A regular meeting of the City Council of the City of Rolling Hills
was called to order at the Administration Building, 2 Portuguese Bend
Road, Rolling Hills, California by Mayor Heinsheimer at 7:30 P.M.

The minutes of the meeting of April 28, 1980 were approved and
accepted as corrected on a motion made by Councilman Crocker, seconded
by Councilwoman Swanson and carried by the following roll call vote:

PAYMENT OF BILLS 550
Councilman Pernell moved that Demands No. 8815 through 8839 in
the amount of $7,805.17 be approved for payment from the General Fund.
The motion was seconded by Councilman Crocker and carried by the fol-
lowing roll call vote:

PUBLIC HEARING, EXTENSION OF MORATORIUM ON TENNIS AND PADDLE TENNIS COURTS
Mayor Heinsheimer opened a meeting ofa public hearing on a request
by the Planning Commission that the moratorium on tennis and paddle
tennis courts be extended for a period of ninety additional days. No
one was present to speak on the matter, and the public hearing was
closed.
URGENCY ORDINANCE NO. U-42
Councilman Crocker moved that the moratorium be extended for 90
days, and that Ordinance No. U-42 entitled AN INTERIM ORDINANCE OF
THE CITY COUNCIL OF THE CITY OF ROLLING HILLS DECLARING A MORATORIUM
ON AND PROHIBITING CONSTRUCTION OF TENNIS COURTS, THE ISSUANCE OF
BUILDING PERMITS THEREFOR, OR THE ISSUANCE OF CONDITIONAL USE PERMITS
FOR THE CONSTRUCTION OF TENNIS COURTS AND PADDLE TENNIS COURTS be
adopted. Councilman Crocker read the urgency ordinance into the record.
The motion was seconded by Councilwoman Swanson and carried by the
following roll call vote:

FISCAL YEAR 1980/81 BUDGET COMMITTEE REPORT, APPRAISAL OF PROPERTY 540
Councilman Crocker said copies of the appraisal of property
were sent to members of the Council and Board of Directors, and he
asked that two members of the Council be appointed to work with two
representatives of the Board to discuss common budget problems.
With the concurrence of the Council, Councilmen Crocker and Pernell
were designated to meet with representatives of the Board.
ORDINANCE NO. 161, DIVISION OF LAND 560
The City Attorney advised the Council that No. 161 was reserved
for the Division of Land Ordinance, and said that assignment.of that
number would result in numerical sequence, but not.date sequence in
adoption of ordinances. The Council approved keeping No. 161.
Councilman Crocker moved that Ordinance No. 161 entitled Division
of Land in the City of Rolling Hills be adopted, and that reading in
full be waived. The motion was seconded by Councilman Pernell and
carried by the following roll call vote:

RESOLUTION NO. 442 568
Councilman Crocker moved that Resolution No. 442 entitled
RESOLUTION OF THE CITY COUNCIL ADOPTING THE 1979 EDITION OF THE
UNIFORM STANDARD ..SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION
be adopted, and that reading'in full be waived. The motion was
seconded by Councilman Pernell and carried by the following roll
call vote:

LETTER FROM KARL TROVINGER, 2 EL CONCHO LANE 573
A letter dated April 29, 1980 from Karl Trovinger regarding signs
posted in front of homes with private security systems was referred to
the Community Association. The Manager was directed to so advise Mr.
Trovinger.
LETTER FROM JOSEPH T. ABDO, 0 BUGGY WHIP DRIVE 578
Mr. Abdo appeared before the Council and confirmed his request
made in a letter dated May 6, 1980 that he be given an extension of
time to commence construction which was abandoned at 0 Buggy Whip
Drive. Mr. Abdo said he is attempting to find a contractor, and
will proceed with construction as soon as possible.
Councilman Pernell moved that a time extension of 60 days be
granted. The motion was seconded by Councilman Crocker and carried
unanimously.
REGIONAL SHERIFF SERVICE

