Mayor Pernell set Monday, November 13 , 1978 as the date for a
public hearing on the p�oposed ordinance, and he asked that copies
of the ordinance be t�rnished to members of the Planning Commission,
and th�t resident� be advised in the Newsletter of the date of the
public hearingo �.

had reviewed the budget as revised, and was satisfied that all change�

Cha�rman, advised that the Second Annual Homes Tour for Mirales�e High

i�ollirag Hill� homes will be ineluded in the tour, and luncheon �aill��'be
s�rv�d in the Ci�yo Mrsa Ruth said 500 people are expectedo }Y"

�on�ern of the Council, other matters such as security should be re-
ferred to the Board of �irectors of the Rolling Hills Community Associationo
Mrse Ruth adciressed the Council, and said that sinee it is a social
event9 mo�� ca,rs �ontain more than one parson and arrive and depart at
clifferent timeso Last year there were approximately 50-60 cars present
at one time9 and �he sa�d members of one of the high school service

of the Council which would increase the fee for appealing a decision

Dro Chesley Houslce , 3 Spur Lane, advised the Council that he is
in the process of re�roofing a portion of his roof with shingles which
mateh the existing roofing material, and has been advi�ed by the
Manager that he is in violation of �he City° s ordinanee �ahich requires
that all re�roofing projects in excess of 25'/0 of the total roof area
use �lame-X treated shingles over a fire resistant baseo Dre Houske
pre�ented a letter dated Oetober 8 , 1978 from Lo Do Hankins , 4 Spur
Lane, advi�ing that the total roof area of Dro Houske' s home is 5550
square feet, and the total area of improvemen� i� 1700 square feet; the
�mprovement is approximately 3006'/0 of the total area, or about 300 square
fee� in e�ce�s of 25% of the total areao Dre Houske said he had com-
puted the roof area as approximately 5400 square feet, and the roofer
had estim.ated �t to be 5683 square feet; thereforea he asked Mre
Hankin� , who �s an engineer and a mathematician, to make the calculationso
Dro Hou�lee sa�d, further, that he was not aware that a permit was re-
quired for roof repairse He asked that the Council waive the require-
�aerits of the orclinanee and permit him to continue with the project, which
ha� been �ompleted except for ridge shingleso Dro Houske said the job
was stopped at the orcler of the City Manager when she observed the pro-
je�t wh�le on a f�eld tr�.po
Counc�lman Crocker said several homes in the vicinity of the Houske
honne were destroyed in the 1973 fire, and the rigid requirements were
-acioptec3 to �void further losses in the futureo Mayor Pernell agreed
that requirement� for fire resistan� roofing should not be waived, and
he suggested that Dro Houske be given the option of removing the untreated
mater�al and replacing it v�rith approved material , or that �ie be allowed

to have the roofing which was recently `installed �re�t�d� with a fire
re�ardant material to comply with the or��nanceo
Following the discu.ssion Councilman Crocker moved that D�o Houske
be required to remove the 300 �quare feet of roof�ng material in exeess
of 25'/0 of �he total roof. area of his residence, t���ring the project �
into �ompliance with �he ordinance, or in the alterna�ive, if the project
is retained at 3006% of the �otal roof area, that Dro Houske be required
to have the entire roof, including the garage, sprayed w�th Flame-X, a
f�re �etardant substan�e, and that he obtain the necessary �ermits to
satisfy the requirements of the Ci�yo The motion was seconded by Council-

Mayor Pernell reported that the Sanitation Distri�t is concerned
that disposal site� are becoming fewer and farther betweene and the
P�los Verdes landfill will be completed no later than the end of 19800
°To date the Distriet has: not been able to gain co�amunity acceptanee of
the type o� large transfer stations initially proposeda and therefore
�ma�le� type �anitation facilities are being considered which would be
operated in conjunction with private enterpriseo All fee� would be the
�ame9 �o there would be no economic incentive to use any particular site,
