CITY COUNCIL AND PLANNING COMMISSION CITY OF ROLLING- HILLS , CALIFORNIA January 11 , 1983 A joint meeting of the City Council and the Planning Commission of the City of Rolling Hills was called to order at the Administration Building, 2 Portuguese Bend Road, Rolling Hills, California by Mayor Pernell at 7: 30 P.I�i. Tuesday, January 11 , 1983 ROLL CALL PFtESENT: Councilwomen Leeuwenburgh, Murdock, Swanson Pdayor Pernell Commissioners Bundy, Field, Roberts Chairman j'Vatts ABSENT : Councilman Heinsheimer ALSO PRESENT: Roriald Smith City r4anager Dr. David Basque Resident Roger Frost Resident Mrs . Evelyn Hankins Resident � PURPOSE OF MEETING Mayor Pernell said the joint meeting was scheduled so merribers of the City Council and Planning Commission could discuss matters which affect both bodies. The City bianager address�d State and L'ocal Planning, and the importance of findings following decisions and a need for adequate screening of documents before they ar.e presentecl was ad- dressed, and budgeta.ry restraints and reduction of staff were explained. The Manager stated that litigation resulting from decisions could cost $20, 000 to $30, 000, which is approximately 10% of the annual budget . - Membership on the Planning Commission was discussed, and 3�ayor Pernell introduced Dr. David Basque, b4r . Roger Frost and Mrs . Evelyr. Hankins, who are being considered by the Council for appointment to "" the Planning Commission, and who were invited by the City Council to attend the joint session. � Application of the City' s ordinances was discussed, and Chairman ti9atts said he considered the matter of tennis courts , guest houses and � problem lots the major problems presented to the Commission in requests for Variances and Condition�.l Use Permits. With regard to guest houses, there is concern about illegal use as rental units, resulting in more than one resi�lence per residential lot , in violation of the Zoning Ordinance. Chairman Watts said he thought restriction on the number of plumbing units permitted in a guest house could control the problem to some extent , and the City Manager said he would check with the Public Utility Commission to determine �vhether the numbe.r. of ineters and plumbing units in guest houses could be controlled or limited.
