CITY OF TORRANCE - ANIMAL CONTROL STUDY 810
�n a let�er dated January 6 , 1977 the City Manager of Torrance
advised that a study is being considered by the aciministrators of
sever�al Sou�h Bay cities regarding animal control.
Mr�so Clifton reported that three meetings have been held and the
fourth is �cheduled for Tuesday, January 25 . Statist�.�G have beer+
acc�xmulated, and will be presentee at the meeting concerning needs
of �he cities wi�h regard to numbers of animals impoundede The Ci�ty

Dr< We Do Basque, 49 Eastfield Drive, said Los Angeles County has
been divided 'into five sub-areas which encompass t�he supervisorial
districtso Interim Governing Body meetings a�e scheduled throughout
the County in January, February and March, prior t�o election of the
roverning Body in Maya Dr, Basque said most doctors are concerned
about the preponderence of consumers as opposed to medical people in the �
plano Although information circulated s�ates that there will be 60%
consumers and' 40% providers , anyone associated in any way with medicine
is considered a provider, so 'the number of doctors in relation �o con-
sumers is greatly dilutede He said, further, that expenditures over
$150, 000 for any medical expenditure , ineluding hospitals , will. have to
be approved by the Governing Body, �and many physieians are coneerned
about the type of inedical care which could resulto . He said he plans to
a�tend a meeting in Santa Monica for further info�nationo
� Mayor Rose said rising health costs are of great concern, and the
� Health Service Agency as constituted will result in a governing body
�� ennsisting of a majority of laymen ruling on the �uture of health careo

instruction has been condensed to four hours of "canned" instruction and
slides , which will be used with active participation using a mannekine

PAYMENT TO ROGER MEURER FOR SERVICES 892
The City Attorney reported that he had discussed the matter of
c�arges for services provided by Meurer Engineering--�for s�aking of the
�o�ard Slusher property with Mro Roger Meurer, and he- presented -a letter
dated January 11, 1977 from Mr. Meurer, listing a b�eakdown�� of hours
spent �n the project.
Mra Forrest Riegel, Chairman of the Planning Commission, advised
�he Council that he had requested the staking9 but was of the opinion
that charges €or the work were excessivea Mro Kinley said he had obtained
a p�ice list from South Bay Engineerin� Corporation, and although there
were minor differences between the two in some cases , generally charges
were similar f•or specific•°s�ervices<
Following diseussion of the matter Councilman Heinsheimer moved
�h�t the City Attorney be authorized to attempt to �negotiate the billing
with Mro Meurer, and that Mro Kinley �bp authorized to settle the bill up

TRAFFIC STUDY - ROAD STRIPING 1098
Mrse Clifton reported that she planned to meet the following day
with representatives of the Road Department in Rancho Palos Verdes to
discuss side striping of the roads in Rolling Hillso Mrse Clifton said,
also, that the General Manager of the Automobile Club" s San Pedro office
had come to the office recently to inquire whether there are any specific
traffic studies they may assist the City witho Mrse Clifton said they
discussed the possibility of studying Saddleback Road, Caballeros Road
and other side streets as an extension of the study recently made on
Eastfield Drive, Portuguese Bend Road and Crest Roady and she suggested
that they wai� until the Traffic Commission was appointed>
Mayor Rose noted that a resume had been received from a resident
who is interestecl in serving on the Traffic Co�is�sion, and he said a
personnel session would be held following the regular meeting to discus�
appointments to the Commissione

Mrso Clifton reported that the Architectural Committee had agreed
to look at the plans , since there were no slope sprinkler systems in

