A special meeting of the City Council of the City of Rolling Hills
was callecT to order by Mayor Heinsheimer at the Administration Building,
2 Portuguese Bend I�oad, Rolling Hills , California at 7: 30 P.M. Monday,

CALL TO ORDER �
Mayor Heinsheimer explained that the purpose of the meeting was
to receive the recommendations of the County Geologists regarding the
installation of additiorial s.lope` indica�.or.s�:in �.the �.Flying Tri:a,ngle:: '�.•�

The City� Manager introduced Mr. Arthur Keene, .CYii:ef Engineering
Geologist for �Los Angeles County, and :ttr. Ro�ert Thomas, Geologist
for Los Angeles County. Mrs. Clifton advised that Mr. Thomas has been
working in the Flying Triangle area, monitoring and collecting data
from the slope indicators, and has been working with Dr. Perry Ehlig,
a private geologist who has been hired by the City.
Councilman Rose explained that he had met recently with :the City
A4anager and some .of the residents of thE Fl��ing Triangle to discuss
the information that was available. The meeting was held at the Major
Langer home, a geological map was revie��ed and the initial scope of
the problem was discussed . Councilman ftose said he advised Dr. Bray,
president of the Community Association, that the meeting would be held
to expose addit�_onal information available, and to discuss short term
solutions, including sealing cracks before the rain.
�ir. Bob Shi.frnan, 1 Ranchero Road, said he was not advised of the
meeting, and asked when the next meeting would be held. Dr. Bray said
the Board chose not to go to the meeting, since it was informational
an no hard data was available. He said the method of distribution of
information should be determined to avoid rumor and innuendo.

Mr. Keene addressed the meeting and said that at his last appear-
ance he recommended installation of slope indicators to determine
whether there was localized slope failure or a landslide in the Flying
Triangle. The slope indicators have established that there is a land-
slide; the parameters, depth, direction and rate of movement are now
known , ll7r. Keene said, and a construction program can be initiated.
A geologic map was displayed, sho�ving the area mapped by geologist
Bruce Lockwood in 1971 , defined in blue; the active landslide de.fined
in red, and the location of the. three slope indicators. Mr. Keene
said it zs his opinion that the toe of the slide is at Pinto Road,
and his opinion is based on formation of radial cracks in that area.
Mr. Keene said Dr. Perry Ehlig is of the opinion that the toe of the
slide is in Klondike Canyon , about 1200 feet below Pinto Road, and he
said sound information is. needed to confirm the actual location of the
toe of the slide.
11�r. Thomas said he has been working in the area with Dr. Ehlig,
and it is Dr. Ehlig' s opinion that investigative work has not been
deep enough to determine the lowest possible slide plane, and to
verify his supposition it would be necessary to install two additional
(� indicators south of the three existing indicators to verify location
(� of the toe of the slide in Klondike Canyon. r�ir. Keene said he wished
� to emphasize that sound information is known about the slide area
a because of data collected from the three slope indicators; projections
a have been made about the area south of the slope indicators, and can
be verified by ,installation of additional indicators. He iricTicated
Q on the map the proposed location for installation , if approved. �Ir.
Keene said more information is needed before a feasible design for. a
_ solution can be pr�p.osed, and he said he considers a buttress a fea-
sible solution. Before the buttress, the canyon should be filled in,
and Mr. Keene recommended that to avoifl-adding force the toe of th.e
slide should be located so the corrective work will hold the slide in
place. It was his .recommendation that authorization be given to im-
mediately proceed with filling the canyon to provide resistance to
the landslide which is moving into the canyon. Mr. Keene said the
existing slope indicators will monitor the amount of resistance re-
sulting from the project .
jdr. Thomas displayed graphs showing the change in the slope
indicators, and he �nterpreted the information, drawing an illustration
of a slope indicator. b4r. Thomas said the slide is currently moving
1/4" per week, and has moved 1 1%2" since slope indicators were in-
stalled.
Mayor Heinsheimer asked D�r. Thomas to project the time needed for
installing additional indicators . Mr. Thomas said if expenditure of
the necessary funds is authorized the slope indicators can be installed
in approximately one �eek and three additional weeks would be needed to �
collect data. Dr. Thomas said the additional investigation would cost
$8,000 to $10,000.
Councilman Crocker moved that the City Manager be authoxized to
spend funds not to exceed $10,000 plus 10�o contingency •from �the Fire
and Flood Self-Insurance Fund �or the addit.ional investigative work.
The motion was seconded by Councilman Rose and carried by the follow-
ing roll call v�te :

