In a letter dated October 13, 1978 the City Engineer advised that
the water main,.system,and appurtenances for Tract,.29383 were inspected
by the City.Engineer and fire flow tested to the satisfaction of the
Fire Chief. The'Engirieer'recommended that the Council fin'O that all -

In a letter dated October 31, 1978 the City Engineer advised that

The Manager reported that the California Water Service Company was
contacted and advised that all work was completed as required. The City
Attorney said he had reviewed the matter and concurred with the recommend-
ation that the bonds be released.
A motion to release the Subdivision Water System Agreements and the
Labor and Material Bonds for Tract 29383 and Tract 31873 was made by
Councilman Crocker, seconded by Councilwoman Swanson and carried by the
following roll call vote:

ORDINANCE NO. 166 76
Councilman Crocker moved that Ordinance No. 166 entitled AN ORDI-
NANCE OF THE CITY OF ROLLING HILLS, CALIFORNIA DEFINING WORDS AND
PHRASES USED IN THE ORDINANCES OF SAID CITY, introduced at the meeting
of October 23, 1978, be adopted, and that reading in full be waived.
The motion was seconded by Councilman Rose and carried by the following
roll call vote:

ORDINANCE NO. 167 99
Councilwoman Swanson moved that Ordinance No.,
167 be amended
with regard to the fines imposed by increasing the amount of fines
specified in the Ordinance. The motion died for lack of a second.
Councilman Crocker moved that Ordinance Noe 167 entitled AN
ORDINANCE OF THE CITY OF ROLLING HILLS, CALIFORNIA PROVIDING FOR A
GENERAL PENALTY CLAUSE FOR USE IN THE ORDINANCES OF THE CITY OF
ROLLING HILLS, introduced at the meeting of October 23, 1978, be

whether the cities should have indiv'i ua!"'transportation systems or a
regional system. Councilwoman Swanson said she would continue to ad-
vise the Council on the progress of the -study and the recommendations made.
COMMERCIAL DEVELOPMENT AT PENINSULA CENTER 686
Mr. Kenneth Watts, a member of the Rolling Hills Planning Commission,
advised the Council that at the request of the Mayor he attended a pre-
sentation by the developers of a proposed commercial complex on 13 acres
in the Peninsula Center area.
In addition to two new department stores, Bullocks -Wilshire and May
Company, the complex will have 75 small shops, community rooms, a com-
munity theater and an ice skating pavilion, surrounded by a variety of
restaurants. There will be no access from Silver Spur Road, Mr. Watts
said; primary access will be from Deep Valley Drive and Indian Peak
Road, and entrance to most of the stores will be from inside the mall.
Mr. Watts said a large model was used for the presentation and slides
were shown. It is hoped that facilities which will be provided as part
of the development of the complex will enco�irage local shopping, since
it will generate income which would be distributed locally.
Mr. Watts said the City of Rolling Hills Estates has asked for input
from the City of Rolling Hills with regard to whether an Environmental
Impact Report should be required, or a negative declaration issued. The
City of Rancho Palos Verdes has requested an Environmental Impact Report,
he said. Mr. Watts said the proposed development has been enthusiastically
supported by local community and business groups. Mayor Pernell asked
whether there was any discussion about the impact on the already over-
crowded roads on the Peninsula; Councilman Heinsheimer expressed a con-
cern that development of such a complex could lead to pressure to open
Crest Road. Councilman Rose said the proposed development would attract
people to the Peninsula, and he would oppose it on that basis. Further,
he said the money would not go to the local schools, but would be dis-
tributed to all school districts in the State. Councilwoman Swanson said
there has long been a need for a community facility for Peninsula youth.
Mayor Pernell thanked Mr. Watts for attending the presentation, and
for his report to the Council. The Mayor suggested that a letter be sent
to Rolling Hills Estates applauding the type of development planned, but
expressing concern about the impact on traffic and Peninsula roads.
MINUTES OF NEIGHBORHOOD MEETING 809
The City Manager distributed copies of minutes of the neighborhood
meeting held on November 9, 1978.
LETTER FROM CABALLEROS
The Manager distributed copies of a letter from Caballeros reporting
a discussion at the Caballeros Board of Directors meeting about the Hix
ring. Mrs. Clifton said that after reviewing the matter in depth, it
was her recommendation that the soil in the ring be re -compacted. The
Manager was asked to obtain an estimate for the work to be presented to
the Council at the next meeting.
INSURANCE PROGRAM
A letter dated November 13, 1978 from Cal-Surance, outlining the
City's current insurance program and advising that the underwriters
are unwilling to add the Tennis Club to the underlying policy was
presented to the Council.
Mrs. Clifton said Mr. Mike Bogen is going to appear before the
Board of Directors of the Rolling Hills Community Association to