OMER TINGLE, 15 BOWIE ROAD
Nlro A. C, Miller, 11 Bowfe Road, advised the Council that he was
present at the meeting to inquire about the status of the development
of property at 15 Bowie Road owned by Mr. Omer Tingle.
Mrso Clifton reported that the Engineering Geologist had advised
her that additional information has been requested, and no peY°mfts wilY
be issued until the information is furnished. Further, she saicl that
Mre Tingle had come to the office' and advised her that his geologist
has been ill, but he is optimistic that all necessary information will
be presented to theEngineering Geologfst in the near futurea
Mre Miller asked that the record show that as the owner of property
adjacent to the Tingle property, he wishes to be advised in advance of
all meetings on the matter, so that he can attend if possible. Mr<
Miller said he has no objection to development of the property, but
urishes assurance that necessary precautions will be taken to protect
his property. Further, he said that Mr. Tingle had agreed to meet with
him and Mre Lockwood, but they have been unable to meet because Mra
Lockwood was ill<
The City Attorney reported that he had written to the County Engin-
eer, as requested by the Council, and had expressed the anxieties and
concerns of the Council concerning construction of a house on the

property.,in view of its_ past history. � Mr. Kinley:jasked that ,the County
Engineer take more than the usual precautfons with,,the` geology on the
property to determine that it will support a residence..

SOUTH �BAY CHAMBER MUSIC SOCIETY, INC . 1171
In a letter dated November 30, 1976 , Mr, Rober.t W. Miller, presi-
dent of the South Bay Chamber Music Society, Inc. , advised that the
Rancho Palos Verdes City Council voted a contribution of $300 to the
� South Bay Chamber Music Assoeiation for six performances in the Penin- �
�: sula schools , contingent upon zeceiving a total of $300 from the other
� three Peninsula cities . . �

'� Mayor Rose sai;d the. Council ,has. adopted_ a general pol,ic.y. of not
� giving financial support to any �organiz_ation in order �to not prejudice
one cause over another, and to avoid spending publi.c funds on prfvate

Councilman Pernell suggested that the request' for $100 ,from each .
city be carried in the Newsletter, so residents who are interested coulci
assist if they wish to support the Chamber Music Society. Councilman
Crocker agreed that it should be done. Councilman Heinsheimer suggested
�hat a letter be written to the South Bay Chamber Music Society, offer-
ing a paragraph in the Newsletter, and asking them to compose a para-
graph for insertion in the Newsletter, subject to the Manager' s approvalo
CITY OF RANCHO PALOS VERDES: 1186 ,
A copy of a letter dated January 19 , 1977 from Robert E. •.Ryan,
Mayor pro tem of Rancho Palos Verdes , to the California Contract Cities
Assocfation expressing offiGial objection to a memorandum from George
Voigt dated December 29 , 1976 regarding County Service Areas was re-
ceived and noted.

The report of the South Bay Burglary Apprehension Team for �
Aecember 1976 was received and filed.
AIRPORT NOISE MEETING, TORRANCE CITY HALL � �
In a memorandum to the Council dated January 24, 1977 the City
Nianager advised that she had received a call from the Administrator
for the City of Torrance regarding .a meeting between three members �of
the Airport Commission and three members of the Environmental Quality
Commission on Tuesday, January 25 at Torrance City Hall. . Mrse. Clifton ,
said each city on the Peninsula was requested to have a representative
at the meeting. ;
� The Manager was directed �to contact members of rhe Rolling Hills
Environmental Quality Board in an effort to have someone from Rolling
Hills attend the meeting.
ANNUAL DISCLOSURE STATEMENTS •
Mrs, Clifton advised the Council that annual disclosure statements
are due April 1, 1977 ; rather than on their anniversary dateo She said
additional reminders would be given.

