9/11/1984I MINUTES OF AN ADJOURNED MEETING OF THE CITY COUNCIL CITY OF ROLLING HILLS, CALIFORNIA September 11, 1984 An adjourned meeting of the City Council of the City of Rolling Hills was called to order at the Administration Building, 2 Portuguese Bend Road, Rolling Hills..' California by Mayor pro tem Heinsheimer at 7:30 p.m. Tuesday, September 11, 1984. ROLL CALL PRESENT: Councilm.'embers Heinshe'imer, Murdock, Pernell ABSENT: Councilwoman Swanson, Mayor Leeuwenburgh ALSO PRESENT: Ron Molendyk. City Manager Michael Jenkins City Attorney APPROVAL OF MINUTES 11 The -minutes minutes of the meeting on August 27, 1984 were approved and accepted as presented on a motion made by Councilman Pernell; seconded by Councilwoman Murdock and carried unanimously. PAYMENT OF BILLS Councilman Pernell moved that-..,De'mands No. 268 through 277, 279 through 288 and 291 through 297, also Demand.No. 11748 through 11755 in the amount of $28,335.59 be approved for payment from the General Fund, and that Demands No. 278, 289 and -290 be voided. -The motion was seconded by'Councilwoman Murdock and carried by the fol lowing roll call vote: AYES: Councilmembers Heinsheimer,,Murdock, Pernell'­­' NOES: None ABSENT: Councilwoman Swanson, Mayor Leeuwenburgh TRAFFIC COMMISSION RECOMMENDATIONS 20 The City Manager recommended that the City Council accept.th'e recommendations made by the Traffic Commission at their.meeting-Q.n August 17, "1984, including posting "No Stopping - Tow Away Zone" at the closed gate on Crest Road East. The Manager reported that 'he has worked with the City Manager of Rancho Palos Verdes'to coordin- ate ordering and placing of the signs. Mayor pro tem Heinsheimer%', asked the City Managertoverify whether the sign should prohibit stopping or parking, and.said the sign should be standard in wording. The Manager said the intent of the Traffic Commission was to warn . that parking in the area was prohibited, and cars parked in the ares would be towed away. Councilman Pernell moved that the recommendations made by the Traffic Commission at a meeting on August 17, 1984 beapprovedand,-'-,i,'. adopted. The motion was seconded by Councilwoman Murdock and car- ried unanimously. PLANNING COMMISSION ACTION, AUGUST 27, 1984 110 The City Manager reported that at a meeting on August 27, 1984 the Planning Commission approved the following requests: Zoning Case No. 298, Craig Caldwell, 1 Georgeff Road, Conditional Use Permit for tennis court and accessory building; Zoning Case No. 301, Duk Lee, 7 Caballeros Road, Variance -of- s1de yard requirements for residence addition; j Zoninb Case No. 302, Peyton Cramer, 11 Georgeff Road, Variance of front yard setback requirements for residence remodel. 77 September 11, 1984 No°action was taken by the C ouncil and the information was received for the file. MATTERS FROM THE CITY COUNCIL.. MEETING OF PENINSULA MAYORS AND SANITATION DISTRICT Mayor pro tem Heinsheimer said he would be unable to attend the monthly meeting of Mayors of the Peninsula cities held prior to the monthly meeting of the Sanitation District. Counlcilman Pernell said he would be able to attend in the absence of the Mayor.and.the Mayor pro tem, and with the concurrence .of members of the Council present the Manager was directed.to take the necessary action by notifying the Sanitation District and the City of Rolling Hills Estates, host city, that Councilman Pernell would attend. LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE The City Manager reported that Mayor pro tem Heinsheimer, Council- woman Murdock and the City.Manager have been registered for the Ln annual conference in.Anaheim September 23 - 26, 1984. EMERGENCY PREPAREDNESS PLANNING SESSION 180 m Councilwoman Murdock reported that the Board of Supervisors will Q conduct an earthquake preparedness drill later in the year, and a planning session has been -scheduled for September 13,. 1984. SOUTH BAY JUVENILE DIVERSION PROJECT 195 The City Manager distributed copies of a letter to the Mayor dated August 30, 1984 requesting $200 of funds budgeted by the City of Rolling Hills pending a request from Juvenile Diversion for actual use of the funds. Mr. Molendyk explained that since the -allocation was approved previously and was included in the budget, no action by the Council was required - MATTERS FROM THE CITY MANAGER 198 FLYING TRIANGLE;. The City Manager reported that he has been in contact with Mr. Arthur Keene, County Geologist, but has not received information from Bob Thomas, Geologist, regarding proposed drilling for underground water; the Wagner property, and a written report regarding recommend- ation for services of County'surveyors.in the Flying Triangle area,. Mr.-Molendyk said he will continue to call the County until there - quested information has been provided.. PROPOSITION "A" FUNDING - TRANSIT FUNDS The matter was held on the agenda for consideration when Council- woman Swanson is present for the discussion. Mayor pro tem Heinsheimer asked that it be placed on the agenda for the next Council meeting. WESTERN CITIES MAGAZINE The Manager reported that the new issue of Western Cities Magazine contains an article by Michael Jenkins, and mentions that he is City Attorney for the City of Rolling Hills. JARVIS IV TAX INITIATIVE - PROPOSITION 36 260. The City Manager explained that he has sent information regarding the.proposed Jarvis IV Tax Initiative to the Council, and he presented an overview of the proposed legislation which will appear on the Novem- ber ballot. Mr. Molendyk said that the requirement for roll back 2% inflationary adjustments for properties with pre -1977 lien rates and refund over assessments for those properties would mean that the City would have to refund approximately $18,000. Mr. Molendyk said he has attended several meetings at which the -2- b September 11, 1984 position in opposition to Proposition 36. RECESS TO CLOSED SESSION Mayor pro tem Heinsheimer recessed the meeting to a closed session. ADJOURNMENT The meeting was reconvened at 8:40 p.m. Mayor pro tem Heinsheimer said the City Council discussed litigation and personnel matters.
