3/27/1978MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL CITY OF ROLLING HILLS, CALIFORNIA March 27, 1978 A regular meeting of the City Council of the City of Rolling Hills was called to order at the Administration Building, 2 Portuguese Bend Road, Rolling Hills, California by Mayor Pernell at 7:30 P.M. Monday, March 27, 1978. ROLL CALL PRESENT: Councilmembers Heinsheimer, Crocker, Swanson, Rose, Mayor Pernell ABSENT: None ALSO PRESENT: Teena Clifton City Manager William Kinley City Attorney Mr. & Mrs. Charles Meurer Residents Kip Goldreyer Resident Beverly Pernell Resident Wayne Pernell Resident Becky Raine Resident APPROVAL OF MINUTES 2-6 The minutes of the meeting of March 13, 1978 were approved as corrected and accepted on a motion made by Councilman Crocker, seconded by Councilman Heinsheimer and carried by the following roll call vote: Ayes: Councilmembers Heinsheimer, Crocker, Mayor Pernell Noes: None Abstain: Councilman Rose Absent: Councilwoman Swanson OATH OF OFFICE 2-12 Following approval of the minutes, the City Clerk administered the oath of office to Councilman Rose for a full term of four years. FINANCIAL REPORT 2-20 Councilman Crocker presented the financial report dated February, 1978, explaining that the reason for being over on the wage for the maintenance was due to the storm damage. Asked if the Equestrian Recreation fund money had been spent to improve the Hix Riding Ring, Mrs. Clifton explained that it has not at this time, as they were held up due to the rain. It was moved by Councilman Crocker, seconded by Councilman Rose and carried by the following roll call vote that the report be approved and accepted as presented: Ayes: Councilmembers Heinsheimer, Crocker, Rose, Mayor Pernell Noes: None Absent: Councilwoman Swanson ARRIVAL Councilwoman Swanson arrived at 7:45 P.M. I 59 March 27, 1978 PAYMENT OF BILLS 2-29 A`P44Pm1k'-,1 Councilwoman Swanson moved that Demands No. 6913 through 6958, with.the exception of Demand No. 6930, which was voided, be paid from the General Fund. The motion was seconded by Councilman Heinishaimer and carried by the following roll call vote,' Ayes; Councilmembers Heinsheimer, Swanson, Rose, Crocker, Mayor Pernell Noes; None PUBLIC HEARING - FLYING -TRIANGLE EXTENSION AREA 2-47 Mayor Pernell opened the public hearing been stated that several communications have been received and it had een-specifically requested that the letter from Richard and Carole Hoffman, 73 Portuguese Bend o Road, be read into the record; Mrs. Clifton read the letter in full.' co Mayor Pern6ll then asked for any comments from the audience and no 0 one came forward. Councilman C ' rocker..said he, Mayor Pernell and the City Attorney attended the Flying Triangle community meeting., along with members of < zhe Board of the Community Association, and explored many of the things that might come up in the matter and may be why no one had appeared at the meeting. Mayor Pernell said -that correspondence had also been received,, -,-,- from Becky Raine, resident of Flying Triangle, stating if .the annexa- tion does go through that no guarantee of any specific number.of home - sites should go with the annexation. At this time, Mayor Pernell closed the public hearing. Councilman Rose moved to approve the annexation of the six acres subject to Palos Verdes Properties relinquishing all of its easements from property outside the borders of the City, allowing passage into the City to.,the Rolling Hills Community Association. Councilman Crocker stated that before giving final approval a letter be obtained from the County Engineer TS Office stating that they -have reviewed the geology of the six acres andthatthe property is stable -in its present condition. Mrs. Clifton said there is a report on file from Converse -Davis regarding stability and the -County Engineer's Office could review it, but to acquire this kind of report from the geologist would not be done without charge. She estimated it would be approximately $150,, payable by the applicant. The motion was seconded by Councilman Heinsheimer and carried by the following roll call vote: Ayes. Councilmembers Heinsheimer, Swanson, Crocker, Rose, Mayor Pernell Noes: None