8/12/1985r MIC 6 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL CITY OF ROLLING HILLS, CALIFORNIA August 12, 1985 A regular meeting of the City Council of the City of Rolling Hills was called to order at the Administration Building, 2 Portuguese Bend Road, Rolling Hills, California by -Mayor Heinsheimer at 7:30 p.m. Monday, August 12, 1985. The motion was seconded by Councilwoman Leeuwenburgh and .carried unanimously. APPROVAL OF MINUTES The minutes of the meeting .on July 22, 1985 were approved and accepted as presented. , PAYMENT OF BILLS Demands No. 835 through 849, 852 through 860 and 11814 and 11815 in the amount of $17,076.77 were approved for payment from the -General Fund; Demand No:.854 in the amount of $643.22 was approved for payment from the Fire and Flood Self Insurance Fund and Demands No. 850 and 851 were voided in a motion made by Councilwoman Swanson, seconded by Councilwoman Leeuwenburgh and carried unanimously. PLANNING COMMISSION ACTION, JULY 16, 1985 Minutes of action by the Planning Commission on July 16, 1985. approving: Zoning Case No. 312, Wallace Kreag, 68 Saddleback Road, Request for CUP for'Tennis Court, Guest House and Cabana; Zoning Case No. 314, Dr. Arthur Kaiser, 38 Crest Road East Request for CUP for Tennis Court Zoning Case No. 315, Larry Delpit., 45 Saddleback Road., -Request for Variance for.residence addition in front yard Zoning Case No. 318, Dr. Richard Hoffman, 3 Hillside Lane, Request for Variance for addition to residence witnin Su _ fronu setback were received for the file. ORDINANCE NO. 208, PURCHASING ORDINANCE Councilwoman Murdock moved that Ordinance No. 208 entitled AN ORDINANCE OF THE CITY -OF ROLLING HILLS AMENDING THE PURCHASING ORDINANCE AND AMENDING THE ROLLING HILLS MUNICIPAL CODE be adopted, and that read- ing in full be waived. The motion was seconded by Councilwoman Swanson and carried unanimously. . om August 12,*1985 LEAGUE OF CALIFORNIA CITIES VOTING DELEGATE AND ALTERNATE In a letter dated July 15, 1985theCouncil was requested to - designate a voting delegate and alternate for the Leagu.6's Annual Conference. Councilwoman Swanson moved that the Council members previously appointed delegateandalternate for League meetings be designated as voting delegates. The motion was seconded by Councilwoman Murdock and carried unanimously. The City Clerk was instructed to advise the Executive Director of the League that Councilwoman Ginny Leeuwenburgh is Voting Delegate and Councilwoman Jody Murdock is Alternate. APPOINTMENT TO TRAFFIC COMMISSION I 'Councilwoman Leeuwenburgh reported that as Chairman of the Traffic Commission she had met with Mr. S..D. Weim"an, 29 Crest Road East, and .Mr. Weiman has agreed.to serve on the -Traffic commission if appointed. Councilwoman Leeuwenburgh moved that Mr. Weim'an'be app6inted,,t*o%the CO Traffic Commission. i The motion was seconded by Cbuncilwoman'Murdock and carried unanimously. LL LL AGREEMENT WITH BFI The Acting City Manager reported that the, Franchise Agreement with - BFI'has been approved by the City Attorney and by BFI, and he rec'0m_1 mended that the Council approve the Agreement and -authorize execution. Following discussion -of the Agreement Councilwoman Swanson moved that the Franchise Agreement be approved. The motion was seconded by Councilwoman Murdock and carried unanimously. RANCHO-PALOS VERDES'LETTER RE.: AB 1461*(FELANDO) 671 In a letter dated August 5,'1985 the City Manager of the City of Rancho Palos Verdesrequested that the Rolling Hills City.Council sup-. port AB 1461 (Felando) which is intended to stop the Portuguese Bend Landslide, , the largest landslide in the State of..California. Council- woman Leeuwenburgh moved that the City Council endorse the legislation in a letter to Assemblyman Felando, with a copy to the City of Rancho Palos Verdes. The motion was seconded by Councilwoman Swanson and carried unanimously. Staff.'was requested to prepare a letter for the Mayor's signature. CITY MANAGER -RECRUITMENT 683 The Acting City Manager reported that 11 applications have been received to*'date for .the position of City Manager. Mr. Devereux said the advertisement for. the position was not received in time for publi-- cation in Western Cities or the local Assistant's Newsletter, so he has prepared a'revis-ed calendar for recruitment. It was the Acting Mana- ger's recommendation that the application deadline be.extended to permit advertising in -Western Cities and the M.M.A.S.C. Newsletter, since two