3/24/1958MINUTES -OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNIA The regular meeting of the City Council of the City of Rolling Hills was held at 7:30 p.m. Monday, 24 March 1958, in the City Hall. The meeting was called to order at 7:45 p.m. by Mayor Goodman. ROLL CALL Present: Councilmen Bullard, Elliott, Tourtelot, Weitzel and -Mayor Goodman. Others Present: City Clerk Gilbert Myers, Deputy City Clerk Phyllis Stockdale, City Attorney William Kinley, Capt. R. K. Weddle of the Lennox Sheriff's Station,, Mr. -James Algie and Mr-. Arthur G. Will -of the County Administrative Office; Mr. Leslie Cunningham, Mr. Fritz Ripley,'Mr. A. J. Cole of the Lomita News and Mr. Fraser MacMinn of the Daily Breeze. MINUTES - MEETING OF 10 MARCH 1958 It was moved by. Councilman Bullard, seconded by - - Councilman Weitzel and unanimously carried that the minutes of the meeting held 10 March 1958 be approved as written. LETTER - ROLLING HILLS COMMUNITY ASSOCIATION The City Clerk read a letter dated 19 March 1958 from the treasurer of the Rolling Hills Community Association requesting payment of $2,137-09'for the cost of gate oper- ation for the month of February, 1958. The Manager stated that the enclosed bill was correct and that the services listed haa'been performed. He was directed to write to the treasurer of the Association stating that the bill would be held for payment or refusal pending the outcome of the litigation over the January bill. CITY BILLS The City Clerk read the register of bills to be allowed. It was moved by Councilman Elliott, seconded by Councilman Bullard, and, on roll call vote by the City Clerk, unanimously carried that Demands 138 through 145 be approved and paid from the General Fund and that Demand No. 146 be approved and paid from the Special In Lieu Fund Account -as follows: Demand No. 1:8 Gilbert B. Weddle of the Lennox Sheriffts Station,, Mr. Arthur G. Will and Mr. James Algie of the County Administrative Office appeared before the Council to discuss the enforcement of Ordinance No. 16, the Traffic Ordinance. During the discussion that followed it was pointed out that if the City contracted for 1/8 of a unit for traffic enforcement, then both general law enforcement and traffic enforcement would be furnished by both the extra unit and regular service already contracted for. It was moved by Councilman Bullard that the City of Rolling Hills, pursuant to its *General Services ces Agreement, call upon the Sheriff's Department' of Los Angeles County for 1/8 of a unit additional service for traffic and general law enforcement during the period April 1 through June 30, 1958. - The motion Was seconded by Councilman Tourtelot and unanimously carried. INTRODUCTION OF ORDINANCI.NO, 1Z Proposed Ordinance No. 17 entitled "An Ordinance Amending Ordinance No. U-3 Providing for the Presentation and Approval, Disapproval -and Payment of Claims Against the City of Rolling Hills, California" was introduced by Mayor Goodman., -who also moved that the reading of the ordinance in full be waived. The motion was seconded by Councilman Weitzel and unanimously carried. GRADING PROBLEMS Mayor Goodman told of a meeting that he and Capt. Myers had attended with representatives of the County Building Department at which Ordinance No. 12 was discussed. A two point program was developed; first, compaction would be required, and second, no grading would be permitted until the Planning Commission had stamped its approval on the grading plan and issued a permit therefor.' -A-'- letter was directed to be sent to the Bi-iildirig-Inspebtor requesting compaction of all fills under Ordinance No. 12 and the City Attorney was directed to prepare an urg-ency ordinance setting forth this program for presentation at the next meeting. APPOINTMENT OF SPECIAL COUNSEL The name of Walter S. Binns for the position of counsel for the City.Treasurer in the forthcoming liti- gation with the Community Association was presented to the Council by Councilman Bullard with -a brief report of Mr. Binnst qualifications. After discussion it was moved by Councilman Tourtelot that Councilman Bullard be appointed a committee of one to employ Mr. Binns as special counsel for the defense of the City Treasurer in the forthcoming litigation and that $500 be appropriated to pay the costs of such litigation. The motion was seconded by Councilman Elliott and unanimously carried, AMENDMENT TO FIRE PREVENTION CODE Mayor Goodman reported that after studying the proposed amendment to the Fire Prevention Code he found it was not applicable to our needs and recommended the removal of this item from the agenda. RANCHO MUTUAL REPORT Mayor -Goodman reported that a meeting of the stock- holders of the Rancho Mutual Water Company will be held April 21, 1958 at Dapplegray School to vote on the pro- posed'merger. He said it was his understanding that notices of the meeting would be in -the mail in approxi- mately two days. TRIPLE LANE GATE It was reported by Mayor Goodman that the Palos Verdes Properties engineer -was discussing the triple lane gate project with Mr. Friend. COMMUNITY RECREATION AREA Mr. Kinley-reported that ho -had' -received descriptions of the four parcels -in Tract 19040 to -be served by the road easement through the Community Area•and stated that. after the necessary gran.ts'of easement had been made'the condemnation proceedings against the Community Area could be filed. PURCHASE OF PICKUP TRUCK AND TRAILER FOR TREE WATERING Discussion followed on the need of watering the trees planted by the Garden Club along Portuguese Bend Road, Crest Road, Eastfield Drive and Southfield Drive. Mayor. Goodman suggested that the City secure bids for a half -ton pickup truck and 500 gallon trailer to be used to water these trees. Councilman Tourtelot was appointed a com- mittee of one to' investigate costs of new, used and repossessed trucks. APPRECIATION OF RETIRING COUNCILMEN Councilman Weitzel said that he had enjoyed serving - on the Council during the past year; and'Councilman'EIliott joined in expressing similar -appreciation and said that Yie would miss the further association with_'the "members of --the Council. The Mayor thanked the retiring Councilmen for - their important services to the city during its formative period. ADJOURNMENT There being no further business to come before the meeting, it was moved by_Coimcilman Weitzel, seconded by Councilman Elliott, and unanimously carried that the meeting be adjourned at 9:45 p.m. City Clerk APPROV n Mayor
