Hills as an additional in- sured on the Community Association ' s policy. D7rs. Clifton said she forwarded •the endorsement to Cal-Surance, the City's carrier, for their review and comment regarding the adequacy of the coverage. The matter was held on the agenda for a report from the �4anager at the next meeting. NE�V P.4ICROPHONES • Mrs . Clifton advised the Council that new moveable microphones will be installed prior to the next Council meeting to replace the � existing goose-neck microphones which do not provide adequate ampli- fication. RESIDENCE ADDITION DE�IGN, K. TABATABAY, 3 QUAIL RIDGE ROAD NORTH 1628 The r4anager displayed the plot . plan for the Iiewcnar_s Tabatabay residence located at 3 �uai1 Ridge Road North, indicating the portion of the residence addition which was brought to her attention by the County Building Inspector because of the two story appearance of a portion of the residence. addition. Crocker reported that following act�on of the Council at the last meeting at which the buildin� permit was suspended to give the Council an opportunity to investigate the matter he received a telephone call from Lloyd Mokler, a member of the Board of Directors . of the Rolling Hills Community Association. r4r. r4okler sta��d that - the Architectural Committee worked with r�r. Tabatabay and his architect to develop a plan which could be adapted to the configuration o:f the property and which would be acceptable to the Community Association. Mre Mokler said the plan which was approved conforms i;o the require- ments of the Association, and no action would be taken by the .Board with regard to the permit . The I17anager said she was advised b.y the County tha,t the plan was not in violation of the City`s Building � Code because less than 50% of the foundation wall is exposed and the construction is not considered to be two-story despite the �appearance. P�Irs. Clifton explained that bedrooms; baths and other living qu.arters will �be above a four car garage and storage areas. The City Attorney said it �vas his opinion that the City' s Zonin� �rdinance contains some ambiguities and it was his recommendation that the ordinance be amend- ed for Clarification. Following the discussion Councilman Crocker moved that the Council withdraw the suspension of the building permit and that the City b'Ianager be instructed , to call the County Engineer and advise him of the Council 's action. He said it is his intention to landscape the structure to screen the portion �vith the two story ap- pearance. Councilman Crocker asked b4r. Tabatabay when_ he plans to proceed with remodelling of his residence at 5 Crest Road jVest . Mr. Tabatabay said it is his plan to proceed with work on the exterior as quickly as possible, and he estimated that unless he is delayed by rain the outside will be finished in approximately four months and the inside work will be done later. -2- January 25, 1982 ' 1788 DZOD I I'I CAT I ON OF ROAD RE�U I REP-IENTS, . Douglas b4cHattie, South Bay Engineering Corporation, advised the Council that he was appearing on behalf of Dr. �4ax Negri, 2 Quail Ridge Road North, subdivider of Tentative Tract 27006. P4r. McHatt:ie explained that the subdivision ��as started in 1974 and has been de- layed by the applicant 's health and extensions of time were granted. �Vhen the tentative map was approved requirements for road improvement were imposed as a condition of approval . In the interim (�uail Ridge � Road cvas improved by the itolling Hills Community Association �vith a cul de sac at the end of the road. P�r. P4cHattie said he has been able to determine the total cost of the improvement and the cost of Dr. Negri 's share of the improv.ement , and he said that Dr. Negri would be willing to pay approximately �13,00� of the total expenditure of . �25, 615. r4r. McHattie said Dr. Negri would be paying approximately 5Q% of the total cost for widening the full width of the road in the area bordering his property, and the Community Association is satisfied with his offer to deposit _ the money in their road improvement fund. Mr. 1.