Councilman Heinsheimer said the print out contained too much ir�forma� tion, and he sugge.sted it be simplified by eliminating certain items � including two of the three dates shown, the account code, department code and showing only the checic number, to rahom paid9 amount and total. The City Manager asked that comments be submitted in rariting for re- view by the Accounting Officer. Councilman Heinsheimer moved that Demand No. 11355 and 11357 through 11376 in the amount of $25, 534. 70 be approved for payment, and that Demanci Noe 11356 be voided. The motion was seconded by Councilman Pernell and carried by the following roll call vote: AYES : Councilmembers Heinsheimer, Leeuwenburgha Pernell, Swanson, Mayor Murdocic NOES : None ABSENT: None � SPECIAL USE PERI�IIT NOo 1 - 54 PORTUGUESE BEND ROAD, MARGARET WAGNER 104 The. City Nlanager advised the Council that it is probable that a mobile home on 54 Portuguese Bend Road South will have to be removed temporarily while grading is done on the property, and the owner, Mrs. Margaret Wagner, has asked assurance that if the mobile home is removed she will be permitted to have it moved back after the grading 441 October 10, 1983 has been completed. A special permit for placement of the mobile home on the property in the Flying Triangle area was granted in November 198I and two concurrent 12 month extensions were granted in November 1982, so the special use permit is valid through November 17, 1984. Following diseussion Councilwoman Swanson moved that the Mayor be authorized to write a, letter to Mrs. 'Wagner advising that if the mobile home is removed for work on the prop.erty, the permit expiration period would be extended for the period of time the home is not on the property, and when the home is moved back onto the property the permit would auto- matically begin again. The. motion was seconded by Councilwoman Leeuwen- burgh and carried by the following roll call vote: AYES : Councilmembers Heinsheimer, Leeuwenburgh, Pernell, Swanson Mayor Murdock NOES : None ABSENT: None . _ . � EVALUATION BY CITY COUNCIL OF POSITION DESCRIPTIONS 191 � � � The City Manager presented job descriptions of the positions of m City Treasurer and Financial Advisor, and a state law excerpt on the . � duties of the City Treasurer, stating that they are voluntary positions Q in the City of Rolling Hills . In discussing the matter .Councilwoman Swanson said she thought the positions should be kept separate and the requirements regarding account- ing background, qualifications and experience should be clarified. Coun- . cilwoman Leeuwenburgh asked whether the extra position is necessary, and the City Manager explaine,d that creation of a financial advisor position was, being considered following resignation of Larry Courtright as City Treasurer because of other commitments on his time. Councilma.n Heins- � heimer said he questioned the need to create a new position, since less revenue is being received and he did not feel �that there is a real need for a financial advisor. Councilwoman Leeuwenburgh suggested that the matter be held, and the job descriptions be tailored to the City's need. • The Mayor so ordered. : PROPOSED EXTENSION OF TIME, SOUTH BAY CORRIDOR STUDY 318 The City Manager explained that the City of Rolling Hills has been a participant in a joint powers agreement with other cities and the state to study a transit� corridor for the South .Bay, and has been asked to ap- prove an extended period of time to complete Phase III (Implemen.tation) . and to permit the City of Inglewood to become part of the study. A motion to authorize the Mayor to sign a document entitled AN AGREEMENT FOR AN ADDITIONAL EXTENSION OF TERM OF THE JOINT POWERS AGREEMENT FOR THE SOUTH BAY CORRIDOR STUDY PHASE III (IMPLEMENTATION) AND FOR THE INCLUSION OF THE CITY OF INGLEWOOD was made by Councilman Pernell, seconded by Councilwoman Swanson and carried by the following roll call vote: AYES : Councilmembers Heinsheimer, Leeuwenburgh, Pernell, Swanson Mayor. Murdock NOES : None ABSENT : None � OPEN AGENDA Mayor Murdock announced that a portion of the meeting is reserved for items not on the agenda, and she invited comment from the floor. PRESENTATION TO COUNCILMAN HEINSHEIMER Mrs. Gladys Black, representing the Rolling Hills Women's Club, pr.e.sented a replica of a hot air balloon with a picture of Councilman Heinsheimer as pilot, to Councilman Heinsheimer, and explained that it was used as a table decoration at a recent Women's Club party. -2- - ��� October 10, 1983 DR. JOHN TRAPANI, 15 BLACKWATER CANYON ROAD Dr. John Trapani advised the Council that he is attempting to re- activate subdivision of his land, and has been advised that installation of two new fire hydrants