RAPID TRANSIT DISTRI�T 1250
Councilwoman Swar}son reported that as zequested by the Council, she
contacted the Manager of Associated Bus Lines to discuss the impact of
RTD bus serviee on the Peninsula. He advised that there has been an
impact, and they are serving several hundred less students since the be-
ginning of the school year, with an additional loss since the RTD bus
schedules were adjusted in January to accommoda�e Pen3.nsula students .
In 1977 , busses carry�.ng 91 passengers were used; at present 79 and 85
passenger busses are used, and are not filled to capacity. It is
anticipated that by the end �f the current' school year the company will
suffer a 20% loss Qn their school bus opera�fon. An anticipated increase
in use during the next school year, based on figures provided by the
school district, indiaate that the bus comp�ny will at least break even,
and possibly make money.
Councilwoman SwanSon advised the Ma�ager af Associated Bus Lines
that the Council is hopef�l that RTD and the private bus service can
co-exist on the Peninsula. '�he Manager stated that they were advised
that �several students who formerly used Associated Bus �,ines are now
driver� to school by parents , and walk home, in order to take �dvantage
af after school activ�ties and sports ,
Councilwomar� Swanson said at��mpts are being made to have RTD bus
passes sold at two busi,ness locations on the Feninsula, a�d the locations
will be publicized by the Chamber of Gommerce and the League of Women
Voters when arrangements h�ve been finalized,
PROPOSED ORDINANCE TO AMEND ORDINANCE �NO, 112 1�99
A proposed ordinance which would amend Ordin,ance 1Vo. 112 was submit-
ted by the City Attorney. In discussing the matter Mr. Kinley was in-
structed to fur�k�er amend the ordinance by eliminating archery ranges
from Section 3 . 01 (D) , paragraph 3 (a) . A� �he City Att�rney' s request
the proposed ordinance was held on the ag�nda for further discussion
and review in conjunction w�,th proposed guidelines for tennis courts
now being prepared by the Planning Commission.
PROPOSED ORDINANC'E - DISORDERLY CONDUCT 1349
Mre Kinley reported that in order to provide an ordinance as
requested by the Sheriff to apply in cases when person enter the City
v.rithout invitation, he has attempted to p�ovide an ordinanee which
would deal with eonspiracy to trespass . Mr. Kinley said he has pre-
pared an ordinanGe based on gaini:ng access through use of false inform-
ation, and wishes to discuss it w�th the Sheriff before presenting it
�o the Couricilo Mayor Rose ordered the ma�tter held on the agenda.

The November 1976 Activity Report of the Los Angeles County Fire
Department was received and file�d. '�

A comparison of Traffic Enforcement Activity in 1975/76, as
requested by the Council, was received and �iled with the comment
that there were fewer cita�ions issued i.n 1976 than in 1975.
ANNUAL MEETING
Councilman Crocker said he wished to compliment the Board of Dir-
ectors of th� Rolling Hi11s Community Association for their conduct of
the annual meeting ori, ,Tanuary 19 . He said he would be in favor of a
sec�°et ballot, if one could� be deyised which would assure that only
eligible voters were voting. �

Councilman Crocker requested that a report. on non-compliance by
residents with requirements for licensing �dogs. .be included as an agenda �

House in the Peninsula �Cente`r area where young people could gather under
supervision of Switchboard and Juvenile Diversion personnel . Councilman
Pernell said there are many activities available on the. Peninsula for .
young people, and "over-programming" should be avoided. . Councilwoman
Swanson said the project would be a�imed at all yourig people, but espe-
cially problem youth.s who seem to have a lot of time on their hands .
One purpose wnuld be as a diversion facility for those people. A central
�p location such as the Peninsula Center would make it available to young
� people from neighboring Peninsula communities , she said. Many other
� cities , including Torrance, have similar meeting places for young people,
'� staffed by diversion people, and they are pleased with the results . The
� Beach Cities have also opened such centers, and Mrs . Paula Horn-Davis ,
coordinator of the Palos Verdes Switchboard, thinks there is a definite
need for a similar facility on the Peninsula. Councilwoman �Swanson .said
she wished the Council to consider whether they would .be willing to sub-
sidize. such a center, and said, also, that some- federal funds might be
available. Councilman Crocker said he thought the� Peninsula Center lo-
cation would be very expensive, and thought a less expensive but still
accessible area should be found. Councilman Pernel.l said he is not "
convinced of the need fo� such a facility on the Peninsula, and would
like to see an EIR to determine whether �he need really exists. Fur-
ther, Councilman Pernell said that with today' s mobility, the sphere of
influence could extend 20 or 30 miles , and could attact people from
other areas , which could have an adverse effect.
TRAFFIC SIGNAL AT PALOS VERDES DRIVE NORTH
Councilwoman Swanson said she was contacted by a resident of ,
Rolling Hills who advised that the signal at the intersection of Palos
Verdes Drive North with Portuguese Bend Road/Rolling Hills Road works
on a different time sequence during the evening and night hours from
the daytime sequence, As a resu.lt, the duration of the green signal
for drivers on Palos Verdes Drive North is considerably longer than
for the side roads .