discuss coverage, and would attend a Council meeting if requested to do
so. Mayor Pernell asked that an appearance by Mr. Bogen be placed on
the agenda at 8:00 P.M. at the next City Council meeting.
CORRESPONDENCE TO THE MAYOR 887
MIRALESTE PTSA
In a letter dated November 10, 1978 Mrs. Dennis Pryor, President,
Miraleste PTSA thanked the Mayor and Council for permitting the PTSA
to use homes in Rolling Hills in the Tour of Homes on November 8. Mrs,
Pryor advised that $5500 was grossed from the sale of tour tickets and
copies of the Miraleste recipe books.
LETTER OF RESIGNATION FROM SOUTH BAY JUVENILE DIVERSION PROJECT
In a letter dated November 12, 1978 Mrs. Caki Greene, 4 Chester-
field Road, advised the Council that it was necessary for her to re-
sign from her position of Rolling Hills Citizen's Representative to
the South Bay Juvenile Diversion Project because she is moving out of
the area. Mrs. Greene urged the Council to continue to actively sup-
port the -South Bay Juvenile Diversion Project.
Mayor Pernell said an appointment to replace Mrs. Greene would be
withheld until further funding for the project has been assured.
LETTER OF RESIGNATION FROM THE ENVIRONMENTAL QUALITY BOARD
Mayor Pernell said he received a letter from Mrs. Kip Goldreyer,
3 Quail Ridge Road North, advising that it was necessary for her to
resign from the Environmental Quality Board because of other commit-
ments.
The correspondence was received and filed.
MEETING OF MAYORS
Mayor Pernell said Councilwoman Swanson represented him at the
most recent meeting of the Peninsula Cities' Mayors. Further, Mayor
Pernell said Rolling Hills has extremely good cooperation with the
Mayor of Rancho Palos Verdes, and Mayor Dyda will keep the City in-
formed on matters of -common interest, such as the moratorium in his
City.
GATE SECURITY
. Mayor Pernell said there has been some concern about security;:
and he asked Mrs. Clifton to speak to the matter.
Mrs. Clifton said there is increasing concern about burglaries,
especially the increase in daytime activity. A report has been
prepared, giving a break down of burglaries during the past three
years, listing the address, items taken, amount of loss, time of
entry and method of entry. The Sheriff did a critique and it has
been determined that there is little, if any, pattern. Burglaries
seem to be done randomly, and appear to be unprofessional. Mrs.
Clifton said that approximately 50% of the burglaries involve unlocked
doors to houses, keys left in cars, and items left out in the open in
easy view and access. She said the Sheriff agreed that residents
should be more careful. Councilman Heinsheimer said residents are
especially careless about firearms.
The Manager said the report would be presented to the Board of
Directors at their meeting on November 16, and copies would be sent
to members of the Council. Mayor Pernell said the road use permit
system should be thoroughly reviewed in connection with a study of.. -_--

DEPARTMENT OF COUNTY ENGINEER -FACILITIES, A. Go KEENE, GEOLOGIST 167
The City Attorney advised that as directed at the last Council
meeting, he wrote to Mr. Arthur Go Keene, Supervising Engineering
Geologist, Los Angeles County Engineer, requesting answers to certain
questions regarding the moratorium the City of Rancho Palos Verdes has
imposed, and requesting a recommendation from the Engineering Geology
Department with regard to protection of properties in Rolling Hills
O adjacent to that portion of the City of Rancho Palos Verdes.
Q A letter dated November 13, 1978 from Mr. Keene was presented to
Q the Council. `Mr, Keene said the area under the moratorium encompasses
the active portions of the ancient landslide known as the Portuguese
Bend Landslide. He stated that the City of Rolling Hills does not
appear to encompass any portion of the ancient Portuguese Bend Land-
slide. Mr, Keen said the areas of potential geologic instability within
and immediately adjacent to Rolling Hills are generally limited to
potentially unstable slopes and individual landslides not related to
the Portuguese Bend Landslide, and the potential instability is currently
controlled by the City's existing ordinances as enforced by the County
Engineer as the City Engineer. It was Mr. Keene's recommendation that
the City continue its ordinances with regard to building and grading
permits and subdivision of land. Mr. Keene said it was his opinion
that a moratorium similar to that of the City of Rancho Palos Verdes
is not warranted within the City of Rolling Hills.
The letter was received for the file. Councilman Heinsheimer
suggested that a letter be sent to Mr. Keene thanking him for his
prompt and concise reply to the City Council.
SLAG: PUBLIC MEETINGS, WORKSHOPS AND HEARINGS 222
Councilwoman Swanson reported that the Rolling Hills Newsletter
contained information regarding the Public Meetings, Workshops and
Hearings to be conducted by the Southern California Association of
Governments as part of their study of an Air Quality Management Plan,
A round table discussion on the matter will be held at the South Bay
Cities meeting at the end of this month, and she asked that the Council
support their representative in participating in the discussion and
making recommendations to SCAG. Councilman Heinsheimer said he agreed
that in order to make the December 15 deadline it would be adviseable
to have input from several cities, and -he said he would attend the
South Bay Cities meeting. Further, he said the Air Quality Manage-
ment Board is attempting to get as much input as possible from the
publico Councilman Heinsheimer said the Air Quality Management Plan
has been combined with Transportation by SCAG and it was his recom-
mendation that Transportation be considered on its own merits. He
said consideration of a "People Mover" should not be included in the
Air Quality Plano
Councilwoman Swanson requested support of the Council in her
position as representative of Rolling Hills to the South Bay Cities
Committee. With the concurrence of the Council, the.Mayor so
ordered.