TRACT 31873 - RELEASE OF BONDS - ROBERT SCHRANK, MIDDLERIDGE SOUTH, 2-154 Held- on.. agenda. -2- March 27, 1978 TRACT 32256 - ROGER MEURER 2-156 The subcommittee report prepared by Councilwoman*Swanson was sub- mitted to the Council in writing. A brief review by the Council of the findings of the subcommittee followed. Upon review of the report, Councilman Crocker expressed concern that 35 to 40 trees would have to be removed, a large retaining wall would have to be built and considerable fill would have to be added as this involved a 45 degree bank in many places. Councilman Heinsheimer moved that the alternative conditions to the tentative map of the proposal made by the applicant and contained in his map marked Exhibit A, dated 2/23/73;.having on it an attachment for proposed and existing trails which would include the standard-.th"re.e rail white fence on each side of the trail, be approved. Motion was— seconded by Councilman Rose and carried by the following roll call vote: Ayes: Councilmembers Heinsheimer, Crocker, Rose Noes: Councilmember Swanson and Mayor Pernell AERIAL MAPS OF THE CITY OF ROLLING HILLS 2-382 The Council instructed the City Manager to get a set of aerial maps of the City, and she indicated she would order them immediately. B.F.I. RUBBISH COLLECTION STATUS REPORT 2-400 Mrs. Clifton told the Council she had been in contact with B.F.I. and that they were trying to meet the franchise requirements as discussed at the time of their personal appearance before the City Council several months ago. She told the Council that she intended to have maintenance men ride with the drivers for a full work week to mark down the amount of cans of rubbish generated by each household and to obtain a report of facts about each service pickup. PALOS VERDES DRIVE NORTH CONCEPTUAL DESIGN PLAN 2-397 Mayor Pernell told the Council he had been in contact with Mayor Nell Mirels of Rolling Hills Estates and that the Council was invited to participate in a decision regarding the plan. As soon as the plan is ready, the Council will be notified and a meeting set up with the Rolling Hills Estates Council on one of their alternate nights. RESOLUTION NO. 400 AUTHORIZING PARTICIPATION IN 911 2-418 EMERGENCY TELEPHONE SYSTEM PLAN Held on agenda. FROM THE COUNCIL Donald Crocker-, C.ounci.lman..Crocker-.exp.,ressed concern regarding.the Wolensky property, and. that it would be very easy for the trail to give way. He suggested that signs*be put up or something be done to warn the people of the dangerous condition that exists. The City Attorney suggested that he write a letter to Dr. Wolensky's legal *counsel telling him,.that the City Council is� concerned about the problem. -Mayor Pernel*l ditected.the City Attorney to take whatever action isnecessary to:safeguardtheearrea.. Masbn Rose-.,.,,. 2-498 Councilman.Rose suggested that now that trail maps could be -made., Co available to members of the community that maps should be printed. He (JD also suggested that since the issuing of trail badges was operating at 0 a loss that the Board of Directors should explore the possibility of raising the cost of trail badges so the community does not incur a deficit in administering that p-rogram,.particularly in view of the fact that the residents are incurring great expense in repairing and main- taining the present trail system. Gordana Swanson 2-516 Councilwoman Swanson suggested that a jointmeeting of the Planning --Commission and City Council be held and that Councilman Hein- sheimer, who is new liaison to the Planning Commission, arrange for such a�--meeting. The -Mayor so ordered. Godfrey Pernell Mayor Pernell stated he has asked the City Attorney to look into the Owner Occupancy Ordinance which Palos Verdes Estates has investigated. Mayor Pernell asked the City Manager to come back to the Council wi,th,a -recommendation as to a control of grading as it relates to the existing ordinances. MATTERS FROM THE AUDIENCE 2-572 Beverly Pernell appeared before the Council representing "Switchboard", which is a Palos Verdes hotline, stating that -.they are having an open house on April 14, and the public is invited --to come and see how the organization operates.