�cHattie said a deposit of �12, 917 would be made, and he said no deposit has been made to the City, since the requirement was that the road be improved to the satisfaction of the City, and the amount . required for a bond or deposit was not determined when the condition . was imposed. , The 'ianager explained that the modification proposed in the subdivision was widening of auail Ridge Road in the vicinity of the Negri property, ana since improvements have been made by the Associ- atio� it was her recommendation that a letter be requested from ttie Board of Directors i.ndicating their �villingness to accept the money, after certain other improvements are made by the subdivider. Council- woman Swanson requested that the matter be referred to the Traffic �ommission for review. . b4r. D4cHattie said another condition of approval required that a drainage device be installed in the vicinity of a new trail, which would provide an all-weather trail, and he said his recommendation is that pipes be installed underground for drainage into the canyon,. �� arid he recommended that this work be done, rather than requiring� a bond or deposit . The Council agreed that it would be preferable to have the work done. The Nlayor requested that the Board be asked to provide a letter to the Council regarding the proposal that Dr. 1V�gri deposit funds equal to his share of the road improvement in the road improvement fund, since no further widening of G?uail Ridge Road North is antici- pated. HIGH IMPACT TRAFFIC ENFORCEMEPdT P�OGRAM, LnMITA SHERIFF 1860 . - A letter dated January 13, 1982 from the Lomita Sheriff's Depart- ment was presented to the Council . The Sheriff advised that January 1982 was designated for a High Impact Traffic Enforcement Program. in the City of Rolling Hills, with emphasis on speeding violations t.he full length of Cres� ftoad and Eastfield Drive, and stop sign violations at Eastfield Drive and Chuckwagon Road, Portuguese Bend Road and Crest Road and Caballeros Road and Southfield Drivee � The r.�anager submitted a summary dated �Tanuary 25, indicating; that citations had been given for 22 stop sign violations and 20 , violations of posted speed limit . In addition there �vere 8 miscel- _ laneous violations of licensing and registration requirements which .� were discovered as part of the citation process. The information was received for the file. January 25, 1982 residents who have had burglaries and suggest that they go to the Sheriff ' s station with a copy of their burglary report to see if they can identify and recover any of their property..: COUi1TY SANITATI�N DISTRICT LETTER llATED JANUARY 13, 19S2 . � A letter enclosing a form of resolution in support of continuation of clean water act funding which was adopted by the Boards of Directors of District 5 and South Bay Cities Sanitation District at meetings on ° January 6, 1982, was presented to the Council. The Chief Engineer, � Walter E. Garrison, advised that the purpose of the resolution is to request the President and Congress for a $2.4 billion appropriation � for fiscal year 1982 for funding the Municipal Waste�vater Treatment C onstruction Grand Amendments of 1981, and he .suggested that the various cities represented on District Board of .Directors adopt. a similar resolution. � RESOLUTION N0. 482 Counc'ilman Crocker moved that Resolution No. 482 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF. Community. Development funds to meet the housing needs of Lomita's low> income - seniors. Tokita. and Sandra Tokita in connection with the land- "� - slide in the Flying Triangle. A copy of the summons was given to - the City Attorney and a copy was forwarded to the City's insurance carrier. • -4- January 25, 1982 LANDSCAPING AT n�IAIN ENTRANCE TQ CITY 1928 The �Ianager reported that she met with the Chairman of the Rolling Hills Landscape Committee; Harry Peacock, City P7anager of Rolling Hills Estates and two representatives of the landscape architectural firm which is doing the landscaning on Palos Verdes Drive North near the entrance to the City. Mrs . Clifton said a plan is �eing developed � and will be submitted r.ext week for presentation to the Landscape ` Committee. Plans include removal of a small palr� at the corner and relocation of �an olive tree on the east side of Portuguese Bend Road, cunstruction of white rail fences to separate children from the horses; also the bridle trail will be relocated. Councilman Heinsheimer suggested that residents be advised in the Ne�vsletter of the disruption which will occur near the intersec- tion of Portuguese Bend Road and Palos Verdes Drive North, and assured that the results will be pleasing to the residents. CLOSED SESSION Mayor Pernell recessed the meeting ta a closed session at 8:20 P.M. NIEETING RECONVENED The meeting was reconvened at 10:00 P.M. and P4ayor Pernell said � the Council had discussed a litigation matter and personnel and salary adjustment matters.
