LOS ANGELES COUNTY ENGINEER SUBDIVISION FEES 1730
In a letter dated August 31, 1978 the County Engineer advised that
processing fees for tract maps and parcel maps were recently increased,
and the increase would become effective on September 22, 1978. Mrs.
Clifton recommended that the Council adopt a,resolution which would in-
crease the fees charged by the City.
Councilman Heinsheimer said the Council had agreed.previously to
allow for an administrative charge in addition to the specific fees
charged by the County for individual subdivisions, and other members
of the Council agreed with that interpretation of policy. The Manager
was directed to present a list of proposed subdivisions at the next
meeting for consideration of fees to be charged.
REPORTS FROM STAFF
HIX RIDING RING 1783
The Manager reported that she had visited the site of the riding
ring on Buggy Whip, and it was her recommendation that the entire mat-
ter should be reviewed with the engineer, geologist and City Attorney
before recommendations for corrective work are made to the Council, as
additional information will be needed before any corrective work can
be started.
WEED ABATEMENT 1825
I The Manager reported that Mayor Pernell had spoken with Chief
Schneider about the fireroad to be cut at the southerly boundary of
the City, and she reported that the tractor is now at the location.
Mrs. Clifton explained that the work would be started at Crenshaw
Boulevard in Rancho Palos Verdes, cross the "Burma Road" and end in
the Flying Triangle, in the vicinity of the southern terminus of.
Portuguese Bend Road in Rolling Hills. The Manager said she had dis-
cussed the matter with the Hoffmans and Mrs. Raine, and they concurred
in the need for grading a fire road in that area, but were concerned
that it might provide an additional unauthorized entrance to the City.
The Mayor said that he expected Dr. and Mrs. Hoffman to attend the
meeting, and he held further discussion of the fire road, to be resumed
later in the meeting.
With regard to individual violations of the Fire Code, the Manager
said that all but a few of the violations have been taken care of and
the remainder are concerned with deposits of manure, rather than growth
of weeds and brush. Those cases have been referred to the District
Attorney, the Manager said.
POPPY TRAIL RECONSTRUCTION
In a written report to the Council dated September 11, 1978, the
Manager advised that work on the Poppy Trail reconstruction would com-
mence on Wednesday, September 13, at 7:30 A.M.—Further, the Manager
said she hoped the project would be completed and the road would be
ready for resurfacing by the end of the week of September 18.
Councilman Crocker said that he is concerned about the procedure
on the revised plan, since after the initial bids were rejected, an
alternative solution was developed and theworkwas contractedfor

bids are required for purchase of materials which exceed $2,000; the
cost of the pipe is less than that amount and the soil which -has been
stockpiledwas free. An outline of labor charges was presented to the
Council as follows: Mr. Herb Smeltzer, Pipe Contractor, will be the

field supervisor and will char e $`40000 per hour for his personal time,
and will charge an additional, 38000 per hour for use of his back hoe.
The crane and boom will cost $110000 per hour,-plifs portal to portal
charges from the Long Beach area. Mrs. Clifton said she got prices from
three suppliers of pipe, and had chosen the lowest` lineal foot price
quoted.
Councilman Crocker said he is concerned about the legality of lack
of bids on the revised. -plan, and stated for the record that he wished
to have a statement from the City Attorney about the legality of amend-
ing a plan and proceeding without a contract. He said, further, that
he is concerned about a possible overrun of costs, since piecemeal con-
tracts for work done on an.hourly basis lack the incentive which exists
in competitive bidding. Councilwoman Swanson asked that the record show
that she shares that concern, and that she considers it good business
policy to have an agreement for services performed. She --:suggested that
all persons working on the project be asked to sign an agreement or con-
tract., Mayor Pernell said he is monitoring the project very closely
with the City Manager. He said, further, that he feels a sense of
urgency to have the project completed as soon as possible to eliminate
further inconvenience to the homeowners in the area.
Councilman Crocker asked about public liability insurance. The
Manager said the City carries liability insurance, and in addition, the
company from whom the equipment is rented is supposed to have complete
coverage for public liability and workmen's compensation, for the equip-
ment and the operator, The Manager said she would check on the insur-
ance coverage for the project.
Mayor Pernell said the staff would act on the Council's recommend-
ations and would continue to advise them on the progress of the recon-
struction.
PRESENTATION TO L.D. COURTRIGHT 70-2
Mayor Pernell presented a copy of the book Rolling Hills, The Early
Years, by A. Eo Hanson, autographed by Mr. Hanson, and inscribed: To
Larry Courtright in recognition of and appreciation for your.generous
and capable contribution in guiding our City on,the, path of"fiscal
soundness. With all best wishes, Godfrey Pernell Mr. Courtright
thanked the Council and Mayor Pernell for the book.
EXECUTIVE SESSION 79
Mayor Pernell said that a publication of the League of California
Cities stated that general salary -issues are not the subject for an
Executive Session, although consideration of salary adjustment.based
on performance of an individual can be taken care of in Executive Ses-
sion. Mayor Pernell said it was his interpretation that under the Brown
Act, consideration of all salaries at one time by the Council should
take place in open session. Councilman Crocker said he would agree that
a cost of living increase across the board should be an open matter, but
since the Council reviews individual performance of employees and the
recommendations of the personnel officer before approving any increases,
it was his opinion that such discussions should not be in open sessions
Councilwoman Swanson said it was her understanding from the League bul-
letin that general increases should be done in open session since salar-
ies are public information, but she agreed that discussion of individual
personnel should bake place in Executive Session.
AIR QUALITY MANAGEMENT BOARD --SCAG 95
Councilwoman Swanson said that SCAG is working with the Air Quality
Management Board in an attempt to find ways to clean the air, and SCAG
has asked for input from the cities. After approval by the SCAG Trans-

