In a letter dated December 21, 1976 , Mr. Ke S . Avera, Area Manager
for Southern California Edison Company, advised that funds in the amount
of $2,356 have been allocated to Rolling Hills by Edison for 1977 for
conversion of overhead facilities to underground in accordance with
California Public Utilities Commission Decisions No . 8209 and 9365 .
The correspondence was received and filed.

A letter from Herman Sillas , Director of the Department of Motor
Vehicles in Sacramento, was presented to the Council. Mr. Sillas ad-
vised that he was replying on behalf of Governor Brown to Mrs . Clifton' s
letter dated. November 30 , 1976 concerning selling of information from
the Department of Motor Vehicles. The letter was received and filed.

the last meeting to inelude funds in the Fiscal 1977/78 Budget for an
allocation in support of the proposed League of California Cities Head-
quarter ,Office Building9 payable in August 1977 , the Leagixe should be
advised; 'of the Council' s action by April 1, 1977a

Councilwoman Swanson reported� that RTD bus schedules have b.een �
rearranged to provide bus service to students �.ttending schools in the
Palos Verdes Peninsula School District, ancl unofficial reports by ob-
servers indicate that the project has been �successfulo Councilman
Pernell'' asked �.bout the impact on M & M Charter lines , which has served
the s�chool district for many years , and he expressed a concern that if �
ther�e �lias been suffiefent impact to eliminate the charter bus service,
and if RTD bus service is terminated on the Peninsula, students could
be without bus transportatione Counciltaoman Sw�anson said M & M Charter
service is still operating, especially for elementary school students ,
and most of the students using RTD buse� formerly were �driven to school
by parents ancl did not use the charter serviceo She said she would at-
tempt to determine �he impact on M &, M, and r,�rould report to the Council
at the next meetingo

Councilwoman Swanson reported t`hat the proposal for establishment
of a County Service Area was��_appraved`at the,-�;eague__ot Calif. Cities �eetirig -ori -=.
January 6 ,� 1977., and the proposal �si11 be submitted to LAFCO e . She said
she has determined that there �rill be no cost to cities involved, since
LAFCO �is a County organizatione LAFCO has six months to determine the

Couneilman Crocker requested an explanatimn of eharges by Meurer
Engineering Corporatiori in the -amount of �1;535o16 � for se�vi�es in
connection with the Slusher property� The Manager explained ��iat Mr.
Forrest Riegel, Cha��man of the Planning Comani�s�on9 had requested
that the property be staked �o show the proposed location of the tennis
court, with stalces the height of the proposed tenni� court fence, and
the proposed location of the residence, with pos�s ciefining the corners
of the building, and poles shov�ring the full height of �he hou�e, so
members of the Planning Commis�ion could vier,�r �he proper�y and get the
proper perspective of the location and height of �he t�nnis court in
relation to the locat�on and height of the res�clenceo Nlro Roger Meurer
was hired to do the staking as shown on a map marked by Mro Riegelo
In discussing the m�.tter, members of the Counc�.l statecl tha� when
the funds were allocated for u�e in assi�ting the Planning Commission

City Attorney was authorized to approve hiring technical assistance
and expenditures from the fund, and that any reque�t for assistance
should have been •referred �o Mro K�nley for approvalo l�Iro Kfnley re-
ported that he eommitted funds �n conneetion w�.th the Slusher property
as follows : a professional real estate appraiser ha� been hired at $30
per hour, with co�ts not to eXceed $600, and a sound expert has made a
study of noise eonditfons. in the area9 at a eost of approx�mately $1, 000 .
Councilman Heinsheimer mov�ci that expenditures for �he purpose of
obtaining te�hnicaY assistance �n this case be stopped at $3 ,500o The

REQUEST TO STOCKPILE ROCK 1447
Mro tiJilliam Howe, ownex° of property at 4 .Tohns Canyon Road, advised
the Council that he �rishes to sto�kpile ciecorative rock on his property
to be used in the home he plans to construct sometime in the near future,
and said the excess ro�k woulci be s�tored for approximately one year,
with the understanding that �f he did not proceed with construction as
planned, o� if he sold �he lot, the roelc woulcl be removede Mro Howe
said his reques� was approved by the Board of Dire��ors at their meeting
on November 18 , 19760
Councilman Heinsheimer said the property is near his residence at
7 Johns Canyon Road, and he r,�rould have no ob�ection to stockpiling the
rock, provided that it is done in a safe manner, and woulci not be visible
from the road, since the lot is lower than the roado Mayor Rose thanked
Mre Howe for advising �he Cotxnc�l of h�s intentions , and said the matter
does not require Council approvalo The Mayor asked the Manager to write
a letter to the Board of Directors expressing �oncerns of the Council
about transportation of the rock, and safe s�orage until it is usede

was presentecl to the Counc�.le Mro l�i�ller expressed his apprehension
about construction of a new residence at 15 Bo�r�e Road, which contafns
remains of a structure r�rhich collapsed some years ago, and he advised
that he has eommunicated his concems to t`he Board of Directors of the
Rolling Hills Commun�ty Association; N[ro Omer Tingle , owner of the
property: Los Angeles County Eng�neer and his attorneyo Mr�a Miller @
requested a written guarantee f�°om the geologist, the owner, or the
City that further d�.mage will not occur to the 1�Iiller p�operty, with a
