6/25/198452 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL CITY OF ROLLING HILLS, CALIFORNIA June 25, 1984 A special meeting of the City.Council of the City of Rolling Hills was called to order at 7:05 A.M. Monday, June 25, 1984 by Mayor Leeuwen- burgh at the Administration Building, 2 Portuguese Bend Road, Rolling Hills; California. ROLL CALL PRESENT: Councilmembers Murdock, Pernell, Heinsheimer,' Mayor Leeuwetiburgh ABSENT: Councilman Heinsheimer ALSO PRESENT: Ron Molendyk, City Manager PURPOSE OF MEETING Mayor Leeuwenburgh explained that the session was called as a special meeting of the City Council because she was advised that two members of the Council members present were planning to leave town, and there would not be a quorum of members present for the regular meeting, scheduled for 7:30 P.M. Monday,.June 25. The Mayor said the Council was required to adopt the update of the General Plan Housing Element and forward the updated copy to Sacramento within the time limit established by.law. HOUSING ELEMENT UPDATE The City Manager advised the Council that the updated Housing. Element was reviewed by the Planning Commission at a regular meeting - on June 19, 1984. In a memorandum dated June 19, 1984 Richard Anderson, Planning Advisor, advised that the City of Rolling Hills has regularly reviewed housing through various analyses, and the July 1, 1984 deadline offers the opportunity to formalize the review and advise the State of the City's findings. Mr. Anderson advised that thirteen single family residences have been constructed since adoption of the Hous ing.Element in 1981 and seven homes have been demolished, for a net gain of six units. With regard to.occ°upancy, he said the Southern California Association of Governments Regional Housing Allocation Model'(RHAM) shows 668 dwelling units serving 644 households, indication 24 unoccupied units for a vacancy factor of 3.4%, which is above the 2% vacancy factor considered to be a minimum acceptable standard for owner occupied units in the region. With regard to.housing units now underway, Mr. Anderson noted that the City has joined other neighboring cities in pooling finan- cial resources to construct low cost housing in Lomita. To implement the goals of the housing element, the City has amended the City Code to provide for manufactured homes, mobile homes and trailers; contrib- uted money toward the development of housing for elderly.or handicapped people in Lomita; amended the City Code to provide density bonuses for developers willing to build low and moderate -income housing in the City, and met with representatives of other jurisdictions to.discuss cooperative housing strategies. Following review of the updated Housing.Element, the Planning Commission approved and accepted the.update as prepared by Mr. Ander- son and recommended.that staff forward it to the City Council with a recommendation that the City Council review the document, and if found to be acceptable, that the updated Housing Element of the General Plan be forwarded to the State of California Department of Housing and Community Development. In discussing the element, Councilman Pernell-asked that -staff clarify the vacancy factor of 3:4% and advise the Council regarding density bonuses for developers willing to build low and moderate income housing within.the City. Councilwoman Murdock moved that the-Genetal Plan Housing Element Update be approved, and the findings and recommendations of the Planning Commission be accepted, and that the document be forwarded to'the Department of Housing and.Community Development of the State of California. The motion was seconded by Councilwoman Swanson..and carried by the follow- ing:roll call vote - AYES: Councilmembers Murdock, Pernell, Swanson Mayor Leeuwenburgh NOES: None ABSENT: Councilman.Heinsheimer a APPROVAL,OF PAYROLL Councilwoman Murdock moved that demands for staff payroll and payroll -related items be approved for payment, with the action to be ratified at the next meeting of the City Council.:.