Councilmembers will be away and -will be unable to participate in review of application8 as currently scheduled,The Council con- curred with the recommendation, and requested that applicants who have responded to the adVertisement be advised of the new deadline. ABSENCE FROM COUNCIL MEETING Councilwoman Swanson said she will be out of the country and will not attend the next regular Council -meeting. OFF SHORE DRILLING . Councilwoman Leeuwenburgh said therevis limited time available for the Council to take a position with regard to a proposed agreement concerning off shore drilling in the vicinity of the Palos Verdes Pen- insula, and she suggested that the City Council join with Supervisor Deane Dana in opposing the proposal. Councilwoman Swanson reported so W August 12, 1985 that the South Bay Cities Association is funding a program to oppose the proposal. Mayor Heinsheimerasked stafftoadvise the Council of dates of meetings on'the proposal, and requested that a letter to the 01 Secretary of the Interior expressing the Council's opposition be pre- pared for his signature. [NEST BASIN WATER ASSOCIATION Councilwoman Leeuwenburgh reported that she will be out of town on August 22, 1985 and will not be able to attend the meeting of the Board of Directors of the West Basin Water Association. PROPOSED DEVELOPMENT, ROLLING HILLS ESTATES 755 Councilwoman Leeuwenburgh said she has been contacted by a Rolling Hills resident regarding proposed development of the Chandler property in Rolling Hills Estates, and the resulting impact on Palos Verdes Drive North. Councilwoman Mirels of Rolling Hills Estates has advised that that City would be willing to have participation by Rolling Hills in discussions, but no action will be taken for at least six months, FLYING TRIANGLE PROPERTIES The City Manager reported that the County Engineer has declardd the property at 62 Portuguese Bend Road unsafe and.ordered :it 'vAcated,..'-_an'd the owners, Mr. and Mrs. James Evans, have complied. Mr. Devereuix said Harry Kondo, District Engineer, will report to the Council on the Kelly property ropertat 2 Pinto Road. y PERSONNEL,SESSION Councilwoman Murdock -requested that a Personnel Session be held after adjournment of the regular meeting.. The Mayor so ordered. PALOS VERDES PENINSULA UNIFIED SCHOOL DISTRICT HEARING Councilwoman* Murdock 'reported that she attended a -hearing held by.the School District to receive public input on an EIR addressing a location for Rancho Del Mar Continuation High School. Comments pre-, pared'by the City Attorney on behalf of the City Council were submitted, Councilwoman Swanson said she had received a letter from a resident who opposes location ofthe continuation school at the La -.Cresta site, and she asked that residents be advised in the Newsletter of hearings held by.. the School District in the matter. Nflfignfi. �101, � The City Treasurer advised the Council that the Community Associ- ation has included paving*of Eastfield Drive in their budget, and the work will probably be done in Spring 1986. Mx. Courtright 'requested that the Council make a decision for the budget concerning the road signing and striping.to be done, and it was his recommendation that the work be scheduled no later than October to take advantage of good weather conditions. Councilwoman Leeuwenburgh said a meeting of. the Traffic Commission to consider signing and striping will be scheduled, and she will report to the Council. OPEN AGENDA Mr. William Kirkendale, 67 Portuguese Bend Road, addressed the Council on conditions in the Flying Triangle, requesting that signs. be posted advising that above ground installation of gas lines in roadway easements is being done in the area. Mr. Kirkendale said he is concerned about the hazard of persons who are not aware of the condition parking in easements and rupturing gas lines. Further, he expressed concern about the condition of the road and the need for continuing maintenance. Mayor Heinsheimer suggested that Mr. Kirk- endale meet with the City Manager to receive the direction he has requested. f� August 12, -1985 s SHERIFF'S REPORT 201 Captain Elmer Omohundro, commanding officer of the Sheriff's Lomita Station, reported that in -response to the City's request for re-inforcement of the prohibition of smoking in the City, a Sheriff's posse has been patrolling the trails. To'date no violations have been observed. ADJOURNMENT TO PERSONNEL SESSION The meeting was.adjourned,to a personnel session at 8:15 p.m..
