1/23/1984 482 , MINUTES OF A ' REGULAR MEETING OF THE CITY COUNCIL CITY OF ROLLING HILLS, CALIFORNIA January 23, 1984 A regular meeting of the City Council of the City of Rolling Hills was called to order at the Administration Building, 2 Portuguese Bend Road, Rolling Hills, California by Mayor Murdock at 7 :30 P.M. Monday, January 23, 1984. Betsy Raine APPROVAL .OE MINUTES 16 Councilwoman Swanson asked that the minutes be corrected on Page 5 in the first paragraph to show that Palos Verdes Estates is the City which will join Rolling Hills Estates in formation of a joint powers agreement for local transportation services for elderly and handicapped, and not Rancho Palos Verdes as reported in the minutes . The minutes as corrected were approved and adopted on a motion made by Councilwoman Swanson, seconded by Councilman Heinsheimer and carried by the following roll call vote: AYES : Councilmembers Heinsheimer, Leeuwenburgh, Pernell, �- Swanson, Mayor Murdock NOES : None ' � ABSENT: None PAYMENT OF BILLS 35 Councilwoman Swanson moved that Demands No. 11531 through 11543, 11545 through 11551 and 11553 through 11559 in the amount of $13,923.06 be approved for payment from the General Fund, and that Demands No. 11544 and 11552 be voided. The motion was seconded by Councilwoman Leeuwenburgh and carried by the following roll call vote: AYES : Councilmembers Heinsheimer, Leeuwenburgh, Pernell, Swanson, Mayor Murdock NOES : None ABSENT: None � FINANCIAL STATEMENT The Financial Statement for December 1983 was held for consider- �} ation at the next regular Council meeting. REQUEST FOR RELEASE OF BOND, MRS. M. WAGNER, LOT 8-FT The City Clerk reported that when Special Use Permit No. 1 was ` approved on November 17, 1981 for temporary placement of a mobile home on Lot 8-FT located at 54 Portuguese Bend Road, the applicant, Mrs. Margaret Wagner,. was required to deposit $3, 500 with the City to guarantee removal of the mobile home. An account was opened by the applicant at California Federal Savings and Loan Association, and the money was deposited by Mrs. Wagner and was assigned to the � City of Rolling Hills, to be returned to Mrs. Wagner when the mobile home was removed from the site. The mobile home has been removed from the Wagner property and Mrs. Wagner has requested that the money in ' the account be released to her. . ; 483 January 23, 1984 l. In discussing the request members of the Council agreed that an inspection of the site should be made to. verify that the mobile home has been removed and the area occupied by the mobile home has been returned to its original condition. Councilwoman I.eeuwenburgh moved that the City Clerk be requested to inspect the site, and authorized to release the funds to Mrs . Wagner if it is determined that the site - has . been returned to the original condition, considering factors which .. pertain to the placement of the mobile home only, and not the entire property. J. RALPH BLACK 210 � The City Clerlc presented the linen original of the Final Map for Q Subdivision No. 75, Parcel Map No. 15809 , a division of Lot 88-RH, � � located at 23 Portuguese Bend Road, into two lots at the request of � the owners , Dr. and Mrs . J. Ra1ph Black. A letter datecl January 20,. � 1984 from the Los Angeles County Department of County Engineer- Fac:ilities, recommending that the City Council approve the map, was <C presented to the Council. The City Clerk reported that all conditions . of approval of the map have been met by the applicant, and repor.ted a deposit of $12,000 was made for undergrounding and slurry topping, and a Subdivision Agreement has been executed and signed by the owner and City Clerk, and if approved by the Council, should be signed by the Mayor. � Councilwoman Swanson moved that the Final Map be approved, that the Mayor be authorized to sign the Subdivision Agreement, and that , the City Clerk be authorized to sign the linen original of the map. , The motion wa.s seconded b.y Councilwoman Leewuenburgh and carried by the following roll call vote: AYES : Councilmembers Heinsheimer, Leeuwenburgh, Pernell, Swanson Mayor Murdock NOES : None � , - ABSENT: None � MATTERS FROM THE CITY COUNCIL TRAFFIC COMMISSION � - Councilwoman Leeuwenburgh, Crairwoman of the Traffic Commission., reported that applications have been received for the vacancy on the Commission, and resumes will be distributed to the Council for review, for appointment at the next Council meeting. NEIGHBORHOOD WATEH � . Councilwoman Leeuwenburgh reported -that the Rolling HiIIs tdomen`s Club i� forr.iing a committee ot members to wor�: with the Sheriff in , developing .a Neighborhood Watch Program. CITY MANAGER RECRUITMENT . Councilman Pernell repor�ed that the Council is considering four well qualified applicants as finalists. for the position of City Manager. Two interviews will be held on Friday, January 27 ; and two will be held on Monday, January 30, 1984, with final determination to