Monday, March 26, 1984. The motion. was seconded by Councilwoman Leeuwenburgh and carried by the follow- ing roll call vote: AYES: Councilmembers Leeuwenburgh, Pernell, Mayor Murdock NOES: None ABSENT: Councilman Heinsheimer ABSTAINED: Councilwoman Swanson PAYMENT OF BILLS Councilwoman Swanson moved that Demands No. 11658 through 11678 in the amount of $13,514.22 be approved for payment from the General Fund,.and that Demand No. 11661 in the amount of $2,613.92 be approved for payment from the Fire and Flood Self Insurance Fund. The motion was seconded by Councilman Pernell and carried by the following roll call vote: AYES: Councilmembers Leeuwenburgh, Pernell, Swanson Mayor Murdock NOES: None ABSENT: Councilman Heinsheimer 10 March 26, 1984 UPDATE - FLYING TRIANGLE AREA & PROPOSED FURTHER STUDY OF GEOLOGY 845 The City Manager reported that Phase I of work requested by the Rolling Hills Community Association has been started by the County under contract with the City, and three holes have been dug and se- cured on the Wagner property at 54 Portuguese Bend Road and are being monitored. A letter dated March 23, 1984 has been sent to the Mayor: by Lowell Lusk, president of the Board of Directors, requesting that the Council authorize the County Geologists to proceed with placement of three additional slope indicators in the central area of the Fly- ing Triangle, as suggested by the geologist, and requesting confirm- ation of the costs, specificic indications of the locations, and a statement of the value of the project as it relates to road stabil- ization. Mayor Murdock said the County Geologist, in a letter dated March 14, 1984, relayed some field observations in the Flying Triangle and pointed out some new areas of instability, and it was determined- that the location of slope indicators in the center of the area would be of more value with relation to indications of stability of the road. Specific locations will be determined by the County and waivers will• be requested of the owners. The Mayor said that upon authorization, by the Council to proceed, the County will order the material so the,: project can proceed without delay. Councilwoman Swanson moved that the Council authorize the County to proceed with the adjusted placement of three additional slope in- dicators as requested by the Board of Directors of the Rolling Hills - Community Association. The motion was seconded by Councilwoman Leeu- wenburgh and carried by the following roll call vote: AYES: Councilmembers Leeuwenburgh, Pernell, Swanson Mayor Murdock NOES: None ABSENT: Councilman Heinsheimer COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLEMENT 905 The Manager reported that the City of Rolling Hills allocated.,._a. block grant of funds for community redevelopment and low cost housing to the City of Lomita in a three year agreement. The City has been. requested to confirm the allocation through 1984, and the Manager recommended that Lomita be advised that funds in the amount of $12,.606 will be allocated for 1984 by Rolling Hills, in accordance with an agreement dated October 12, 1981. Councilman Pernell moved approval of the staff recommendation. The motion was seconded by Councilwoman Leeuwenburgh and carried by.. the following roll call vote: AYES: Councilmembers Leeuwenburgh, Pernell, Swanson Mayor Murdock NOE S : None ABSENT: Councilman Heinsheimer f. ADMINISTRATION OF OATH OF OFFICE TO CITY CLERK 968 Mayor Murdock explained that it has been customary for the City Manager of Rolling Hills to also serve as City Clerk, and she adminis- tered the Oath of Allegiance to the City Manager, appointing Mr. Molendyk City Clerk for the City of Rolling Hills. NATTERS FROM THE CITY MANAGER it DEPOSIT OF FUNDS WITH CALIFORNIA WATER SERVICE COMPANY 988 The Manager reported that James Cantrell, District Manager for California Water Service Company, advised in a letter dated March 13, 1984 that the necessary deposit to upgrade the fire hydrant at Saddle- back Road and Hillside Lane has been received. The Manager said this I -2- 13 March 26, 1984 deposit was made by Mr. Larry Delpit in order.to provide the required fire flow for his property at 45 Saddleback Road.. JUVENILE ALTERNATIVE WORK SERVICE (JAWS) The Manager requested.comment from the Council regarding a copy of'a letter dated March 6, 1984 from the.County of Los Angeles Proba- tion Department explaining a low cost method of providing grounds maintenance work using crews from the JAWS program, which allows probationary juveniles to work on projects including roadside clean- up; painting and general maintenance. Councilman Pernell suggested that the City Attorney be contacted with regard to -such use of City funds. Mayor Murdock said it appears to be a cost effective program that could be of benefit to the City needing work and the participants in the program. AERIAL PHOTOS 1015 W The Manager reported that aerial photos of the.City, taken by Herb Agid, 60 Portuguese Bend Road, have been purchased by the City and can be seen at City Hall. Mr. Molendyk said the County Geologist LL will be advised that Mr. Agid plans to take more aerial photographs in the near future, so specific shots can be taken. Councilman Per- nell suggested that the Manager investigate photogrammetry. DIAL -A -RIDE REFUND 1045 The Manager reported.that a refund check in the amount of $9.15 has been received from Jacki Bacharach from the Dial -A -Ride program. PLANNING COMMISSION ACTION, FEBRUARY 21., 1984, ZONING CASE NO. 289 The Manager reported that at the meeting of the Planning Commis- sion on March.20,..:..1984 a corrected plan for a paddle.tennis court approved in concept by the Planning Commission on February 21, 1984 was submitted to the Commission, and following review and determin- ation that all requirements, including a four foot high retaining wall, had been met, the plan was approved by the Planning Commission and was signed by the Chairman. The Manager noted that at a special meeting of the City Council on. Friday, March 16, 1984, the Council had voted to take jurisdiction of the.Zoning Case and remand it to the.agenda for the