TENTATIVE TRACT 37810, EMMANUEL DAVID, 38 CREST ROAD EAST 227
Mayor Heinsheimer opened discussion of Tentative Tract 37810.
The Manager reported that she made a field trip to the site with
Councilwoman Swanson and Mr. McHattie, the engineer, to view the
drainage in the area in response to concerns expressed. Mrs. Clifton
said the drainage problem is an off-site situation.' Mr. McHattie
presented a.hydrology study, and advised the Council that development
of the new lot will result in 1.6% additional runoff.
Mr. McHattie explained that many properties in the area contribute
runoff which results in a drainage problem in the area and it appears
that a large gunnite channel to contain the water is the only solution.
Councilwoman Swanson said the trail going toward Caballeros Road will
be straightened and she asked that when the trail is re -graded, the
soil be compapted to eliminate erosion. Mayor Heinsheimer asked the
Engineer to prepare recommendations for presentation to the Council
for consideration of conditions to be incoporated into approval, if
the tract is approved. Councilwoman Swanson asked that fencing of the
trail north of the David property to separate it from the Washburn pro-
perty be included in the recommendations. The Manager recommended that
the request be referred to the Community Association, since it applies
to the trail easement. Mr. Kinley recommended that the requirements
discussed by the Council be included as conditions of approval in ad-
dition to the Planning Advisor's Report, and the Mayor asked that the
City Attorney and Engineer work together to prepare the presentation
for consideration by the Council when considering the tract. Mayor
Heinsheimer ordered the matter held on the agenda.

In a memo to the Council dated November 24, 1980 Jody Murdock,

that every lot or parcel in the RAS -2 zone have side yards of not less
than twenty five feet, and that every lot or parcel in the RAS -1 zone