Lt. Ben Hatfield, Sheriff's Lomita Office, appeared before the

Council and asked that they consider entering a plan for regional
Sheriff services with the cities of Rancho Palos Verdes and Rolling
Hills Estates. Lt. Hatfield said regionalization would be beneficial
to the cities and to the Sheriff's Department. Lt. Hatfield displayed
a map showing the area'.being.considered.
Mayor Heinsheimer said he wished to recommend that the Council not
participate with the other cities; as stated in his memorandum to the
Council dated May 9, 1980 he said the.City should continue its bi-lateral
contract with the Sheriff's Department because of satisfaction -with the
present arrangement. Councilman Pernell said he learned about the
plan while attending meetings of the Mayors of Peninsula cities; he
said the plan is not irrevocable. Councilman Crocker said Rolling
Hills is smaller than the other cities, and agreed that the Council is
satisfied with the present level of service.
Councilwoman Swanson moved that Rolling Hills join the plan for
regional service. Councilman Pernell seconded the motion for purposes
of discussion. Following discussion Mayor Heinsheimer referred the
matter to a committee consisting of Councilmembers Rose and Swanson.
Councilwoman Swanson moved that her motion to participate in the
regional service be postponed until the next meeting. The motion was
seconded by Councilman Crocker and carried by the following roll call
vote:

BUDGET COMMITTEE REPORT, FISCAL YEAR 1980/81 BUDGET 925
Councilman Crocker asked Mrs. Betty Hesse, member of the Board
of Directors, to advise the Board that he and Councilman Pernell
wished to meet with Board representatives to discuss mutual budget
concerns immediately after the June 3 election.
Councilman Pernell said a meeting was held with representatives
of BFI, and they indicated that there will be a considerable increase
in rubbish service charges by January 1981. An additional meeting
has been scheduled before the next Council meeting.
SOUTHFIELD DRIVE 972
Mrs. Clifton reported that she is waiting for a written report
from Mr. Arthur Keene, Engineering Geologist, on the status of
Southfield Drive. Councilwoman Swanson and Mayor Heinsheimer said
they had been contacted by Dr. Frederick Mishkin,l Flying Mane Road.
Mayor Heinsheimer said he asked'Dr. Mishkin to make the report from
his private geologist available to the staff for incorporation into
a report to the Council.
SANITATION DISTRICT MEETING

Councilwoman Swanson said that at the last meeting of the Board
of Directors of the Sanitation District there was a discussion of use
of funds collected as a surcharge on users of the landfill. The money
can be used for beautification of the landfill site; it'was the con-
sensus of members of the Board that the money should be used for pur-
chase of a transfer site for rubbish disposal. She asked for.input
from the Council for further discussion. Mayor Heinsheimer suggested
that the Council's representative be authorized,to take whatever
position seems appropriate at the time the matter is discussed.
DIAL - A - RIDE 1050
Councilwoman Swanson reported that the application for Dial -A -Ride
has been submitted, and that the unincorporated areas of the Peninsula
had joined with the four Peninsula cities in supporting the proposal.

INFORMATION PACKET 1064
The Manager reported that she had obtained a packet of inform-
ation from the Sheriff's Department, including emergency telephone
numbers, instructions for earthquake response and home security in-
formation, and wished to send the packet to all residents. Mrs.
Clifton said she would investigate the cost of mailing; Mayor Heins-
heimer suggested that a local Boy Scout troop could be asked to insert
the information in mailboxes.
BID ON RUBBISH 1072
In response to a question from Councilwoman Swanson, Mrs. Clifton
reported that she has requested a bid from another rubbish collector,
and is waiting for the information, which will be presented when..received.
DISTINGUISHED SENIOR CITIZEN 1075
The Manager reported .that Mr. Vernon Fay will be honored in the
Board of Supervisors Hearing Room on Saturday, May 24, and she asked
that members of the Council attend, if possible.
ORDINANCE AMENDING ORDINANCE NO. 173

Councilman Crocker moved that an ordinance,entitled AN ORDINANCE
OF THE CITY OF ROLLING HILLS, CALIFORNIA AMENDING ORDINANCE NO. 173
ENTITLED "AN ORDINANCE OF THE CITY OF ROLLING HILLS, CALIFORNIA RE-
QUIRING PRELIMINARY GEOLOGICAL REPORTS AND GEOLOGICAL INVESTIGATION
IN THE SUBDIVIDING OF LANDS LOCATED IN THE CITY OF ROLLING HILLS" be
introduced, and that reading in full be waived. The motion was
seconded by Councilman Pernell and carried by the following roll call
vote:

ADJOURNMENT 1100
Mayor Heinsheimer recessed. the meeting to an Executive Session
to discuss litigation at 10:00 P.M. The meeting was reconvened at
10:05 P. M. and was adjourned.
