9/12/1983• 2• 429 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL CITY OF ROLLING HILLS, CALIFORNIA September 12, 1983 A regular meeting of the City Council of the City of Rolling Hills was called to order at the Administration Building, 2 Portuguese Bend Road, Rolling Hills, California by Mayor Murdock at 7:30 P.M. Monday, September 12, 1983. ROLL CALL PRESENT: Councilmembers Heinsheimer, Leeuwenburgh, Pernell Mayor Murdock ABSENT: Councilwoman Swanson ALSO PRESENT: APPROVAL OF MINUTES Ronald Smith Michael Jenkins Richard Esposito Dr. David Bray Mrs. E. Vroom 370 City Manager City Attorney Palos Verdes News RHCA Board of Directors Residents The minutes of'the meeting on August 22, 1983 were approved and accepted as presented on a motion made by Councilman Pernell, seconded by Councilman Heinsheimer and carried by the following roll call vote: AYES: Councilmembers Heinsheimer, Leeuwenburgh, Pernell Mayor Murdock NOES: None ABSENT: Councilwoman Swanson PAYMENT OF BILLS Payment of Demands No. 11309 through 11331 and 11333 through 11335 in the amount. of $17,539.72 from the .General Fund and, voiding of. Demand No. 11332 was approved in a motion made by Councilwoman Leeuwen- burgh, seconded by Councilman Pernell and carried by the following roll call vote: AYES: Councilmembers Heinsheimer, Leeuwenburgh, Pernell Mayor Murdock NOES: None ABSENT: Councilwoman Swanson NOTICE OF VIOLATION, 38 CREST ROAD EAST Mayor Murdock opened discussion of the matter of subdivision of land at 38 Crest Road East in which the owner has failed to comply with requirements regarding undergrounding of all utilities and installing .fencing as a condition of approval of the final map. The Manager re- ported that the property is being sold, and escrow accounts are being set up for deposit of funds to complete the undergrounding, and for the required fencing. The City Manager said the matter has been before the Council for several meetings, and the owner is attempting to bring the property into compliance; he recommended that the Council approve a six weeks time extension to permit compliance through the escrow accounts. With the concurrence of the Council the Mayor ordered the matter continued. M September 12, 1983 ORDINANCE NO. 202 430 Councilman Pernell moved that Ordinance No. 202 entitled AN ORDI- NANCE OF THE CITY OF ROLLING HILLS RELATING TO BURGLARY, ROBBERY AND FIRE ALARM SYSTEMS AND AMENDING THE ROLLING HILLS MUNICIPAL CODE be adopted, and that reading in full be waived. The motion was seconded by Councilwoman Leeuwenburgh and carried by the following roll call vote: AYES: Councilmembers Heinsheimer, Leeuwenburgh, Pernell Mayor Murdock NOES: None ABSENT: Councilwoman Swanson RESOLUTION NO. 515 The Manager presented a proposed resolution which would establish a service charge for activated alarms, to be charged for each response, in the amount of $42.50. Councilman Pernell moved that Resolution No. 515 entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROLLING - HILLS ESTABLISHING A SERVICE CHARGE FOR.ACTIVATED ALARMS PURSUANT TO SECTION 9.36.060 OF THE ROLLING HILLS MUNICIPAL CODE be adopted, and that reading in full be waived. 'Councilwoman Leeuwenburgh seconded the motion. Following discussion the word "vendor" was eliminated from Section 1, and the motion to adopt Resolution No.' 515 as amended was carried by the following roll call vote: AYES: Councilmembers Heinsheimer, Leeuwenburgh, Pernell Mayor Murdock NOES: None ABSENT: Councilwoman Swanson REPORT OF PLANNING'COMMISSION ACTIONS AT AUGUST 23, 1983 MEETING 520 The City Manager reported that at a meeting of the Planning Commission on August 23, 1983 the Planning Commission approved the following items: Subdivision No. 77, lot line adjustment, 26 Middleridge Lane South; Zoning Case No. 285, Variance for encroachment of swimming pool and equipment into side yard setback at 26 Middleridge Lane South, and Zoning Case No. 286, Variance for 15 foot encroachment into required 50 foot front setback for garage addition at 3 Quail Ridge Road North. The information was received for the file HEIGHT LIMITATION PUBLIC HEARING Mayor Murdock set Monday, October 10, 1983 as the date for a public hearing on a recommendation by the Planning Commission that the Municipal Code be amended by addition of