In a memorandu.m dated October 11, 1977 , the 5teering Commi�tee
requested �hat a revised copy of the J'oint Power� Agreement for Pha�e
III of �he South Bay Corridor Study be executed, The revision was fou�.c�
�egally necessary beeause the County of I.os Angeles has dete�mined no�
to be an official pa�'� of Phase III, and it was neces�ary to remove a11
�references to the County, except historical referenees ,

'TRAFF�C SA�'ETY ON PALOS VERDES DRIVE EAST 150 ,
Councilwoman Swanson reported that at a neighborhood meeting fo�
re�idents in the Eastfield area held on October 13 , 1977, a number c�f
residents expressed concern about traffic safety on Palos Verdes Dx�o E,
s�nce the markings have .been changed fronn a solid center line to a
broken lineo As a result of the change, which permits passinge and
becau�e of the curving road and an overgrowth of hedge� and plant�.ngs
wl�i�h obstruct visibility, there have been numerous accidentso Council�
�,roman Swanson sa�.d that she had di�cussed the matter with the Traffic
Conunissioner in Rancho Palos Verdes , since Palos Verdes Drive Eas� is
located �n that city9 and he said he had received several calls, but the
�hange had not been in effect long enough to evaluate �he results , Sev�
eral calls were also made to Los Angeles County Road Department9 and
Councilwom�n S�ranson said the Road Department would work wi�h the City�
of It�.ncho Palos ilerdes to review the situation and make recommenda�ions o
,;� Council�roman S�,�ranson suggested that �he City Council write a lettex� �
� to Rancho Palos Verdes expressing the concern of Rolling Hills residen�s
:!: about the change in marking9 which eneourages unsafe passing9 with a
� copy sent to Los Angeles Count}� Road Department> Mayor Crocker directed

REQiJEST FOR RELEASE OF° GRADING BOND ON LOT 7, TRACT 29383 168
A letter dated October 18, 1977 from Kenneth Ro KvaIIunen, Deputy
C�ty Engineer, Department of County Engineer, was presented to the
Councilo
With regard to the riding ring on Tract 29383 , Mro Kvamman advi�ed
that the Geology Section reco�uunends that �he "restricted use" a�°ea shown
for Lot 7 on the recorded map remain as is and not be r�moved, since .
the Geology Section did not review or approve a grading plan fo�° the
wox°k, p�ior to or upon completion, and the exact dimensions of the
completed key is not knowna Further, Mro Kvammen stated that th�
"restric�ed use" designation will help to protect the City in the fu��re
�s detailed information could be required prior to construction on or
the change in use of the siteo
Councilwoman Swanson asked that the record show that she is �oncern�d
about the drainage at the site, and would like information from the City
Enginee� abou� adequacy of the drainageo
. Niayor Croeker directed that the matter be held on the agenda until
a letter is received from the County Engineer approving release of �he
bond and commen�ing on drainage on Lo�t 7 <

Niayor Crocker advf�ed that the developer of Rolling Hills has w���ten
a book and provided photographs of the area which can be published for
$�09000 - $189000, depending on the number of books published, �'rom
29500 to 5 ,000 eopiesy and depending on the type of cover chaseno lv[�yor
Crocker s�a�d he had read the manusc�°ipt9 which he said is well written
arad. interestin.g a s�nce it conveys Nir a Ao E o Hanson' s observation� of '
early dayys in Rolling Hills , raritten in his personal style. The 1Kayor
said a deci�fon must be made as to who will publish the book; whether a
p�ivate party will advanee the money and get the net proceedsy or whether
the Ci�y �hould do ito If the City declines to do it and publishing is
paicl for pri�ratel�, the profits can go �o a designated reeipient9 such as
tl�e Boy Scoutse Mayor Croeker said i� is necessary to pro�eed immedia�ely
if the book is to be ready for the 1977 holiday season, and the Mayor saicl
he wi�hed �he reco�d to reflect that the matter is being presented to �he
Ci�t�; p��,va.te fund�ng will be sought only ff the City declines �o assu�me

