The report, dated October � 17; 1980, was prepared by Edward Rugel, Los Angeles County Traffic a Engineer. a The report was referred to the Traffic Commission for review and comment. PUBLIC INFORMATIONAL MEETING RE. LANDSLIDE, OCTOBER 29, . 1980 046 Discussion was held regarding the landslide activity in the Flying Triangle area and the upcoming city-wide meeting at the South Coast Botanical Gardens on Wednesday, October 29, 1980. Councilwoman Swanson voiced concern that the City's consultant , Dr. Ehlig, would not be in attendance. The D.4anager stated he is not available, and that his role is to critique the finished report.; howeyer, the County geologists will be at the meeting. She further informed the Council that the slope indicators would be installed on Thursday, that permission has been received from Dr. Tokita to go over his property , that permission to install the slope indicators had been obtained from Mr. and Mrs. Evans, . and that arranger�ents for grading a road had been made. The flyovers from Metrex Corp, covering a 3 ,000 x 3,000 ft. area, were mad� , and old topos for comparison have been received from the Water Company. A slide presentation will be made at the meeting by the County Geologists. Mayor Heinsheimer clarified that the meeting is not an official City Council meeting, but an informa- tional one to brief the residents, with no decisions made. Discussion followed regarding work and financial arrangements for remedial work. PUBLIC HEARING, TENTATIVE TftACT 37810, EP:4MANUEL DAVID 113 Doug McHattie presented a map marked Exhibit A for the property at 38 Crest Road East. The Manager stated there had been no objections to the plan , but the Planning Commission requested that a small corner of the property across Caballeros Road be cleared up. A quit claim agreement has been made between Mr. David and l�r. Occipinti . Mr, b4cHattie said the existing traiZ is to be retained, and the easement along Caballeros was increased from 30 ' to 40 ' to accommodate the trail . Councilman Crocker questioned the existing telephone poles and the underground requirement ; the subdiv�sion ordinance was referenced and confirmed the requirement. Drainage was discussed with attention given to the impact it would have on �the possible washout of the trail that extends along the easterly . property line. Doug McHattie was directed to explore the effect the drainage would have on the adjacent area of the two lots and what might be done about it . Norr�an '�iller, � Chesterfield Road, expressed concern that adoption of the amendment might preclude his pool on his property. Councilwoman Swanson stated that since she would not be at the next meeting, she wished the record to show that she would like item 3-c ( iii) left in the ordinance. Douglas r�IcHattie , South Bay Engineering Corporation. Mr. McHattie advised the Council that the total. acreage of the tract is 19. 87 acres; eight lots are planned, with the smallest lot 2 . 00 acres net , and the largest lot 2.44 acres net . D4r. McHattie said all grading would be within the requirement of 2 : 1 , and no import or export of soil would be necessary. The Council reviewed the Planning Advisor.' s Report dated September 25, 1980 the Negative . Declaration Environmental Impact Report dated August 11 , 1980 and a letter dated October 22 , 1980 from Sherman A. Silverman, attorney for D4rs. Dorothy Kuhne, 6 Johns Canyon Road. Councilman Crocker moved that the Council take jurisdiction of Zoning Cases No. 255 and No. 256 , Dr . Martin Goldberg. ISHAK, 8 BLACKWATER CANYON 009 The County Engineer' s letter of approval of Tract 33248 dated October 22 , 1980 , was submitted to the Council . The Manager stated all the bonding had been received and there were no problems involvec�. Council.man Crocker made the motion that Tract 33248 be approved and that the Council accept the right to restrict or prohibit the erection of bu�ldings or other structures , as offered for dedication on said map,• reject the private streets ; and make findings that the project is in conformity with the General P1an of the City of Rollin� Hills an.d is not in violation of the Environmental Quality Act of the State o� California. Discussion folTowed regarding the areas of responsibility between the City and the Association, and financial � possibilities . Themeetir�; was adjourned to a litigation session. The Council reconvened after the litigation session to report that during the litigation session they discussed the potentials of litigation that might be involved in the landslide situation, and, for the purpose of the tabled motion earlier in the evening, determined to adjourn to Monday, November 3, 1980 at 7 : 30 P.�•Z. .