a sentence to "Height Limitation" defining basements. MATTERS FROM THE CITY COUNCIL FLYING TRIANGLE AREA Councilman Pernell reported that representatives of the City Counc' are continuing to meet with representatives of the Community Association in an effort to seek a solution or some agreement with regard to the Flying Triangle area. WOMEN'S CLUB SOCIAL FUNCTION Councilwoman Leeuwenburgh reminded members of the Council that the fund raising social event of the Rolling Hills Women's Club is scheduled for Saturday, October 8, 1983 and that Councilmembers and their spouses have been asked to greet',.gues.ts:' -2- 431 September 12, 1983 EMERGENCY PREPAREDNESS TRAINING Councilwoman Leeuwenburgh reported that she and Mayor Murdock attended a recent seminar on Emergency Preparedness held for three consecutive days at Rolling Hills Estates City Hall, with a session also held at the Lomita Sheriff's Station. She explained that the City of Rolling Hills did not participate in the Emergency drill, as it was held on a day when City Hall was closed in observance of Admis- sion Day. PENINSULA -WIDE DEMAND/RESPONSE TRANSIT SYSTEM Mayor Murdock distributed copies of an invitation from the Mayor of the City of Rancho Palos Verdes for participation in the Peninsula wide demand response transit system. The Mayor said that since the deadline is October 1, 1983 the matter could be reviewed by.members of the Council and discussed at the next meeting. MATTERS FROM THE CITY MANAGER BURGLARIES IN CITY O The Manager reported that there have been 11 residential burglaries m in Rolling Hills in the past 42 days, and a special unit has been CC assigned.to the investigation. Mr. Smith said the Sheriff is taking Q precautions to ensure enforcement of the City's Municipal Code as well as the Penal Code of the State of California, and a special Newsletter will be sent alerting residents to the problem and urging their co- operation and assistance in the matter. RECESS The meeting was recessed at 7:55 P.M. and reconvened at 8:00 P.M. OPEN AGENDA WILLIAM MAC CABE RE: BURGLARY'AT RESIDENCE Mr. William MacCabe, 24 Georgeff Road, advised the City Council that at sometime between Sunday, September 4 and noon Thursday, Septem- ber 8 his residence was entered and burglarized. Mr. MacCabe said that during his residence in the community he has depended on the security of the gate system, and has left keys in cars, doors unlocked and valuables and jewelry in exposed locations, and approximately $30,000 worth of personal property and equipment including cameras, video. tapes, binoculars and jewelry was taken. Since the burglar"y was discovered Mr. MacCabe said he has been told of the number of burglaries in the community, and he said that had he been aware of the problem he would have been more careful about the security of his home. It was his suggestion that residents in the community be advised of the situation and asked to cooperate by securing their properties and reporting any suspicious activity. It was his opinion that the burglary was committed in a very short time period, since a thorough search of his home was not made, and valuable pieces of silver including tea services and flatware were not touched. Mr..!MacCabe said the entry was forced, since a screen was removed and the window had been painted shut and had to be forced. Councilman Pernell said the sense of security described by Mr. MacCabe has been shared by many residents of the community including members of the City Council, and he thanked Mr. MacCabe for addressing the -Council and suggested that he make a similar appearance before the Community Association. Councilman Pernell said more stringent security measures have been considered previously, and most have not been acted on; it was his opinion that they should be re -.evaluated. Mayor Murdock said a Newsletter will be sent to residents containing suggestions pro- vided by the Sheriff. Mr. MacCabe asked that consideration be given to hiring someone in addition to the Sheriff's Department to patrol the city during daylight hours, when most burglaries seem to take -place. Mayor Murdock thanked Mr. MacCabe for his appearance before the Council. -3- �32 September 12, 1983 RECESS TO CLOSED SESSION The meeting was recessed to a closed session at 8:20 P.M.