will be required, and will cost approximately $500, 000. Dr. Trapani said that when his tentative map for Tract 33962 was approved in 1978. he was not aware of such a requirement, and he asked whether the requirement could be waived. The Manager explained that the requirements for fire flow are contained in the City's General - Plan and cannot be waived; further, the Manager said he researched the file on Tract 33962 and no requirements have been changed. The Council suggested that Dr. Trapani discuss the matter with his engineere _ PUBLIC HEARING, PROPOSED ORDINANCE RECONIMENDED BY PLANNING COMMISSION 52 ` The City 1Kanager advised the Council that the Planning Commission has studied definition of height relative to the exterior appearance of structures, and has recommended to the City Council that the Zoning Ordinance be amended to contain a precise standard for basements and a statement �hat no habitable space shall be located on top of another. � ` 1�Iinutes of Planning Co�ission meetings a.t which the matter was disctissed � and a pxoposed ordinance were pr�sented to the Council. Mayor Murdock opened a public hearing on the matter, and invited comment from the floor. Mro .Jay Hocige advised the Council tha� he is a realtor and raas present at the meeting on behalf of an owner of vacant property in the City, and he asked whether the provisions for a basement not to exceed five feet above finished grade at any point immediately adjacent to the basement exterior, with no greater than an average 2 1/2 foot ex- terior height across the entire structure could be applied to a new residence by raising floor level::. of a house 2 I/2 feet to take advan- tage of a viewo Mr. Hodge raas advised that the deliberation is meant to address basements, and specific residence design is under the juris- diction of the Architectural Committee of the Rolling Hills Co�unity Associationo The I�Iayor thereafter closed the public hearing. In discussing the proposed ardinance Councilwoman Swanson said she was concerned about the safety of restricting exterior openings to one standard door, with no other exterior openings . Councilman Pernell said this was meant to discourage use of a basement for any . purpose other than storagee He aslced the Ma.nager whether there was any prohibition of access from within the residence, and Mr. Smith . . said there are no pxohibitions of such access , since the matter was not addressed, and there could be stairway access from within the house. Councilwoman Swanson said she is concerned about permission for an additional story below the first floor level, stating that it is not consistent with the intent of_ single story construction. Councilrnan Heinsheimer moved that the proposed ordinance entitled AN ORDINANCE OF THE CITY COUNCIL 0� THE CITY OF ROLLING HILLS AMENDING SECTION 17. 16, 050 (ZONING) OF THE MUNICIPAL CODE ADDING TO THE DEFIN- ITION OF HEIGHT LIMITATION AND sPECIFICALLY REFERENCING BASEMENTS WITH � ONE EXTERIOR DOOR AND FURTHER AMENDING RELATED DEFINITIONS IN CHAPTER 15. 04 (BUILDING) OF THE MUNICIPAL CODE be introduced and that reading in full be waived. The motion was seconded by Councilwoman Leeuwenburgh. Councilwoman S`aanson askecl whether the maker of the motion would accept an amendment specifying that the portion of the structure below ground level be restricted in size to 49'/0 or less of the floor area of the buildinge Councilman Heinsheimer said that since the matter was stud- ied in depth by the Planning Commission he would prefer to go with their recoimnendations for one year, then re-evaluate the matter. The motion was carried by the following roll call vote: AYES : Councilmembers Heinsheimer, Leeuwenburgh, Pernell, I�iayor Murdock NOES : Councilwoman Swanson ABSENT : None Mayor Murdock said she will convey to the Planning Commission and the Architectural Committee the opinions and concerns expressed with -3- 443 October 10, 1983 respect to the ordinance, and if they feel that additional changes should be made new amendments will be presented at the next meeting. PROPOSED ORDINANCES 835 The City Manager presented two. proposed ordinances intended to amend and adjust the Municipal Code sections which are at variance with other regulations and to provide and insure internal cohesive relationships between the Code and other regulations. Mr. Smith said the Building Code is at variance with water supply requirements of the Ci.ty, grading requirements for cut slopes enacted a few months ago will be amended to include fill slopes, appeal fees for dog com= . plaints will be changed to reflect the fee adopted by resolution in . T982, and the zoning code will be corrected to conform to ordinances � that have been adopted, amending certain