portation and Utility Committee, the report- would be submitted to the
Air Quality Management Board for review by various committees. The
cities have been asked to present their input by October 2, and Council-
woman Swanson said she considers it vital that all cities participate
in the decisions regarding clean air, and she asked that Rolling Hills
take an active part. Councilman Heinsheimer, a member of the Board,
said he had made a number of comments to a member of SCAG's staff, and
he would make his comments available to the Council.
Councilwoman Swanson said neither she nor Councilman Crocker would
be able to attend the SCAG meeting on September 14, and she asked that
if possible another member of the Council attend to represent Rolling
Hills,
JOINT POWERS AGREEMENT - TRASH COMPANIES 148
Councilwoman Swanson said she read that a number of trash collec-
tion companies had signed a Joint Powers Agreement approving a local
(� transfer station when the landfill is closed, and she noted that BFI
did not sign the agreement. She said she is concerned that BFI'does
not appear to be joining in.the group which is looking ahead to pos-
sible problems in 1980° Mayor Pernell said it was his interpretation
that a number of private entrepreneurs are attempting to get into a
Q monopoly position and no specific proposal has been made. Their gen-
eral position is one the Sanitation District is considering also, the
Mayor said.
ABSENCE FROM NEXT MEETING 164
Councilwoman Swanson and Councilman Heinsheimer advised the Mayor
that they will not be present at the next Council meeting, The Mayor
asked that staff contact Councilman Rose to determine whether there
will be a quorum of members available for the next regular meeting on
September 250
EMERGENCY FIRE BREAK 170
Mayor Pernell said he had expected Dr. and Mrs. Hoffman to attend
the meeting to hear the discussion of the fire break, but since they
did not arrive, he asked the Manager to continue her report on the
matter. Mrs, Clifton said residents in the area have expressed their
concern about scraping a fire break which would result in a smooth
surface which might encourage use by four-wheel vehicles and motorcycles
which use such surfaces to gain unauthorized access to the City. The
Manager said she will ask the City Manager of Rancho Palos Verdes to
post an appropriate sign on the gate at the end of Crenshaw Boulevard
so the Sheriff can act on any violations. Further, Mrs. Clifton said
Rolling Hills will attempt to eliminate unauthorized traffic.
MEETING OF MANAGERS WITH COUNTY ENGINEER 198
The Manager reported that Managers of Contract Cities in the South
Bay area will meet with the County Engineer and his staff on September
20 to explore alternatives to expedite plan checking. Mrs. Clifton
said that a meeting will be held with the Department of Animal Control
in the near future, and during the first week in November the Managers,
representatives of the Sheriff's Department and local chiefs of police
will meet with District Attorney John Van De Camp to discuss their con-
cerns about arrests and lack of prosecution.
SPECIAL TRASH PICK-UP CHARGES 209
The Manager reported. that residents have been billed for a special
trash pick up, and all but four residents have paid; the total of the
outstanding balance is less than $1000

The Council agreed that although the residents could be taken to
Small Claims Court, the balance due did not justify the action, and the
charges should be absorbed by the City.
DRAFT LETTER FROM RANCHO PALOS VERDES 237
A draft of a letter which the City of RanchoiPalos Verdes has
requested be sent to their -City expressing support of Mayor Ken Dyda's
application for a Federal Land ;and Water Conservation Fund Grant for a
park development at the former Army Nike Missile Installation Site was
presented to the Councils Approval of the letter was by unanimous con-
currence of Council members present.

The Mayor recessed the meeting to a Personnel Session at 9:05 PM.
MEETING RECONVENED
The meeting was reconvened and Mayor Pernell announced that the
matter of salaries, considered in Personnel Session, will be held on
the agenda for approval by the Board of Directors of the Rolling Hills
Community Association.
ICMA CONFERENCE 260
Mrs. Clifton advised the Council that the International City
Manager's Association Conference will be held in Cincinnati October 14-
16, and she said it is a budgeted item. The Council authorized the
Manager to attend the conference.
