7/14/1958MINUTES OF REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNI'A 14 July 1958 The regular meeting,of the City Council of the City of Rolling Hills was held at 7:30 p.m. Monday, 14 July 1958, in the City Hall. The meeting was called to order at 7:30 p.m. by Mayor Pro Tempore Tourtelot. ROLL CALL Present: Councilmen Horn, Nielsen, Roach and Mayor Pro Tempore Tourtelot. Absent: Mayor Goodman. Also Present: City Attorney William Kinley, Deputy City Clerk r� Phyllis Stockdale. MINUTES - MEETING OF 23 JUNE 195$ On motion of Councilman Nielsen, seconded by Councilman Roach and unanimously,carried, the minutes of the meeting held 23 June 1958 were approved as read. CORRESPONDENCE The Deputy City Clerk read correspondence, as follows: a. letter dated June 23, 1958 in reply to City Resolution No. 54, from Mr. G. N. Cook, Assistant Secretary of the California Highway Commission, regarding progress on construction of the San Diego Freeway. b. letter dated July 14, 1958 from the treasurer of the Rolling Hills CommunitAssociation, request- ing payment of the sum of 2,672.15 for gate operation for the month of June, 1958. No action was taken on the request pending the outcome of the litigation between the Association and the City. c. report from the County of Los Angeles which stated k that $2,627.01 City taxes for 1957-58 were unpaid as of June 30, 19513. $40,420.47 had been collect- ed by the County for the City, for which the cost ,of -_ collection. wa•s.•_$.28.9:70.iand the balance of $40,130.77 had been remitted to the City. The , Deputy City Treasurer verified this amount. d. letter dated July 8, 1958 from Frank -Sullivan, Mayor of the City of Bakersfield which enclosed a resolution regarding the use of Federal funds for City streets which connected with secondary roads constructed at Federal expense, and re- quested support of the City of Rolling Hills. On motion of Councilman Roach, seconded by Council- man Nielsen and unanimously carried, Demands 208 through 218 were approved for payment from the General Fund and Demand No. 219 was approved for payment from the Special In Lieu Fund, as follows: Demand No. 208 Palos Verdejs Publishing Co. 9.03 Demand No. 209 General Telephone Company 65.30 Demand No. 210 Alfred Bradford 42.50 Demand No. 211 Palos Verdes Water Company 16.20 Demand No. 212 Southwest Addressing & Printing 33.38 Demand No. 213 OBrion, Russell & Co. 25.00 Demand No. 214 Pacific Telephone Company 12.11.4 Demand Uo. 215 The Economy Press 15.03 Demand No. 216 Anchor Press 6.93 Demand No. 217 Internal Revenue Service 205.30 Demand No. 218 Jean Brunner 57.30 Demand No. 219 Los Angeles County Health Dept. 1.00 Total $489.46 CITY BUDGET Councilmen Nielsen and Tourtelot presented a provisional budget for the City of Rolling Hills for the fiscal year July 1, 1958 to June 30, 1959, a copy of which is attached to and made a part of these minutes.. Copies of this budget will be available to the public at the Rolling Hills Community Associa- tion Budget Hearing July 22, 1958 at Dapplegray School. SECOND READING AND ADOPTION OF ORDINANCE NO. 19 Councilman Horn read in full the title of proposed Ordinance No. 19, "An Ordinance Amending Ordinance No. U-8 Providing for a Poundmaster, For the Licensing of Dogs and For the Impounding of Dogs and Other Animals" and moved that reading of the proposed. ordinance in full be waived. The motion was seconded by Council- man Roach and unanimously carried. Thereupon, on motion made by Councilman Horn and seconded by Councilman Roach, said Ordinance No. 19 was, on roll call vote by the Deputy City Clerk, unanimously adopted. Ordinance No. 19 is set forth in full in the Book of Ordinances. SECOND READING AND ADOPTION OF ORDINANCE NO. 20 Councilman Nielsen read in full the title of proposed Ordinance No. 20, "An Ordinance of the City of Rolling Hills Amending Ordinance -No. U-10 of the City of Rolling Hills" and moved that reading of the proposed ordinance in full be waived. The motion was seconded by Councilman Roach and unanimously `carried. Thereupon, on,motion made by Councilman Nielsen and seconded by Councilman Roach, said Ordinance No. 20 was, on roll call vote by the Deputy City Clerk, unanimously adopted.. Ordinance No. 20 is set forth in full in the Book of Ordinances. SECOND READING AND ADOPTION OF ORDINANCE NO. 21 Councilman Roach read in full the title of proposed Ordinance No. 21., "An Ordinance of the City of Rolling Hills Amending Ordinance No. U-11 of the City of Rolling Hills" and moved that reading of the proposed ordinance in full be waived. The motion was seconded by Councilman Horn and unanimously carried. There- upon,on motion made by Councilman Roach and seconded by Council- man Horn, said Ordinance No. 21 was, on roll call vote by the Deputy City Clerk, unanimously adopted. Ordinance No. 21 is set forth in full in the Book of Ordinances. CONDEMNATION OF COMMUNITY RECREATION AREA It was moved by Councilman Horn and seconded by Councilman Roach that the Mayor Pro Tempore and the Deputy City Clerk be authorized to enter into a stipula- tion between the City of Rolling Hills and the Rolling Hills Community Association providing for the purchase of Community Area from the Association from $2,750.00. After discussion the motion was unanimously carried and the stipulation was signed by the Mayor Pro Tempore and the Deputy City Clerk on behalf of the City. STORM DRAIN PROGRAM The Deputy City Clerk read a letter dated July 7, 1958 from Mr. R. J. Reich, Supervising Civil Engineer of the County Engineerts Department which stated that it would not be possible -for the City to submit a supplemental list for the 1958 Storm Drain Bond Issue later than July 7. The letter also stated that copies of the Cityts.Storm Drain report.would be forthcoming. EDISON COMPANY REPORT Mayor Pro Tempore Tourtelot reported discussing the proposed installation of new power poles along the East- field boundary easements with Mr. Blanchard of the Edison Company and the property owners involved, and stated that he believed a satisfactory compromise had been worked out by using the present poles with longer cross arms: ADJOURNMENT There being no further business to come before the meeting, it was moved by Councilman Nielsen, seconded by Councilman Horn and unanimously carried that the meeting be adjourned at 8:45 P. m.