Counciltnan Pernell . said it tiras his opinion that the Ci�y should
r�ot enter into a busines� o He suggested that other orginizations in

and if necessa,r}r, the City could advance , seed money to get the p�°oj ec�
startedo He reeo�ended that the opportunity be published to Community
drganizations , and they be encouraged to asstime the publicationo
Cour►cilwoman Swanson said she had diseussed the matter wi�h the
�resident of The Rolling Hills Womens " Club, and she was not intere�ted
az�d sa�,d she did raot think the membership would be interestedo Coun-
cilwoman Swanson aslced the City Attorney whether public funds could be
u�ed �o unde�ite such a project if a profit would be made from the

Counc�lman Heinsheimer said tha� since Mayor Crocker has indicateci
that he raould be �will�ng to finance the project as an indiv�,dua19 he
wished to move �hat the Council support his proceeding with the pu�bl�-

sa,id the motion was not in ordera Councilman Rose agreed that the Ci��
should decline to comment on an individual' s intent, and shouTd �i�he�

Councilman Rose safd he would be in favor of the City publishing

ory cap�citya since he has had previous experience in such a project,

I�Iayor Crocker reopened the hearing on an appeal filed by Dro Sam
Wolinslcy, 8 Reata Lane , in response to an opinion of the Ci�y Manage�°
follow�.ng a complaint filed by NLrso Dorothy Vinter, 9 Reata Laneo
Mro Al�red Marotta, attorney for Dro Wolinsky, requested that tTie
hea��,ng be postponed �o that letters from residents submitteci to the
Council could be checiced for their veracityo The City A�torney said
�hat since the appeal was filed by Dre Wolinsky upon receip�t of the
C�ty Manager` s findings , anel the additional letters were ineidental
to �he o�iginal matter, the Council should proceed with the hearing,
sin�e the appeal �aas filed `by the applicant and the fee �aas paid wi�hin
ten da�s after �eceip� of the le�ter as required by the ordinance9 an,d
the hearing was also scheduled in accordance with the ordinance> Fur�
��e�� �lro Kinley advised the Council that afte�e reviewing and consid-
ering all evidentiary matters relating to the decision of the City
Manager, the Council should make one of the following decisions : 1) tTp-
hold �he decision of the Manager; 2) Reverse the decision of the Manager;
3) D�,smi�s the appealo Mayor Crocker polled members of the Council as
�� wl�er�he� they `aished to proceed with the hearing on appeal , and all
agreed that the hea�°ing should proceedo
Dro Wolinsky adv�sed the Council that when he received the le�tte�
fr�an the C�ty l�Ianager and a copy of the complaint filed by Mrs o Vinte�

he felt bad about the death of the Vinterse dog, but it was liis opinion
tha,t the�e were circumstances tahieh should be reported to the Couneil�
Dr, Wolinslcy said that some small dogs are agressive and large dog� ean
be gentle anci not vi�iouso He stated that the Vinters ° small dog repea-
tedly �ame to his property and challenged his Great Dane, which is loyal
and does not seek f�,ght� w�th other dogs , but is not afraid of a figh�Co
Dro �Jolinsky said hi� dog �ras injured in the fight, and had to have
medical attentiono �°u�ther , Dro Wolinsky said some of the statemen��
in the complaint were hearsay, and he resented the statemen� that �he
f�ght r,�ras witnessed by members of his family, since six friends of his
daughter �ere presen� on his property, but the group did not in�l�de a
member of the Wolinsky fama,lyo �urther, Dro Wolinsky said the s�ate�
ments in one of the letters submitted were not unbiased, since he and
the husband of the c�oman who wrote the letter have had an unfriendly
re�ationship �esulting from another mattera Finally, Dre Wolinsky said
i� was his opinion that lack of a leash law has resul�ed in many dog
fights in the Cityo Dro Wolinsky said that Mro Carl Peternell, a
;X; fo�zner neighbor9 wa� present to tes�ify that the Wolinsky dog was not