be made after those interviews . LA` CRESTA SCHOOL SITE n Mayor Murdock reported that she has been advised that the Palos Verdes Peninsula. School District is preparing to vacate the La Cresta -2- � - _ ��� - January 23, 1984 , site and is moving forward with plans to dispose of the La Cresta School and Administration site. A meeting of School District and City of Rol- ling Hills representatives has been scheduled for February l, 1984 at � 4 : 00 P.M. at the City Administration Building, for a preliminary discus- sion of the matter. � � COUNTY SHERIFF�'S AWARDS PROGRAM 280 - In a letter dated January 12, 1984 the Commander of the Sheriff's Lomita Station advised that the Los Angeles County Sheriff' s Department has a Departmental Valor and Distinguished Service Awards Program to recognize distinguished acts performed by members of the Department,,. and that some local communities present an annual Deputy of the Year. Award to recognize exceptional law enforcement officers who serve � their citizens. Mayor Murdock asked that :suggestions for adoption of such a program be made at the next Council meeting by any member of the, Council who wishes to do so . CITY OF LOMITA RE : HOUSING FUNDS - Mayor Murdock said she has been informed that the seniar citizen � housing project in Lomita has been delayed, and the City of Rolling _ Hills will be informed �of continuing progress of the project, which is expected to be started in summer of 1984, since the City of Rolling , Hills has allocated housirig funds to Lomita for the project. PALOS VERDES LIBRARY DISTRICT �� � " In a letter dateci January lly 1984 the City Council was requested to consider adopting a resolution in support of legislation proposed - to exempt public libraries from sales or use tax on videotape rent,aTs_ and on photocopies made on library copy machines.. The matter was discussed and Councilman Heinsheimer said that although it is not � Council policy to adopt resolutions on request, in this case the - request for support of legislation is something that would affect. all residents of the Peninsula, and he would be in favor of such � action. Mayor Murdock said she would have a resolution prepared �. for consideration by the Council at the next regular meeting. � . . HILLSIDE SAFETY SEMINAR 344 Th.e Mayor distributed correspondence from the Natio.nal Foundation for Environmental Safety, Inc. , advising that the NFES is conducting a Hillside Safet3� Seminar in the Multipurpose Room of the Palos Verdes Library on Saturday, February 11 from 2 - 5 P.M. The seminar wi11 be� � conducted by experts in vegetation management, watershed management,� fiydrology, geology, soil science, . engineering, fire science and re- lated fields, and will consist of slide talks followed by a question and answer period. The Council agreed that residents should be. not�i- fied of the seminar in the Newsletter: MATTERS FROM THE CITY CLERK - ELECTION INFORMATION UP�ATE 360 � � The City Clerk reported that the two incumbent members of the Council have circulated nomination papers and have obtained sufficient signatures nominating them for�� the two openings on the Council; no � other papers have been taken out, and if there are no additional filings by February 2, 1984, the .final date, the offices will be filled by appointment by the Council. • FLYING TRIANGLE GEOLOGY UPDATE , The Clerk reported that Mr. Arthur Keene, Supervising Engineering Geologist for Los Angeles County, has advised that the information re- quested by the Council has been obtained, and a report is being prepared for presentation to the Council . WALTER GARRISON, COUNTY SANITATION DISTRICT The City Clerk reported that Mr . Walter Garrison will retire -3- � 485 January 23, 1984 , from his position as Chief Engineer and General Manager of the Sani- tation Districts on January 27 , 1984. The Council authorized prepar- ation of a City plaque; appropriately engraved, to be presented to Mr. Garrison at a_ dinner to be held in his honor in February. ALARM RESPONSE The Clerk noted that the matter of billing residents for response to automatic alarm systems, pursuant to Ordinance No. 202 , was addressed at the meeting on December 12 , 1983, and action was deferred until the first meeting in February, 1984. The City Clerk said additional billings � have been received and the matter will be placed on the agenda of the . - next City Council meeting. _ , CHANGE OF REGULAR MEETING DATE The City Clerk reported that City Hall will be closed on Monday, February 13, 1984 in observance of Lincoln' s Day, and. the first. meeting in February will be held on Tuesday, February 14, 1984. � ADJOURNMENT TO CLOSED SESSION � � Mayor Murdock adjourned the meeting at 8 :00 P.M. to a closed m session. m Q MEETING RECONVENED AND ADJOURNED The meeting was reconvened at 8 :40 P.M. and Mayor Murdock reported ttiat the Council had discussed personnel matters with relation to the City Manager recruitment pracess.
