The motion was seconded by Councilman Rose and carried by the following roll call vote: AYES : Councilmembers Rose, Swanson, Mayor Heinsheimer NOES : None ABSENT: Councilmen Crocker, Pernell PAYMENT OF BILLS 313 Councilman Rose moved that Demands No. 9107 through 9143 in the amount of $14,464. 64 be approved for payment from the General Fund, with the notation in the record that Demand No. 9116 in the amount of $1, 135. 00 be charged against the Recreation Fund and that Dema.nd No. 9129 in the amount of $1 , 703. 51 be charged against the Fire and Flood Self Insurance Fund, and that Demand No. 9016 be voided. TENTATIVE TRACT 33871, CHACKSFIELD-MERIT, LOTS 170-MS & 170-C-MS 240 A letter dated October 8, 1980 from South Bay Engineering Corp. appealing the recommendation made by the Planning Commission at their September 30, 1980 meeting that Tentative Tract 33871 not. be approved was presented to the Council. Mayor Heinsheimer set the hearing on the appeal for 9 : 30 P.M. Monday, October 27, the next regular meeting of the Council . BUREAU OF THE CENSUS 245 � A letter from the Bureat� of the Census dated September 24, 1980,. giving an updated census count for Rolling Hills �vas received for the � file. . � ROLLING HILLS COMMUNITY ASSOCIATION RE : NEGRI SUBDIVISION 250 � ' Q In a letter dated September 30, 1980, Allen Brice Stephenson, Q Association Manager, advised the Council that Quail Ridge Road North a has been completely repaired and repaved by the Community Association. Mr , Stephenson advised that the Board has requested that the Council be advised that repairs are complete , and request that the .City reim- burse the Association for the portion of the road improvement along the Negri subdivision frontage when the final map is recorded and the subdivider provides funds to the City for the road improvement . The letter was held on the agenda at the request of the City Manager. � DIAL - A - RIDE 255 Councilwoman Swanson . reported that Mr. Bill Lennartz, a resident of Rolling Hills, had guaranteed through his company the $4,200 fund needed to start the Dial - A - Ride program on the Peninsula. Of the $42, 000 grant approved for the program, $35,000 has been paid by the Los Angeles County Auditor and the balance of $7,000 will: be paid in January 1981. Councilwoman Swanson said the Peninsula Transportation Committee has requested that the balance be paid before the end of the year. Councilwoman Swanson said the next step is for the Committee to . hire an Administrator for the program, and guidelines are being prepared for the position. � UNDEftGROUND UTILITIES BOND, ROBERT T. LAMB, 4 EUCALYPTUS LANE 270 Mrs. Clifton reported that �vhen the property currently occupied by Robert T. Lamb was subdivided in 197b a bond was posted by� the former owner to provide for underground utilites in accordance with the requirements of the Subdivision Ordinance. The Manager said it is not possible to install undergound utilities at that location be- cause of lines into the canyon at that point . Mayor Heinsheimer directed the Dlanager to discuss the matter with a representative of Southern California Edison Company and make a written staff recommendat�on to the Council . PROPOSED AMENDMENTS TO THE ZONING ORDINANCE Mayor Heinsheimer set the Public Hearing on proposed amendments to the Zoning Ordinance for 8 : 30 P.M. Monday, October 27, 1980. The City Attorney advised the Council that the moratorium on tennis courts will expire on= November 11 . AMENDb7ENT TO ORDINANCE N0. 174 , EMERGENCY ORGANIZATION & FUNCTIONS 278 Mr. Kinley presented a copy of a proposed ordinance and explained - that it is necessary to correct a typographical ommission from Ordinance No. 174 . -2- ��2 October 13, 1980 The proposed ordinance entitled AN ORDINANCE OF THE CITY OF ROLLING HILLS, CALIFORNIA, AMENDING ORDINANCE N0. 