REGUL�R MEETING OF THE CITY COUNCIL OF THE CITY OF ROLLING HILLS, CALIFORNI� 12 January 1959 The reg�la'r meeting of the City Council of' the City of Rolling Hills was held at 7:30 p.m. Monday, 12 January 1959, in the City Hall. The meeting was called to order at 7:30 p.m. by Mayor Goodman. ROLL CALL � Present: Councilmen Horn, Nielsen, Roach, Tourtelot and Mayor Goodman. �lso Present: City Clerk Gilbert Myers, Deputy City . High School �tudents, � MINUT�S - MEET ING .OF 22 DECEMBER 1958 , On motion of Councilman Horri, seconded by Councilman - Nielsen and unanimously carried, the minutes of the meeting held 22 December 1958 were a�pproved as •written. PROPOSED STTBDIVISION TRACT N0. 2l�822 The City Clerk presented a letter dated December 22, 1958 from the Regional Planning Commission regarding proposed Subdivision Tr.act No. 2l�822, tentative map of which was enclosed. It was moved by Mayor Goodman, seconded by Counc.ilman Nielsen ancl unanimously carried � that the Council instruct the manager to write a letter objecting to the proposed Tract �No. 24822 on the grounds that it contains lots in the area zoned RA-1 which are less than 1 acre in area. P�RSON�L APPEARANCE - MR. JOHN P. COMMONS - �� . . . , . , . . . . Mr.' John P. Commons from the Regional Planning Office � reported upon his inspection of the City of Rolling Hills. He advised the Council as to the matters which in his opinion should be included in a zoning ordinance and answered inquiries from the members of the Council on this subject. STUDENT OBSERVERS ' The Mayor welcomed eleven E1 Segundo High 5chool students vuho wore present in connection with their studies. He then briefly explained _to them the procedures followed by the Council in handling the Cityts business. CORRESPONDENCE �;; � The City Clerk read correspondence, as follows: a. letter dated January 6, 1959 from the chairmen of the Palos Verdes� Peninsula Committee for the Central and West Basin Water Replenishment District �.�:�. - asking the Cityts support of the project, and enclosing a- petition. The Mayor directed the Clerk to turn the petition over to Mr . �dward � Reynolds who is obtaining signatures from resi- dents of the City; � b.. letter dated January 5, 1959 from �illiam J. McCann, Treasurer of "New Cities Since 1953��s inviting the City of Rolling Hills to join the group and stating that dues of �25.00 were pay- , able. It was moved by Councilman Horn that the letter be filed. The motion was seconded by . Mayor Goodman and unanimously carried; c . letter dated December 31, 1958 from Carl Fossette, Field Secretary of the Central Basin Vllater . Association, ex pressing appreciation for the City� s support of the water repleni�hment program;- • d. report for the month of December, 1958 submitted by the County of Los Angeles for the Municipal �--� Court of the South Bay Judicial District which � stated that �107.07 had been collected for fines � and forfeitures for the City of Rollin� Hills; � • . , � _ . � e. summary of apportionments of Motor V�ehicle License Fees for the period June l, 1958 through November 30, 1958 which showed the allocation of �6�2.5l� to •� � the City of Rolling IIills . The Clerk reported that a check for this amount had been received and deposited in the In Lieu Fund; � f. letter dated December 15, 1958 from Peter J. Pitchess, Sheriff of Los Angeles County, express- ing appreciation for the City� s encour agement and friendship; - g. letter dated December 12, 1958 from Rexf'ord V. Moore of the County Building and Safety Office which reported on the inspection made of Dr. Keys� trail from the south end of Middle.ridge I�ane to � Appaloosa Lane. The report was ordered filed. CITY BILLS r�� The City Manager presented the register of bills to be allowed. On motion of Cou.ncilman Nielsen, seconded by Councilman Horn and on roll call vote unanimously carried, Demands No. 331 through 339 were approved for payment from the General Fund, as follows: Demand No. 331 General Telephone Company � 69.l+.5 Demand No. 332 Pacific Telephone 11.61.}. He said that it appeared that one of the first steps would be to insure that the City had an understanding whereby charges against City funds vvould not be incurred f'or the next stage of planning. but woula be chargeable against funds from the bond issue. Mr. Kinley � submitted •a memorandum concerning procedure to be followed for the letting of contracts for public projects. Accord- ingly, the matter was laid over until the next meeting. ,�RE� G CIVIL DEFENS� �ND DIS,�STER BOARD AGREEMENT , The City Nlanager �and City .Attorney reported on their study of the Joint Powers A�reement submitted to �he 4 _ Council at its meeting of December ,8 by James Algie, and ' recommended. that the City participate in the program. It was then moved by Councilman Horn that the City of Rolling . Hills execute the Joint Powers Agreement and pay the �21.�. fee. The motion was seconded by :.Councilman Tourtelot and unanimously carried. �DOPTION OF ORIDINANC� N0. U-ll�. . ,. Proposed Ordinance No. U-11�, "An Ordinance of the � City of Rolling Hills Prohibiting the Issu�nce of a Building Permit for the Construction of a idew Residence in any Area of the City of Rolling Hills `�Without Provision for an Adequate 'Water Supply for Fire Protection Purposes" was read in full by Mayor Goodman. Thereupon, on motion � made by Mayor Goodman and seconded by Councilman Tourtelot, said Ordinance No. U-l�}. was, on roll call vote by the City Clerk, unanimously adopted. Ordinance No. U-11� is set forth in full in the Book of Ordinances. PERSONAL APPEARANCE - MR. ROBERT BOOMER i�r. Boomer appeared before the Council to inquire , ' if any of the storm drain appropriations might be used for Flying PlIane Lane, to which Mayor Goodman replied that the County had already specified the five projects in the City for which all of the money has been allocated. . Mr. Boomer also suggested that the location of the stop line at the intersection of Portuguese Bend and Crest Roads be chanoed and that a stop sign be placed on Crest Road at South.field Drive for westbound traffic . The Mayor thanked Mr. Boomer and requested that the Traffi�c Commission be informed of' these suggestions and asked for a report from the Commission at the February 9 meeting of the City Council. TRIPLE LANE GATE � Councilman Tourtelot reported that Mr. Ernest Hahn� s � of`f'iice was preparing the specifications for the triple - ' lane gate and that he would present the project to the residents of the City at the annual meeting of the Rolling - Hills Community Association on January 11�., 19"59. � 1��J0 URNMENT It was moved by Councilman Horn, seconded by.
