4/22/1985164 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL CITY OF ROLLING HILLS, CALIFORNIA April 22, 1985 A regular meeting of the City Council of the City of Rolling Hills was called to order at the Administration Building, 2 Portuguese Bend Road, Rolling Hills, California by Mayor Leeuwenburgh at 7:30 p.m. Monday, April 22, 1985. FINANCIAL STATEMENT The Financial Statement dated March 31, 1985 was approved and accepted -as presented on a motion made by Councilwoman Swanson, seconded by Councilwoman Murdock and carried by the following roll call vote: AYES: Councilmembers Murdock, Swanson, Mayor Leeuwenburgh' NOES: None ABSENT: Councilmembers Heinsheimer, Pernell Councilman Pernell arrived at 7:40 p.m. PAYMENT OF BILLS Councilwoman Murdock moved that Demands No. 626 through 631; 636 through 645; 647; 649 through 663 and 665 through 669; also Demands No. 11794 and 11795 in the amount of $31,362.57 be approved for payment from the General Fund, and that Demands No. 632 through 635; 646, 648, 664 and 11793, incorrect because of a problem with the printer, be voided. The motion was seconded by Councilwoman Swanson and carried by the following roll call vote: AYES: Councilmembers Murdock, Pernell, Swanson Mayor Leeuwenburgh NOES: None ABSENT: Councilman Heinsheimer ORDINANCE NO. 208 Councilwoman Murdock moved that Ordinance No. 208, entitled AN ORDINANCE OF THE CITY OF ROLLING HILLS ADOPTING BY REFERENCE THE LOS ANGELES COUNTY CODE: TITLE 26, BUILDING CODE: TITLE 28, PLUMB- ING CODE AND TITLE 29, MECHANICAL CODE, MAKING AMENDMENTS TO SAID CODES AND AMENDING THE ROLLING HILLS MUNICIPAL.CODE be adopted, and that reading in full be waived. The motion was seconded by Council- woman Murdock and carried by the following roll call vote: 165 April 22, 1985 AYES: Councilmembers, Murdock, Pernell, Swanson Mayor Leeuwenburgh NOES: None ABSENT: Councilman Heinsheimer SET PUBLIC HEARING, PARCEL MAP NO. 14467 A public hearing was set for 7:30 p.m. Monday May 13-, 1985 in the matter of a minor modification of conditions of approval of Parcel Map No. 14467 regarding the offer by certificate on the parcel. map of the necessary right of way to provide 50' from centerline and private and future street for Crest Road East. Mr. Douglas McHattie of South Bay Engineering, representing the applicant, advised the -Council that the Crest Road easement is controlled -by Palo's -Verdes Properties as the-,.�non*exdlusive easement holder, and the offer of right of way on the parcel map is not applicable to Parcel Map No. 14467 and should be de- leted from the conditions of approval. To do this a public hearing should be held, and residents who were notified of the original pub- lic hearing to consider the division oflandshould be notified of the hearing on the modification. The Mayor so ordered. MATTERS FROM THE CITY COUNCIL INTRODUCTION Mayor Leeuwenburgh introduced the Palos Verdes Peninsula News who City Council meetings.. TRANSPORTATION FINANCE, SB290 Anne LeJeunesse, a new reporter for has been assigned to Rolling Hills Mayor Leeuwenburgh distributed copies of a Legislative Bulletin #7-1985 from the League of California Cities and a copy of SB290, a Transportation Finance bill which has been set for hearing, and she asked that members of the Council who wish to do so call Senator Bob Beverly at his office to advise whether they are in favor of support- ing the bill. REGIONAL LAW ENFORCEMENT MEETING Councilwoman Murdock reported that she chaired a meeting of the Regional Law Enforcement Committee on Monday, April 22, 1985, and, service levels and cost distribution for-.next.year w ' ere adopted. The- Eastview section of Rancho Palos Verdes will be included in the dis- trict at a slight increase in cost, Councilwoman Murdock said, explain- ing that the participants in the Region felt it was appropriate to in- clude the Eastview area. GRADING ON CHUCK14AGON ROAD . 383 Councilwoman Swanson asked for an update on a grading project at 5 Chuckwagon Road. The City Manager said the County Engineer is con- ducting on-going monitoring of the project, and he said he will ask Harry Kondo, District Engineer, to report in writing. SALE OF FIREWORKS IN,LOMITA 421 Mayor Leeuwenburgh reported that she was advised by a resident of Lomita that a public hearing will be held in that city on May 20 and a petition signed by more than 200 residents of Lomita will be *presented in opposition to the sale of fireworks in Lomita. Councilman Pernell said the Council's concern has been conveyed to officials of Lomita, and he suggested that the Council not parti- cipate in the efforts of the citizens of Lomita at the public hearing. JOINT MEETING WITH BOARD OF DIRECTORS Mayor Leeuwenburgh said the Board of Directors has agreed to meet with the Council on April 29 at 7:30 p.m. and items to be discussed include sewers and possible purchase of another computer. 2- 166 April 22, 1985 CALIFORNIA CONTRACT CITIES MEETING Mayor Leeuwenburgh reported that she presented an inscribed plaque to outgoing President Jim Van Horn at the recent meeting of California Contract Cities Association. PLANNING COMMISSIONER BILL FIELD 485 Mayor Leeuwenburgh and members of the Council discussed the unexpected death of Planning Commissioner Bill Field on April 17. The Mayor reviewed the record and said Commissioner Field was appoin- ted to the Planning Commission in February 1973, served as Chairman in 1975, and was reappointed to succeeding terms, the most recent appointment being made in February 1985 for a two year term. Staff was advised that a memorial service will be scheduled at a later date. Councilwoman:Swanson.suggested that the -family be consulted regarding -- an appropriate memorial for P1r."Field. Councilman Pernell was asked to,'.contact Mrs. Field. MATTERS FROM THE CITY MANAGER' SPECIFICATIONS FOR BIDS FOR PAINTING CITY PROPERTY 522 The City Manager presented specifications for preparation of painting and.finishing of Rolling Hills City Hall, the garage -storage building and gazebo adjacent to the tennis courts, prepared by South Bay Engineering Corporation, and he advised the Council that the costs were included As a line item in the budget. Councilwoman Murdock moved that the specifications be approved and the City Manager be authorized to put the job out for bid. The motion was seconded by Councilwoman Swanson and carried by the follow- ing roll vote: AYES: Councilmembers Murdock, Pernell, Swanson Mayor Leeuwenburgh NOES: None ABSENT: Councilman Heinsheimer Mr. Leach said he has received an estimate for trimming the eucalyptus trees in the vicinity of the tennis courts, and will pre- sent it to the Council. ABATEMENT OF NUISANCE, 2 RANCHERO ROAD In response to an inquiry by Councilman Pernell, the City Manager reported that the certified letter sent to Mr. Douglas Herrick, 2 Ranch- ero Road regarding abatement of a nuisance on his property has been re- turned to the City unclaimed, and a copy of the notice was sent via regular mail and a copy was posted on the front door of the residence.