174 ENTITLED "AN ORDINANCE OF THE CITY OF ROLLING HILLS, CALIFORNIA, RELATING TO EMERGENCY ORGANIZATIONS AND FUNCTIONS" was introduced in a motion made by Councilwoman S�vanson , seconded �by Councilman Rose and carried by the following roll call vote: AYES : Councilmembers Rose, Swanson, Diayor Heinsheimer NOES : None ABSENT: Councilmen Crocker, Pernell REf�UIRED�ENTS FOR FIRE RETARDANT ROOFING FOR REPAIRS 286 Mr. �inley reported that there has been a coriflict of interpre- tation of the Building Code which permits replacement of up to 250 of the roof surface of any structure to match the existing roofing, and the City' s ordinance which requires that all structures must have roofs of fire retar.dant material . After discussion members of the Council agxeed ,to adhere to the requirements of the Building Code, which would permit matching exist- ing roofing material for small additions ox repairs , and to require fire retardarit material for all new roofs on all structures� PERSONAL APPEARANCE, FORREST RIEGEL, CABALLEROS PRESIDENT 330 - Mr. Forrest Riegel , President of CabaTleros, advised the Council that on a recent field trip to the Richard Colyear property at 35 Crest Road West he observed a stallion kept within a standard three-rai.l fence on Councilman Mason Rose' s property, and he requested that a stallion fence be constructed as required b.y ordinance. Councilman Rose said it is his intention to have the animal gelded. PROPOSED ORDINANCE AMENDING ORDINANCE N0. 36 340 � Councilwoman Swanson moved that a proposed ordinance entitled AN ORDINANCE OF THE CITY OF ROLLING HILLS, CALIFORNIA AMENDING ORDI- NANCE N0. 36, "AN ORDINANCE OF THE CITY OF FOLLING HILLS PROVIDTNG FOR THE FINCING OF STALLIONS AND JACKS" be introduced, and that reading in full be waived. The motion was seconded by Councilman Rose and carried by the following roll call vote : - AYES : Councilmembers Rose.,� .Swanson;_.Aiayo� .i�c�1is.heimer NOES : None ABSENT: Councilmen Crocker and Pernell LEAGUE OF WOMEN VOTERS REPRESENTATIVE Mrs. Judy Donner, 10 Saddleback Road, was welcomed to the meeting as observer for the League of `Yomen voters. CAL-SURANCE � 350 The Manager presented a letter dated September 25, 1980 from Cal- Surance, with a copy of the Schedule of Insurance as of June� 30, 1980. b1rs. Clifton explained that the schedule does not include the premium for Earthquake Insurance on the City Ha1T and Maintenance Building. She said, further, that the premiums shown include the portion which is reimbursed by thp Community �lssociation, EARTHQUAKE PREPAREDNESS 355 Mayor Heinsheimer said the Peninsula Cities together 'and individ- ually should make some preparations for earthquake preparedness, and he asked Councilwoman Swanson to propose to the other cities on the Penin- sula that an information prograrri be prepared for residents. -3- �.. 423 , October 13, 1980 FIRE AND FLOOD SELF-INSURANCE FUND 390 The City Treasurer advised the Council that the City Manager has not been authorized to spend any funds from the Fire and Flood Self- Insurance Fund, and he recommended that a motion be made to permit � payment of expenditures from the fund. Councilwoman Swanson moved that the City 114anager be authorized to expend funds not to exceed $10,000 from the Fire and F1ood Self-Insurance Fund, said expenditures to be reimbursed 50`�o by the Rolling Hills Com- munity Association. Courtright requested that the fund balance be changed to O reflect the expenditure from the fund approved in the list of demands. a USE OF LA CRESTA SCHOOL BY HARBOft COLLEGE 417 Q Q The City Attorney advised the Council that the Planning Commission is considering an application by Harbor College for use of .the La Cresta School site, and the Environmental Ruality Board has requested that the college submit a focused Environmental Impact Report addressing Security, Lighting , Traffic and Access. ��ir. Kinley said a lease has been signed for use of the school . site by the college, under the Civic Center Act . CREST ROAD REPA.IRS 425 Councilman Rose asked whether the City of Rancho Palos Verdes had been requested to repair Crest Road in that city leading to � the Crest ftoad entrance to Rolling Hills. Mrs. Clifton said she had written to the Public tiYorks Director of Rancho Palos Verdes , and would send a copy of the letter to Councilman Rose.