� I�Iayor Crocker asked Dro Wolinslcy to eomment on statements in the
� complaint and in other letters that the dog is threatening and menac�ngo
Dr, Wolinsley said he has owned �he ciog for seven years ancl no one ha�
been bitteno He said the dog has grown up with his family and gene�°-
al�y �emains on his propertya The �nlolinskys do not fear the dog, he
said9 but children shriek and run when they see the doga
Nlro Anthony Vinterg 9 Reata Lane, submitted a sketch showing the
relative lo�at�.on of �he Wolinsky and Vinter houses on a common drive-�
�ray at the end of the eul de sac on Reata Laneo Mro Vinter advised the
Co�r�cfl tha� it is his opinion that the letter submitted by I�Irs o Vinter
��uly represented the attack on their doga He said the Great Dane is
�e�ey large anci presents a frightening appearance, ancl he does bark a�t
the children; when �he large dog approaches his children and barks they
are badly f�°ightenedo Mro Vinter said they have replaced thei� dog,
but h�s major concern is about the Dane° s next attack, stating that a
ch�.ld can not be replacedo Mro Vinter stated that the attack on h�.s
dog occurred on October 10 , and the vet' s bill submitted by Dro Wolinslcy

I�rso Vinter said she did not witness the attack on her dog, but she
did hear he� ciaugh�ter and another little girl screaming as they watched,
anai when she ran to the sceney the Great Dane had her dog in his mou�h�
In response to questions about how long the Vinters �xperienced a p�ob-
lem raith the Wolinsky' s dog, Mrso Vinter said that on the clay they mov�c�
� ���o their home the Grea� Dane would not let them into their garage , arad
V��riana Wolinsky, Dro Wolinsky` s daughter, introduced herself and sa�d
the dog was accustomed to wandering abouto Mrso Vinter said the dog was
u�ecl to �oming onto their property, since the Vinters and Wolin�lcys share
a common driv�wayo This has been a problem, Mrso Vinter saidm and �he
Dane has rushed at her �rhen she went for her mail, and the children are
af�°aid to walk along the dr�.veway, although they are not afraid of o�her
large ciogs o
Mr� o TnTolin�lcy addressed the Council and said there was no problem
�rith the �'ormer owner of the Vinter home, and it was her opinion that
�che Vir�ter boy provoked the Wolinskys' dogo When Mrse Vinter telepl�oned
her to request that the dog be kept in, she suggested that they attempt
t� malce friends with �he dog, since it never has bitten anyone, �,nd is
no� cons�dered vieiouso
Mro V�nter advised the Council that none of the letters �ubmit�ed
to �hetn taere solicited, but �rere wr°itten in response to a noti�e of the

IKr, Ron McAlpine South Bay Engineering Corporation, ciisplayed a
tc�pographical map with an overlay sho�ring the vicinity of Dr, Wolins�Cy' s
property9 and he explained the q�antity and source of drainage �ra�e�
�ahich �s causing the problem on the propertyo Mro 1�IcAlpin explained tha�
�he ove�°lay shows the tributaries and he explained the comp�xtation �ahieh
de�e�xnines the volume of water which is contributing to the erosiono M��o
M�Alpin said that computations shor,�r that a concentrated flow of approxi-
mately 36 cubic feet of water per second reaeh the area of erosion; of
that �igu�e, 17 cubic feet come from the Flood Control Distric�' s sto�m
drain, 11 feet come from the area above Dre Wolinsky° s stable and less
t�an 8 fee� come from the stable area and Georgeff Roado The inajor
e�°osion occurs where all the water comes together8 he saido

2 �0 3 feet high, be installed along the private road which p�o�ides
ac�ess to Dra Wolinsky` s barn, and that 80 feet of pipe be ins�alled