current meeting. The plot plan and a detail plan of the proposed paddle tennis court were displayed: Mr. Molendyk said he visited the site with the Mayor on March 26, and they noted that .windows which have been installed in the loft of the existing stable in violation of the Zoning Ordinance are still in place. Councilman Pernell asked who prepared plans for improvements on the Kim property, and was advised that Richard Linde is the architect, and engineering is being done by South Bay Engineering. The Mayor said there has been a recent pattern of changes being made during development, after initial approval of submitted plans, resulting in violations that delay progress of the work, and are disappointing to the property owner. The Council agreed that the need to comply with the code should be emphasized to all persons working on a project. Mayor Murdock asked Mr. Douglas McHattie, South Bay Engineering, if he was certain that the tennis court could be built with a four foot high retaining wall as shown on the plan. Mr. McHattie defined the area where the 2:1 grading will be started, and said the court will be raised 6" to accomplish the four foot high wall, and he said the court elevation will be approximately two feet below the elevation of the stable. Members of the Council agreed that a field trip should be scheduled, ati, date and time which would be determined later in the meeting. Mayor Murdock asked that the County's Building Inspector be asked to monitor the improvements being made on the property to ensure that regulations are being adhered to. The engineer was re- quested to stake the property to show the proposed court location, and define the four corners and -the eight foot high combined retain- ing wall and fence height. -3- 14 March 26, 1984 MATTERS FROM THE CITY COUNCIL 1197 DEDICATION OF HESSE PARK Councilman Pernell reported that he attended the dedication of the Fred Hesse Community Park in Rancho Palos Verdes on Saturday; March 24, 1984, and he said a portrait of Mr. Hesse, former member the the Rolling Hills City Council, was presented by the family. FIRE ON SADDLEBACK ROAD Councilman Pernell said it has been determined that a recent brush fire on Saddleback Road resulted from defective Edison Company equip- ment, and he suggested that Ted Porter, area manager of Southern Cali- fornia Edison Company be requested to attend a City Council meeting and address the matter of equipment failure. Councilman Pernell said the brush fire was small and close to the road, so was easily contained, but there is a potential for greater damage, given weather conditions and topography. NEIGHBOORHOOD WATCH 1261 Councilwoman Leeuwenburgh reported that an organizational meeting of the Neighborhood Watch Program will be held on Monday, April 2, 1984 at City Hall and members of the community have been invited to attend the meeting, which will be sponsored by the Rolling Hills Women's Club and Lomita Sheriff's Department. Councilman Pernell said he has ar- ranged with the President of the Women's Club to have one of the co ordinators of the program in Palos Verdes Estates attend the meeting, and provide input.based on experience. ABSENCE FROM COUNCIL MEETINGS Councilwoman Swanson reported that she will be away in April when reorganization of the Council is customarily scheduled on the agenda, and she asked that reorganization be taken care of at the first meeting in April or deferred to the first meeting in May. The Mayor explained that the Deputy City Clerk had researched the re- quirements and information provided by the election advisor was dis- tributed to members of the Council. Councilman Pernell suggested.-.. that the City Attorney be asked to advise the Council on what options are available with regard to flexibility of the requirements. CONTRACT CITIES MEETING Mayor Murdock reported that she attended a meeting of Contract Cities Association on Wednesday, March 21, 1984 at which Hal Croyts of Lomita was elected Treasurer. LANDSCAPING IN RANCHO PALOS VERDES NEAR CREST GATE 1362 Mayor Murdock said she discussed the landscaping on the portion of Crest Road between the Crest Road gatehouse and Crenshaw Boulevard with Mayor Bacharach of Rancho Palos Verdes. Mayor Bacharach said that portion of road does not serve anyone in Rancho Palos Verdes, and since it provides access to the City of Rolling Hills, Rancho Palos Verdes would be willing to give that portion of road to the city if the Community Association will accept it. Mayor Murdock said she will ask the City Attorney to advise the Council whether a public road can be made private, and ask him to prepare a proposal for taking the road into the City and Association if it can be done. The Mayor said, further, that it appears that portion of Crest Road would benefit from a project such as JAWS, discussed earlier in the meeting. Members of the Council agreed. SABOTAGE IN CITY The City Manager reported that the Sheriff's Department contacted him with regard to sabotage on a property in Rolling Hills, and he ex- plained that Mr. Don Thomas, 10 Chesterfield Road, notified the Sher- iff that bolts on a monorail system on his property had been loosened, -4- [1 LO a) U- rn a 17 March 26, 1984 causing a car carrying passengers to tip over. Mr. Molendyk said the Sheriff is investigating the incident, and will keep the City advised. BUDGET HEARING The Mayor reported that•she, Councilwoman Swanson, Finance Officer for the Council, and Councilwoman Leeuwenburgh plan to meet with the City..Manager and Larry Courtright, former City Treasurer on Tuesday, March 27, 1984 to discuss the proposed 1984-85 Budget. On the advice of the City Attorney, the meeting will be adjourned to March 27, 1984, since three members of the Council will be present, and that session will then be adjourned to the next regular meeting of the City Council on.April 9, 1984. CLOSED SESSION The meeting was recessed to a closed session at 8:35 P.M. MEETING RECONVENED The meeting was reconvened and Mayor Murdock said a field trip to the Kim property at 8 Buggy Whip Drive had been scheduled for Tuesday, April 3, 1984 at 7:30 A.M.
