3/14/1983353 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL CITY OF ROLLING HILLS, CALIFORNIA March 14,,1983 A regular meeting of the City Council of the City of Rolling Hills was called to -order at the Administration Building, 2 Portuguese Bend Road, Rolling Hills, California by Mayor Pernell at 7:30 P.M. Monday, March 14, 1983. ROLL CALL PRESENT: Counci.lmembers Heinsheimer, Leeuwenburgh, Murdock Mayor Pernell ABSENT: Councilwoman Swanson NOES: None ABSENT:. Councilwoman Swanson PAYMENT OF BILLS Councilwoman Murdock moved that Demands No. 10997 through 11011 and 11013.through 11023 in the amount of $19,340.95 be approved for payment from the General Fund, that Demand No. 11006 in the amount of $505.00_ be approved for payment from the Fire and Flood Self - Insurance Fund, and.that Demand No. 11012 be voided. The -motion was seconded by Councilwoman Leeuwenburgh and carried by the following roll call voter AYES: Councilmembers Heinsheimer, Leeuwenburgh, Murdock Mayor Pernell NOES: None ABSENT: Councilwoman Swanson PROCLAMATION SUPPORTING THE STATE RESOURCES RALLY 1475 The City Manager reported on his attendance at a meeting concern- ing the third annual Great California Resource Rally, scheduled for April 18-24, 1983, and he recommended that the Council support and endorse the event by proclamation. PROCLAMATION NO. 83-1 OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS CONCERNING THE GREAT CALIFORNIA RESOURCE RALLY, APRIL.18=24, 1983 was approved by unanimous vote of Council members present. 1510 CITY COUNCIL OF ROLLING HILLS AS THE BUILDING REHABILITATION APPEALS BOARD The City Manager recommended that the City Council be established and appointed as the Building Rehabilitation Appeals Board for the City of Rolling Hills, pursuant to Section 15.04.060 of the Municipal Code. The City Attorney concurred with the Manager's recommendation, and advised that the Municipal Code has a provision in Section 15.04.060 to implement Chapter 99 of the Building Code regarding substandard buildings. The motion was seconded by Councilman Heinsheimer and carried by the following roll call vote: AYES: Councilmembers Heinsheimer, Leeuwenburgh, Murdock Mayor Pernell NOES: None ABSENT: Councilwoman Swanson PROPOSED ORDINANCE ESTABLISHING CITY COUNCIL AS REVIEWING AGENCY 1708 A proposed ordinance entitled AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS ESTABLISHING THE CITY COUNCIL OF ROLLING HILLS AS THE REVIEWING AGENCY FROM ANY DECISION OF THE BOARD OF APPEALS AS ESTABLISHED BY THE BUILDING CODE AND AMENDING SECTION 9906 OF SAID CODE was discussed, and with the concurrence of members of the Council, Mayor Pernell ordered the matter placed on a hold agenda for discussion at'.a later date. OPEN AGENDA MIRALESTE HIGH SCHOOL THEATER ARTS DEPARTMENT Linda Hurst Ament, president of Booster Club, distributed information the Spring Musical "NO, NO, NANETTE" High School March 16 - 19, 1983. MATTERS FROM THE CITY COUNCIL REGIONAL LAW ENFORCEMENT`MEETING the Miraleste Performing Arts and copies of the program for to be presented at Miraleste Councilwoman Murdock reported thaishe had attendeda recent Re- gional Law Enforcement meeting, anda discussion was held concerning the possibility of requesting that participating Councils consider enacting an ordinance:.regarding false burglar alarms, a copy of which has been sent to the City Attorney. Further, Councilwoman Murdock said City Managers were instructed to formulate.a plan for funding the DUI (Driving Under the Influence) program when the 100% funding by the State is no longer provided, and to determine whether it is desireable to continue with the program. A regional preparedness exercise in which the cities would participate is being considered, and would re- quire three days of staff time; two days for training and.one day for the exercise for six hours, based on a severe earthquake. Councilwoman Murdock said.the costs to'�the cities have not been determined yet. TRAFFIC CONGESTION, PALOS VERDES DRIVE NORTH In response to comments by members of the Council concerning the unsafe conditions that exist as a result of prolonged construction on Palos Verdes Drive North, Mayor Pernell said he would discuss the mat- ter with the Mayor of Rolling Hills Estates at a luncheon meeting of Mayors of Peninsula cities. SATELLITE RECEIVERS Councilwoman Murdock reported that the Rolling Hills Community Association has adopted a.policy regarding installation of large satellite television receivers, and she suggested that the Planning Commission be asked to study the matter and report to the Council. Councilman Heinsheimer suggested that the Planning Commission be advised of the scope of the mandate to study and report. Mayor Per- nell said the matter would be referred to the Planning Commission with a request for a report in sixty days. Councilwoman Murdock suggested that the Commission be asked to include policy on free- standing solar installations in the report. -2- I a 11 March 14, 1983 FOUR POLE ANTENNA 1838 RM Mayor Pernell said he has been contacted ' 'regarding plans to up -7: grade the four pole antenna structure which ,has been alleged to be unsafe,.by modifying to a height of 80 feet, rather than the previous height, and in spite.of plans which have been submitted for engineer- ing feasibility of a structure .1.10 feet ' high. The Mayor said he would contact the Rolling Hills Community Association in the matter. FORM OF MINUTES RETENTION OF -TAPES. 1854 The.Mayor'reported that pursuant to discussion with members of the Council and with staff, the narrative form of minutes will be changed, and future minutes will report briefly on the item and ac- tion by the Council. Mayor Pernell asked that the City Attorney. -and staff make a survey of other cities to determine how long taped records of minutes are retained. . Mr. Jenkins said tapes are usually considered an aid to the e clerk in . preparing the minutes, and in many' cities are kept only until the'minutes have been prepared. Mayor Pernell.asked that a recommendation be made by the City Attorney and the City, -Manager, so that a policy can be adopted. RECESS TO..,CLOSED SESSION Mayor. Councilwoman Murdock.moved that the City Manager be authorized.to work with the Appropriate County personnel to ',develop an emergency contingency plan for the Flying Triangle area, and that.expenditure of the necessary funds by the City Manager to formulate and enact such a plan be authorized.
