MINUT�S OF REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HTLLS, CALIFORNIA , 14 October 1958 The regular meetin� of the City Council of the Citg of Rolling Hills was held at 7:30 p.m. Tuesday, 1!� October 1958, in the City Hall. The meeting was called to' order at 7: 30 p.m. by Magor Goodman. ROLL CALL Present: Councilmen Horn, Nie2sen, Roach, Tourtelot , and 1t2ayor Goodman. � Also Present: City Clerk Gilbert Myers, Deputy City Clerk Phyllis Stockdale, City Attorney William , Kinley and Mr. James R. CORRESPONDE�ICE The City Clerk read correspondence, as follows: a. letter dated September 2�., 1958 from the Office of the Diatrict Attorney of Los Angeles County % enclosing the new rates for City Prosecutor - Services, c b. letter dated September 29, 1958 from the Office of the Sheriff of Los Angeles County stating � that there would be a change of rate for care of City prisoners in the County Jail effective � October 1, 1958, and that a new schedule of � rates would be forthcoming. - . c. letter dated September 30, 1958 from Mr. Charles � Edward Chapel acknowledging receipt of our Resolution No. 61� �regarding narcotics. d. letter dated October 3, 195$ from the firm of Stone 8c Youngberg, municipal financing consultants, enclosing invitations to an open house on October 27 at the Biltmore Hotel in Los Angeles during the League of California Citiest Gonference. e. letter dated October 3, 1958 from Duane CV. Vnheeler which reported a total of 878 registered voters in the City of Rollin� Hills. ZONING CASE N0. 3527�4) The City CTerk read a letter from the Regional Planning Commission of Los ,Angeles County regarding Zoning Case No. 3527(4) proniding for reduction of lot sizes in the b4ustang Road area adjacent to Eastfield Drive. �:.� �. It was moved by Councilman Nielsen and seconded by Councilman Tourtelot that the Mayor and the City �ttorney write to the Regional Planning Commissfon and expresa the Cityts disapproval of the proposed ° chanoe. After �iscussion the motion was unanimously carried. COUNTY AND STATE PRO�'OSIT�IONS ON NOVEMBER BALLOT - The City Clerk read a letter dated October 1l�, 1958 from Peter J. Pitchess, Under Sheriff of Los Angeles County, requesting support of County Propositions A, B .and C on the November ballot. . No action was taken by the Council on this matter. CITY BILLS The City Manager presented the register of- bills to be allowed. BISCAILUZ " . The City Clerk read the following resolution which was on motion of Councilman Tourtelot, seconded by Councilman Horn and on roll call vote unanimously adopted: • 'rWHEREAS, EUGENE W. BISCAILUZ has for more than twenty-six years been the Sheriff of the County of Los Angeles; and "WHEREAS, the affairs of �this high office have� been conducted by him during this time with loyalty, astuteness, honor and dignity which has brought� � credit and distinction not only to the County of Los Angeles but to the officers and men who have served faithfully under him; and . 'hNH�EAS, he at all times has given unselfiahly of his time, effort and devotion above and beyond the ordinary duties of his office to protect the ,,.,{ rigklts and liberties of the citizens of Los Angeles !r County and to further the common weal of the State tr of California; and � � "WI�REAS, he has been an active and valuable "` participant in the civic affairs of the County of Los Angeles which has brought acclaim and State wide recognition to him and to this County; "NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rolling Hills does express to Eugene W. Biscailuz its sincere thanks and appreciation for his long and faithful � service and continuing effort for and on behalf of the citizenry of the County of Los Angeles and wish for him all happiness and good fortune, which he so justly merits by reason of his loyalty, honesty and integrit�t in the conduct of the office of Sheriff of Los Angeles County .during the past twenty-si:� years. � "BE IT FURTHER RESOLVED that this resolution be spread upon the minutes of this meeting and that the same be read at the Testimonial Dinner given in honor ' of EUGENE 'W. BISCAILUZ on October 22, 1958. '� REPORT ON DISTRICT COURT PL�N � � The City Attorney reported that' he had attended a meeting at the Long Beach Superior Court on October 1, 1958 regarding the proposed District Court plan. It was moved by Mayor Goodman, seconded by Councilman Horn and unanimously carried that the City Attorney be directed to draw a resolut.ion approving the propoaed Superior Court Districts as shown on the map prepared by .the Chie'f Admin3.strative Officer and the Regional Planning Commission of Los Angelss County under date of July, 1958. � . _ GATE CARD POLICY The Cit9 Manager reportedi that �tYi.e committee appoin�ted to study the gate �card policy had :met and . prepared some tentative regulations govorning the �.� � distribution of gate cards to residents and others. The pr.opoaed regulations were d�scussed at length by the Council and various suggestions were made. Mayor Goodman su�gested that the proposed Board for the regulation and issuance of gate cards be�made up of one member appointed by the City Council, one member appointed by the Board of Directors of the Community Association and the Manager. Councilman Roach suggested that �some provision be made for non-resident members of the �ssociation to obtain gate cards. , TRIPLE LANE GATE � Mr. James Friend appeared before the Council to submit drawings he had prepared shotiving the proposed tri�le lane entrance and exit for the NTain Gate to the City. It was moved by Mayor Goodman and seconded by Councilman �Tielsen that the plan be approved9 that Mr, Friend be commended for his fine work on the project, and that Councilman Tourtelot be appointed to submit the � plan to Palos Verdes Properties for approval. The motion was unanimously carried. PROCLAP�iATIOId - UNITED ST,ATES DAY - , It ruas moved by Councilman Tovrtelot and seconded • by Councilman Nielsen that Thursday, October 23, ' 1958 be proclaimed by the Mayor to be United States Day in the City of Rolling Hills. � The motion ��as unanimously carried and thereafter the NZayor proclaimed Thursday, October 23, 1958 as United States Day in the C�ty of Rolling Hills. PROCLAMATTON - UTdITED NATIONS DAY It was� moved by Councilman Horn and seconded b� Councilman Roach that Friday., October 24, 1958 be proclaimed by the Mayor to be United Nations Day in the City of Rolling Hilla. The motion was unanimousl;� , carried and thereafter the Pdlayor proclaimed Friday, October 21�, 1958 as United Nations Day in the City of Rolling Hills. , DRAIN,AGE - V�IILLIAI42SBURG LANE TYie City Pdlanager explained to the Council that the recent paving and installation of gutters along Williamsburg Lane had created a drainage problem at the end o�f the street where Mr. John Fl:anagan had put in a � small spillway that would be inadequate to carry off the increased amounts of drainage water. It was moved � by n�Iayor Goodman, seconded by Councilman Horn and � unanimously carried that the City T�4ana�er be authorized to spend funds for the preliminary =en;ineering work to correct this � problem.