sections. NOES : None ABSENT: None MATTERS FROM THE CITY COUNCIL DOG CANVASS Councilman Pernell asked whether the door to door canvass was made on Octeber 8 by the Humane Society. The Manager said the city was can- vassed on October 8, and the project will be completed on October I5, and there will be an emphasis on good public relations, as well as on licensing of dogs. WOMEN'S CLUB SOCIAL EVENT Councilwoman Leeuwenburgh reported that she had attended the party sponsored by the Rolling Hills Women's Club, and that it was an enjoyatile and successful evento STUDENTS JOGGING IN CITY Mayor Murdock said she received a letter from Dr. Burnight, prin- cipal of Miraleste High School, written in response to a letter from the City Manager regarding teams running in Rolling Hills. Dr. Bur- night thanked the Mayor for the letter, and said the requests for running in single file and out of the vehicular traffic lane would be relayed to the running and track .teams . -4- :. ��� October 10, 1983 SOUTH BAY CORRIDOR STEERING COMMITTEE Tlayor Murdock said she received a letter from Jacki Bacharach, Chairwoman of the South Bay Corridor Steering Committee, .advising :that at the September 22 meeting the Committee unanimously agreed to endorse the development of a light rail line from Marina del Rey through lot C at the airport to the Atchison Topeka/Sante Fe railroad line right of way to Hawthorne Boulevard in the vicinity of Manhattan Beach Boulevard, and down Hawthorne �oulevard terminating at the approximate location of Pacific Coast Highway. The 1Kayor was asked to send a .letter endorsing . the action, to be delivered with letters from other cities to the Los Angeles County Transportation Commissiono Coixncilman Heinsheimer moved that the Mayor be authorized to send a letter of endorsement. . The motion was seconded by Councilwoman Swanson and carried by the following roll call vote: � AYES : Councilmembers Heinsheimer9 Leeuwenburgh, Pernell, Swanson Mayor Murdock NOES : None _ ABSENT: None ROADWAY MARKINGS, PALOS VERDES DRIVE NORTH - The Mayor said she has discussed with Mr: Ray Taylor, Assistant City Manager of Rolling Hi11s Estates, the roadway markings on Palos Verdes Drive North, specif'ically arrows in the traffic lane closest to the edge of the road, both east and west bound at the intersection of Palos Verdes Drive North raith Portuguese Bend Road on the south, ar�d Rolling Hills Road on the northo Presently the road is marked with arrows which indicate that the lane �ay be used for traffic going through or making a right turn, and it is her understanding that there have been two accidents at the intersection, and further, that through traffic has on occasion blocked cars that wish to make a right turn on � a red signal. Mr. �`Taylor has advised Mayor Murdocic that the roadway markings will be reevaluated by that city' s Traffic Commission, and he asked that the City of Rolling Hills go on record, either by letter or appearance at the meeting, with regard to the roadway marking, so the ma.tter can be considered with regard to eastbound traffic turning in . to Rolling Hills . Councilman Heinsheimer said the traffic signals at Dapplegray School are extremely confusing, especially with regard to safety for peclestrians e RODENT PROBLEM IN COMMUNITY Councilwoman �Swanson said there is a rodent problem in the commun- ity, as well as on. the entire Peninsula, and she suggested that all the cities could work together raith the County Department of Vector Control in a concerted effort to eliminate or control the problem. Councilman Heinsheimer said that in a ruxal community it is necessary for the indi- vidual property owners to take certain precautions around their proper- ties because the present rodent problem is a result of the changes in the balance of wildlife, since snakes, foxes and coyotes took care of the rodent problem before they were eliminated by development of tn� city. Councilman Heinsheimer suggestecl that residents could be instructed in what can be done on their own properties . Mayor Murdock said she would also discuss the matter with the mayors of the othex Peninsula cities . MATTERS FROM THE CITY MANAGER � ANTENNA TOWER The Manager said the antenna tower will be considered at the next meeting of the Council, and notices will be sent to all residents with- in 1000 feet of the structure advising them that it will be before the Council on October 24. -5- 445 October 10, 1983 TOYS FOR TOTS . The City Manager said the City has received the annual appeal for Toys for Tots sponsored by the Marines, and a notice will be placed in the Newsletter. GHRISTMAS DECORATIONS The Manager suggested that the Christmas decorations �at the gates be coordinated with the City, .