Director Mokler moved that the Bo.ard of Directors of the Rolling
Hills Community Association reimburse the City 50% of the necessary
costs. The motion to reimburse the City approximately $5,000 was
seconded by Director Hesse and carried unanimously.

Mayor Heinsheimer explained tYiat �;he _City has a fund for
emergencies in the City ; the total before . expenditures in the
Flying Triangle was �40, 000, and the City will have no funds for
emergencies when the fund is expended. �
Mr. Keene said a current aerial photo�rammetric study is needed,
since the aerial photographs dated 1973 wh"ich are available do not
provide sufficient control to map the .area topo�raphically. r�ir.
Keene said a map would cost $10,000' to �15 ,:q0Q. Councilman Crocker
moved that the Council authorize an� experidi.ture of �15 ,000, less if
possible, for a new aerial photographic �map �as recommended by the
County Geologist . The motion was seconded by Councilman Rose and
carried by the following roll call vo.te : - -

Mayor Aeinsheimer asked the t1Me schedule �or� present-ation of '
new information. Mr . Keene said the data gathering phase is about

40 o complete, and he projected that- the _renort �vill be �ready by
December 1 .
Mr. Thomas reported that Dr. Ehlig called him after a recent
evaluation of data and said he �agreed that immediate filling of the
canyon would be the best remedial measure to stop 'acceleration of
the slide. Dr. Bray asked whether the difference � in opinion about
the location of the toe of the slide should be resolved before any
recommendations for remedial work are acted on . l�Zr. Keene said the
installation of the two additional sTide indicators �vhi.ch have been
authorized will determine the location of the toe af the slide.
Mayor Heinsheimer asked that if possible the Man�,ger advise the
Counci'_ at the next meeting of the approximate cost for filling the
canyon as recommended, so the Council and Board can consider the
problem of funding. Mrs. Clifton said that in addition to import of
dirt , other considerations including providing an emergency � access
road and resurfacing Portuguese Bend Road after the dirt is brought
in will have to be included.
The Mayor opened a disaussion :of funding, and asked ?tir. I�eene `
to project the total cost . �.� '�r. �ieerie .said: his projection of $500,000
is �conservative; remedial work�could cost $1 ,000,000. Councilman -
Crocker said he had discussed with the City Attorney possible r.emerlies
available including : (1) payment by the owners affected; (2) formation
of a district and issuance `of bonds for f 'inancing needed improvements;
(3) assessment of all residents iri Rolling Hills. Councilman Crocker
suggested that the Board ask at a special meeting whether residents
would agree to an assessment of approximately �1, 500 per lando�vner as
a lien against the properties to be paid as required by the Association,
in installments or in specified amounts, t,o establish a fund to be
directed towards correcting the problems in the Flying Triangle. Dr .
Bray agreed that residents should be asked to participate, in view of
the limitation on City funds. Director Mokler said if the Board goes
to the community with a request a solid presentation should be made.
Following discussion members of the Board of Directors agreed to call
a special meeting of all. �.members of the Rolling Hills Community Associ-
ation on Tuesday, October 28 , 1980 at the South Coast Botanical - Garden.
Director Stringfellow said that he wished to make a motion for
the record that the Board agree to pay one half the cost of the aerial
map. The m�tion was seconded by �irector �1!Iokler and carried unanimously.