The Manager was asked to contact the City of Rolling Hills "Estates
and obtain statistical information on the duration .of signals at that
intersection, both during the daytime and nighttime hours .
TRAIL MAINTENANCE, TREE TRIMMING 1581
Councilwoman Swanson said she was contacted by a resident who.
expressed concern about large tree limbs left in the canyons when trees
are trimmed as part of trail maintenance. Not only are they. unsightly,
but as they dry they become fire hazards , she said. Councilwoman Swanson
asked Mrs . Joan Saffo, who was present, to bring the mattPr t� the at=
tention of the Board of Directors . She said the �omplaint �zas made about
all trails , but especially the Willow Springs trail. �
FOSSIL MUSEUM 1593
Councilman Heinsheimer 'said that �he read in the. January 21, 1977
� issue of the Green Shee:t published by the Palos Verdes Peninsula Uni-.
fied School Dsitrict that a fossil .museum has been established at the
Miraleste High School,� containing �ossils found in the area.� He sug-
gested that Mr. Fred' Koch,f;�M.iraleste I��igh teacher, and his students be

advised when grading is done for the extension of. the new road in the
Johns Canyon area, so they can come to the location to search for more
items of intereste � ` �

Councilman Heinsheimer said tlie new APCD will be in operation by
the next Council meeting, and he will give a further report at that
tfine, A review of criteria for smog episodes is scheduled for the first
meeting, Councilman Heinsheimer said� and he would be interested in in-
put by other members of the Council.
MAYOR OF PASADENA 1623
Councilman Pernell asked that a letter be sent fio Mayor White of
Pasadena thanking him for the copies of the magazine Connoisseur, which
was sent to each of the City Council memberse
LOS ANGELES COUNTY DEPARTMENT OF PARKS AND RECREATION 1666 �
Mrs . Clifton explained that in 1974 funds for recreational purposes
were declined by Rolling Hills because it would be necessary to grant
public access to the facility developed to be eligible for the grant.
Mrso Clifton said she has again been contacted by Los Angeles County
Department of Parks and Recreation, and advised that funds are again
availablee An application can be filed jointly with contiguous cities
ff a letter is sent explaining wliy the joint application is desireable.
The Manager said she has not yet contacted either of the two adjoining
cities on the mattero Mayor Rose asked the Manager to proceed, and to
report to the Council.
DRAINAGE, REATA LANE 1700
Dro Sam Wolinsky, 8 Reata Lane, and Mr. J. Whittington, owner of _
property on Georgeff Road, appeared before the Council to discuss the
matter of drainage on Reata Lane. Mrse Clifton distributed copies of
a City zoning map, marked to show the area of the problem at the cul
de sac of Reata Lane. The Manager said the engineering work to correct
the problem has been done, but there were not sifficient funds from the
1970 Flood Control Bond to do the necessary work as planned. An appli-
cation has been submitted under the Public Works Employment Act for
funds for flood control, Mrs . Clifton said, but she is not optimistic
that sufficient funds will be received.
Dr. Wolfnsky submitted pictures of the area, and said he considers
the condition hazardous to life and lamb. He said he is especially
concerned about horses and riders , �and has posted no trespassing signs ,
but they have not been effective in keeping people from the areao Dr. .
Wolinsky said he plans to have an existing chasm filled in and person-
ally assume the cost of $600 to eliminate the hazard, but he advised
the Council that this will be a temporary measure, and he requested �
that the necessary permanent work be done as soon as possible.
Councilman Crocker said he would make a f'feld trip to the site and
report to the Couneil at the next meetinge He asked that the matter be
included on the next agenda for discussion by the Council.

Mrse Joan Saffo advised the Council that the first neighborhood
meeting of 1977 will be held on Thursday, February 10 at 7 :30 P.M. at
