Pernell asked .�hat a representative of .the Sheriff,' s. Depart-.

the Rolling, Hills Community Associa.tion would have �to be consulted� be-
fore the Eastf%eld Gate could be closed to non-resident traffic, and .

limitation, imposed. :Councilman Crocker said he� has been convinced that
no physical barriers can elimininate the problem of speeding, and he

trated attention to one area under present budget arrangements would
leave o.ther areas without coverage , and it may be necessary to increase
the f�nancial allocation to expand the Sheriff' s services for traffic

of Rolling Hi1Ts , and two inembers of Daughters. .of Mary and Joseph were -
px°esent at the meeting< Further, Mrs . Clifton said three maps had
been sent to Rolling Hills , and there were differ.ences on all the maps
which should be resolved before the matter is considered by the Council.
Mrso Clifton asked that the matter be held on the agenda to give her an
opportunity to contact the Planning Director in Rancho Palos Verdes , and

Mro Major Langer advised the Council that he has purchased property
at 1 Runningbrand Road, and has submitted plans fo� development of the
property t� the Architectural Committeee The property is in the same
eondition as it was when aequired, and a stable remains , although the
residence was destroyed by �ire in June 1973e In 'response to a letter
from the Manager, Mre Langer said he has had chlor�ine added to the pool
to cont.r+ol the mosquitc problem, �and has had the accumulated manure
removedo Further, he said the pool is fenced to prevent unauthorized
entx°y to the area o
Mayor Rose asked the Manager to contact the Health Department and
request an inspection to verify that the problems have been abatedo
REQUEST FOR CERTIFICATE OF COMPLIANCE , OoJo BROWN, 27 GEORGEFF RDD 1047
Mre Roy Jo Schmidt , attorney for Mr. and Mrsa Oe Je Brown, 27
Georgeff Road, advised the Council that Mre and Mrse Brown had entered
into escrow to sell Lot 17 to Mro and Mrso Philip Kelly_, and after the
opening of escrow a question liad been raised' as to whether Lot 17 hacl
been lawfully divided from Lot 17B, although Mr. and Mrso Brown had
purchased Lots 17 and 17B in separate transactions in 1958o Mr. Schmidt
requested that the Council issue a Certificate of Compliance which would
eliminate any question as to whether the separate sale of Lot 17 vio-
�ates the subdivision ordinances of the City of Rolling Hills , and would
also eliminate the potential liability of the Browns and their successors
in interest to Lot 17 as a result of the saleo An area map , colored to
show Lots 17 and 17B and other properties in the area was submitted to
�he Councile
In diseussing the request, Councilman Crocker said Lot 17B is an
unbuildable site with no access , and he would be reluetant to by-pass
other bodies and jurisdictions and grant a certificate of compliance on
an unbuildable site which would not comply with Rolling Hills Community
Association requirementso He suggested that Mro Brown apply for sub-
division of the property to the Cotmnunity Association, since at present
he has only one building site with the Association> Mr< Schmidt advised
that as a condition of sale a proposed easement would be reserved across
Lot 17 to join with the road to Poppy Trail to provide access to the
parcel, and an engineering report had been prepared to show that such a
plan is feasible. Mayor Rose said that in subdivision, access to a
parcel across another parcel is not permittede Councilman Pernell agreed
that the Council would be left with a problem lot if they granted a
Certificate of Compliance >
Mr< Philip Kelly, purchaser of the property, safd he is convinced
that Mro Brown entered into escrow in good faith with the understanding
that he was the owner of two separate sites , and wished to sell one lot
consisting of four acres to Mra Kellya Further, Mra Kelly said he has
incurred substantial expense, and has submitted plans for improvements
which have been approved by the Architectural Committeee
The City Attorney advised the Council that Mr, Brown has in the
pas� expressed concerns about flood waters in the vicinity of his
proper�y, and he recommended that if the Council considered granting a
Certificate of Compliance as requested, certain conditions regarding
diverting flood waters , and limitations on a building site be attached
to such certificate , so that in the event of future plans to build a
house on the newly created parcel , approval of a building site would
have to be obtained from the Rolling Hills Community Associatione
Following the discussion Councilman Crocker moved that the request
for a Certificate of Compliance on Lot 17B of Tract 19040 be denied.