PUBLIC HEARING, DIVISION OF LAND ORDINANCE 237
Mayor Pernell opened a meeting of a public hearing to consider the
proposed Division of Land Ordinance, and displayed the proof of publica-
tion of the notice in a local newspaper.
Mr. Kinley explained that the proposed ordinance would bring the
City's Subdivision Ordinance, which was adopted in 1966, up to date by
including all amendments to the ordinance, and would also conform to the
new Subdivision Map Act. He said there are no changes in requirements
for subdivision in the proposed ordinance; essentially it is an adminis-
trative change to conform with the requirements of State Law. The new
ordinance would be less cumbersome than the existing ordinance, since
it contains some procedural changes, and would also provide some remedies
not available under the existing ordinance; in the event a subdivision of
land is unlawful and was divided without going through the subdivision
procedure.
Councilman Crocker asked about the impact on subdivisions currently
in process. Mr. Kinley said if a tentative map has been approved by
the Council there would be no impact on that particular subdivision; if
the tentative map has not been approved by the Council prior to adoption
of a new ordinance, the new law would apply to the subdivision,
Residents who were present at the hearing requested copies of the
proposed ordinance. The Manager explained that the draft copy contains
in excess of 50 pages, and copies wAre made for members of the Council
and Planning Commission; in addition a desk copy for reference Is avail-
able to residents. Mr. Richard Colyear, 35 Crest Road West, said he
wished to purchase a copy and would pay to have the desk copy reproduced,
Mrs. Rosemary Bernstein, 9 Eastfield Drive, said she had reviewed the
desk copy in the office, but did not have sufficient time to cover the
entire document; she asked to borrow a copy to have it reproduced at her
expense. Mrs. Mildred Bell;, owner of property at 18 Cinchring Road,
expressed a wish to have a copy. The Manager was directed to determine
the price of reproducing material and to advise the Council at the next
meeting of the cost per page. Members of the Council said they would
lend their copies to residents who wished to review the proposed ordi-
nance.
Following review of the proposed ordinance, Councilman Heinsheimer
recommended that non -applicable wording be eliminated. Councilman
Crocker suggested that geologists be required to disclose the limits
of their liability. Mr. Kinley said such a requirement could be put
into the new ordinance, or into a separate ordinance. Councilman
Crocker was directed to discuss the matter further with the City
Attorney.
Mayor Pernell ordered the hearing recessed to the next meeting, and
he said procedural matters and recommended changes would be discussed
when residents who have requested copies of the proposed ordinance have
had an opportunity to review it. The Mayor said additional testimony
would be received and recommendations and corrections would be incor-
porated into the proposed ordinance at the continued hearing, which was
set for 8030 P.M. Monday, November 27, 19780
STUDY OF SOUTH BAY TRANSPORTATION SYSTEMS 626
Councilwoman Swanson report6d that at the last meeting of the
South Bay Cities Committee representatives of the Los Angeles County
Transportation Commission and representatives from AeToEa, a firm
based in Cincinnati hired by the Transportation Commission to do a
study on transportation systems in the South Bay, made a presentation
to the South Bay Cities Committee. The study is underway, will take
about four months to complete, and recommendations will be made about
